My youngest son
started off having problems
reading and writing in
school, Quinn said. They
told me the Dyslexia-type
problem he had would get
better and go away. As
a mother, I tried to start
helping my son any way
I could by getting him to
read better, and to learn his
numbers.
Not knowing what
Dyslexia was, I went to
the library and found all
these books and researched
it. We tried little games

When Manistee County
resident Leanne Quinn
discovered her son, Joseph,
was diagnosed with hav-
ing the reading disorder
Dyslexia, she knew it was
something that demanded
her to be proactive. Quinn
spent countless hours pon-
dering
how she
could
help
him,
and dis-
covered
there
was an
option
right before her eyes.
Quinn created a game
that she felt would give
her son those skills he
lacked. This month she is
taking that game to the

they can see and hear prop-
erly, their perception is
different.
I used to roll black
and white dice to see who
would get the higher num-
ber, and discovered he
couldnt count that fast. Of
course, I didnt realize the
black and white of the dice
is part of the perceptual
problem.
Quinn then discovered
the book Reading by the
Colors by Helen Irlen
that seemed to bring all
the pieces of the puzzle
together for her son. Irlen
is a noted author who has
published several books
on children with autism
and reading disorders, and
how improvements are tied
to the use of colors in the
learning process.
I cried reading her
book, because what she
wrote was my son, Quinn
said. The book she wrote
has to do with the color
spectrum in your brain.
Sometimes there is a color
or a shade missing in
your spectrum when you
are born, and perceiving
becomes difficult to a child.
They cant express them-
selves that they cant per-
ceive what you are trying to
show them.
That is when Quinn
went back to the game she
created with her husband,
Ron, using scrapbook
materials, and saw some-
thing very important.
Quinn discovered when she
looked at the game she had
created, many components
of it lacked color.
So I started adding
color into the game, after
realizing everything was
black and white, Quinn
said. I even started using
different colored dice. He
always preferred the blue
color, and I quickly noticed
it made a difference in his
reaction. What I decided
with the cards was to place
them inside colored film
cover. I would ask what
his favorite color was and
that would let me know the
ones where he could per-
ceive the words better than
others.
She designed words
and phrases for two grade
levels with one being for
Kindergartne through third
grade level and the other
for fourth and fifth grade
students. Quinn wrote to
Irlen about reading her
book and what she discov-
ered with the game. The
author so liked what she
saw in the game that she
wrote a letter of endors-
ment.
Quinn decided the game
needed a name and she
decided the perfect one
that fit was Time Out.
The name Time Out
is when someone with this
condition is learning to

It was something that
really frustrated Quinn until
she concluded something
was missing from the game.
I discovered from one
of the books I got from the
library that people with dys-
lexia have different visual
perception than the rest of

ed and they need a Time
Out, Quinn said. It gives
them a break and a chance
to regroup.
The concept is simple
as players move by the dice
and must correctly spell the
words they come upon as
they move around a board
going from classroom to
classroom on their way to
graduation. The object is to
spell words correctly from
a stop in classroom, but
the one place they want to
avoid is a trip to the princi-
pals office card.
If you get sent to the
principals office you have
to spell two of three words
correctly to get out, but
you are given a principals
card, Quinn said. To get
rid of it, you swap the card
with hall passes you get
when you roll doubles. One
hall pass can save you from
a trip to the principals
office.
Some kids collect a lot
of hall passes and you can
give them up at the end for
a home room card.
Quinn said her son
has improved in his read-
ing skills because of the
game, and feels it would
be an asset in schools to
find out if a child has this
perception problem. She
said Irlen said even colored
glasses can make a differ-
ence for the child.
I think this would be
helpful for either schools,
or at home for someone
who has a child with
Dyslexia, Quinn said.
Quinns hopes some
company will show an
interest in the game and
start to market it. She says
the biggest satisfaction will
be knowing it is helping
others avoid some of the
problems she experienced
with her child.
If this could get one
child back in the classroom
learning all the hard work
over these past few years
would all be worth it,
Quinn said.

