Background
Household electricity consumption in ASEAN: 144,038 GWh in 2007 Air conditioners account for 50% or more of total household electricity consumption in most ASEAN countries Air conditioners consume 57.1 TWh of electricity per year in ASEAN Energy savings potential (source: UNEP/ICA 2010):
Harmonization of ASEAN MEPS to Thailands current MEPS (EER of 2.8): 1,928 GWh per year; 0.9 million tons of CO2 emissions reduction per year Harmonization of ASEAN MEPS to Chinas current MEPS (EER of 3.2): 5,373 GWh per year; 2.7 million tons of CO2 emissions reduction per year

Objectives
Long-term objective: increase the share of energy efficient household appliances in ASEAN as a means to reduce electricity consumption and greenhouse gases emissions from the residential sector Specific objective: harmonize energy efficiency (EE) standards in ASEAN for household appliances and develop MEPS and HEPS (Higher Energy Performance Standard) Supports ASEAN vision: AEC by 2015 First appliance: air conditioners
Strategic Framework for the Harmonization of EE Standards for Air Conditioners in ASEAN
Harmonize standards for testing methods Harmonize EE standards Develop roadmap for MEPS and HEPS
Action Plan
Step 1: Consultation with stakeholders, finalization of action plan > Kickoff meeting organized on 17-18 January 2012 Step 2: Harmonize standards for testing methods Step 3: Recommend MEPS and HEPS and develop regional and national policy roadmaps Step 4: Capacity building for testing laboratories and AC manufacturers Step 5: Consumer awareness
Progress to date
Regional survey on energy savings potential and current status in EE standards and labeling programs for ACs and refrigerators completed by UNEP/ICA in November 2010 Strategic roadmap for the harmonization of EE standards in ASEAN drafted by UNEP/ICA in January 2011 Stakeholders consultation workshop organized by UNEP/ICA in January 2011 in Kuala Lumpur Strategic roadmap for the harmonization of EE standards in ASEAN approved by ASEAN EE&C SSN on 27 May 2011 in Singapore Kick-off meeting organized on 17-18 January 2012 in Jakarta Currently looking for sources of funding for the program Next step: first meetings of the Technical Working Group and Policy Working Group (tentatively August 2012 in Bangkok)
Indicative timeframe
2012
Kick-off meeting; Stakeholders consultation and Action plan prep.
Finalization of action plan
Phase 1: testing methods Selection of the standard; meeting of Technical Working Group In-country specific actions to adopt the new standard Capacity building for testing laboratories and AC manufacturers on the new standards Promotion of the harmonized standards Phase 2: MEPS and HEPS Conduct impact assessment of MEPS and HEPS Develop roadmap for adoption of MEPS and HEPS Technical assistance to national standardization bodies Capacity building for testing laboratories Capacity building for AC manufacturers Promotion
