Brief history of Thailand energy policies and measures

Five sets of important documents:


11th Development Plan sets clear CC direction CC Master Plan for Thailand Power development plan, PDP; Energy efficiency plan 2010-2030 Development plan for renewable energy and alternative energy 2008- 2022.

Early investments pay off, and Thailand ready for addressing CC via technology, policies and measures Technology and capacity are crucial elements Growth continues to demand more energy, but responses need to be re-evaluated and re-directed Alternative energy high on the agendas

Lessons learnt

Need to have clear signals and proven net benefits Well calculated policies are key, e.g., failed Adders have not brought about needed technological change Broad participation is imperative, but needs to be managed for development to continue Policy coherence and coordination important to fill implementation gaps How much is enough for monopoly?

CC and Thailand

CC intensifies call for more rational and comprehensive energy policies Thailands energy policies have gone beyond developing countries threshold, hence, new paradigm is needed, and LCE is an option Sufficiency Economy is instrumental to the transition, including ambitious RE policies (25% of supply by 2020)

Resilience- Coherence

Necessary conditions: SD and adaptation needs


Thailand needs to map a LEDS and clearly identify feasibility within well defined timeframe and budget; Thailand has to be serious in implementing its climate change master plan, which would change also ways governments operate and budgets are approved; Thailand has to gradually phase out policy distortions and measures that work against climate friendly goals; Thailand has to retarget its financial resources to fully support the implementation of an LEDS. Thailand has to dismantle the monopolistic power that stays in the way of a LEDS.