much anticipated meeting of the
Manistee County Local Revenue
Sharing Board will be taking
place on Monday afternoon at 5
p.m. in the Manistee Township
Hall, is located at 410 Holden St.
The reason anticipation is
high for this meeting is it appears
the revenue board will have more
funds than usual for the 2011
Cycle I distribution on Monday.
During the verbal presentation
process that was made back in
April a total of 24 public safety
applications came in for this cycle
in the amount of $704,436.28.
They also received 15 other lawful
local government applications in
the amount of $1,029,788.72.
The funds that are distributed
come to the local revenue sharing
board every six months from 2
percent of the electronic gam-
ing at the Little River Casino. It
is part of a compact agreement
that was made by the Little River
Band of Ottawa Indians with the
State of Michigan to operate a
Class III gaming facility because
they do not pay taxes like a nor-
mal business.
However, the distribution of
that money is also designated to
certain areas with the first por-
tion being that 12.5 of every cycle
being awarded in the form of
public safety grants to local units
of government. A second stipula-
tion is once a year the revenue
board must make the Payment in
Lieu of Taxes (P.I.L.T.) payments
to the local units of government
that would receive the ad valorem
taxes from the property where
the Little River Casino is located.
Those local units of gov-
ernment are the Manistee
Area Public Schools, Manistee
Township, Manistee County,
West Shore Community College
and the Manistee Intermediate
School District. Those payments
are traditionally made in the
Cycle II grants later in the year.
Manistee County control-
ler/administrator Tom Kaminski,
whose office handles the finances
for the revenue board, is expect-
ed to give a financial report that
will tell them they presently have
$2,676,204.10 plus some small
interest in their account at this
time.
However, he will point out
that $1,009,017 of that is the
payment for Cycle II that they
have already received and must
be taken off that total. A liability

Consolidation could mean changes in services

ists driving into Onekama see a sign
that reads City of Onekama, Est.
2011?
Or will the Village of Onekama,
incorporated in 1891, cease to exist as
a municipality and be swallowed up
by Onekama Township?
These are the questions a crowd of
more than 80 concerned village and
township residents pondered at an
informational town hall meeting at the
Farr Center Wednesday night.
Eric Lupher, director of local
affairs for the Citizens Research
Council of Michigan, was on hand to
present the possibilities of consoli-
dating the village and the township.
Similar attempts have been made in
Michigan in the past, according to
Lupher, only to get shot down when
the issue came to the public for a
vote, which it would also have to do in
Onekama.
The issue even garnered atten-
tion from the national media. A story
about the proposed Onekama con-
solidation appeared in the Wall Street
Journal the same day as the meeting.
Regardless of whether voters
choose for Onekama to become a
township or a city, the consolidation
would save money by eliminating a
governmental body. In the case of
becoming a city, both the township
board and the village council would
be eliminated and a city commission
would take its place. If the village was
absorbed by the township, the village
council would disappear.
The advantages of having one unit of government is
that there is a clear line of accountability over who pro-
vides what government services.

MANISTEE The impact of the cuts to school
funding continue, this time directly affecting the
pocketbook of Manistee Area Public Schools families.
As a part of the budget for the
2011-12 school year, the district is
proposing implementing pay-for-
play activities.
Superintendent John Chandler
outlined this option at Wednesday
nights board of education meet-
ing, as well as a number of other
cost-saving measures, many of
which will impact the schools ath-
letic programs.
Pay-for-play activities was the
first he outlined. While the details
still need to be finalized before the
board votes on the budget on June
22, Chandler anticipates requiring
students pay anywhere from $20
to $60 per sport, with a cap for
individuals and families over the
course of the school year.
I dont like this, he said. I
dont like most of the things in the budget, but it is
something that were going to be recommending.
The fees would be graduated based on income,
but really based on the free and reduced lunch.
Chandler said the district anticipates this
