When George Gershwin wrote that song, he didnt realize that the little baby was crying because of other factors; she was crying because its so damn hot in El Paso. But, those of us who were born and raised here, or those who have grown accustomed to the weather, actually love it hereexcept for one thing the Drought! The drought, which has been in effect for over 120 days has forced El Paso County Judge Veronica Escobar to declare a local disaster for the county. Called a Declaration of Local Disaster, it prohibits the sale, use, and possession of any and all fireworks or pyrotechnics within the El Paso area, except for specially designated areas such as Cohen Stadium, the Chamizal National Memorial and Western Playland, where the fireworks can be easily controlled. The ban will be enforced up to July 5, 2012, for a total of 60 hours, unless Texas Governor Rick Perry allows an extension of the ban beyond that date. Perry has already approved that extension, as he did last year. Although a few drops of rain did fall on the city recently, it did not produce enough moisture to lift the ban. Although the ban has created a financial hardship for vendors, Escobar sees the necessity of preventing any accidents that could lead to catastrophic wildfires, such as the ones that have incinerated thousands of acres

We depend on volunteer fire departments for safety in the outlying areas, such as Montana Vista in far east El Paso. She has said that she hopes that vendors understand the need for such safety precautions and that while she feels badly for the economic doldrums such a move can incur, the safety of our community comes first. George de la Torre, the El Paso Fire Departments public affairs coordinator, said that the heat can cause problems for just about anybody. Anyone can be affected by the heat of the summer sun with triple-digit temperatures already hitting the El Paso area, de la Torre said. Those most at risk of heat related illnesses are people over 65, the very young, people with low blood pressure, diabetes, heart disease, malnutrition, and those taking certain medications. Fire officials are warning that those most susceptible are people without air-conditioning in the home. For the prevention of heat exhaustion or heat stroke, people may do the following: *Drink lots of liquids, water, sport drinks; *Do not stay in or leave anyone in a closed, parked car during hot weather; *Limit drinks that contain alcohol or caffeine; *Perform the most stressful jobs in the cool of the early morning; *Wear light, loose-clothing, such as cotton so that sweat can evaporate; *Above all, if you feel hot, do whatever it takes to cool off immediately.

Fred Loya Insurance is fined $300,000


The Texas Department of Insurance has levied a fine of $300,000 against Fred Loya Insurance for violating the insurance laws of the State of Texas. Such action constitutes grounds for disciplinary action, explains the lawsuit taken against Loya. The complaint targeted practices by Loya focusing on a review of sales, advertising, marketing, underwriting and rating claims practices, and consumer complaints and inquiries. A final report cited Loya Insurance for violations in advertising, policy cancellations, and rating practices. In one instance, Loya Insurance used the phrase No Down, or No Fees, in its advertising throughout Texas cities, including El Paso. However, the two phrases were misleading as clients were supposed to pay one month or more in premiums to be collected in advance, with Loya Insurance charging a policy fee for each insurance policy a fee that had to be paid up front. Loya Insurance further committed an unfair method of competition or an unfair or deceptive act or practice in conducting their insurance

business by deliberately making statements that were untrue. Those statements were considered to be deceptive and misleading. Loya Insurance also violated the law by failing to file with the Commissioner all rates, applicable rating manuals, supplementary rating information, and additional information as requested by the Commissioner and as required by law. According to Jerry Hagins, the Departments Public Information Officer, Loya Insurance paid the $300,000 fine on April 24, 2012.

Thunderstorms not only produce rain and some occasional hail, but also strong winds. We experienced that a week ago last Friday, June 15th. The winds from a few of the stronger storms quickly mixed in some dust and sand and also contributed to some destruction. These storms have what we call strong outflow. This occurs when thunderstorms begin to weaken and even collapse causing the wind to rush down to the ground and spread out in all directions. I noticed that we had wind gusts over 50 mph in many locations of El Paso and Otero counties. The El Paso Airport recorded 67 mph while southern New Mexico, at McGregor Range, reached 82 mph. Various power outages were recorded and even some structural damage on the east side. El Paso resident Deby Lewis sent me a picture of her tree being blown down right on top of her rock wall collapsing the stone structure.

Anytime we get some of these storms, there is always that risk of very strong winds in and around the cells. It can be hard to predict how strong the winds will get but anytime there is a severe thunderstorm warning, the potential of wind gusts 58 mph or more is possible. As we now move into our annual Monsoon season, we always have to be prepared for these storms and the destructive potential they bring.

Outdoor Adventure Camp Out


Family Camp Out starts July 13th at 5:00 p.m. until July 14th at 10:00 a.m.
The City of El Paso Parks and Recreation Department will host an Outdoor Adventure Camp, July 13th 14th at Memorial Park, (Reserve Area), 1701 N. Copia St. The Camp is one of the premiere events of National Parks and Recreation Month in July, beginning at 5:00 p.m. on July 13th with the participants staying overnight in the park leaving on July 14th by 10:00 a.m. The Family Camp Out will have games, swimming, (next door at Memorial Aquatic Center) and much more. Register now for a fee of $5 per child (17 years of age and younger) and $10 per adult (18 years of age and older). Registration will remain open until all spots are filled. All families must provide their own tents, food, drinks, (no alcohol) and supplies. Camp spaces in the park will be on a first come first served basis starting at 5:00 p.m. on July 13th at Memorial Park. The camp has sold-out every year. Air Force days, best friends


As I grow older, some of my best memories are of my friends from the past. My time in the U.S. Air Force provided me with not only great experiences and knowledge, but with some friends whose memories have stayed with me. The four years I spent as an airman made me realize how fortunate I was in making friends who helped me to overcome some of my problems, and who also helped to create them. Now, as Fathers Day has come and gone, Im reminded of them, simply because, over time, they became jefitos too. And, too, some of them have met death all too soon. One of my best friends when I was stationed in Travis AFB, Califa, and in Takhli Royal Thai Air Force Base in Thailand, was David Pena. Sadly, David died last September of cancer. I always thought he was indestructible, but, no. He was human just like the rest of us. David was kind of a crazy, devil-may-care kind of guy who hailed from Kingsville, Texas or as he called it, Kinesvil. He was rather tallish, with a pigeontoed walk that made him veer from side to side. He had good looks that made the women do a double-take whenever he came into view. We were extreme opposites in that he was boisterous and loud, often yelling out simply to draw attention to himself, while, I was the strong, silent type at least, I liked to think of myself in that vein. But, not David. He was always getting into some hot water or another and I was always having to come to his rescue. Not that he couldnt fight, because, he could hold his own against anyone. My other friends would ask me why I liked David, but, they just couldnt understand him. I could. We had some kicks while we were together at both Travis and Takhli. After I was discharged, David and I teamed up again in El Paso, both of us attending UTEP on the GI Bill, sharing a roach-infested apartment close to the university. I was a heavy drinker at the time and so was David. We shared many a hangover until he split to Houston, or was it Dallas, and we lost touch with each other. I could write a book about David, and maybe I will someday. The last I heard was that cancer had finally claimed his life. Too bad, too sad, carnal. But, Ill never forget you. Another great friend is Joe Garcia. Remember I told you how old age kicks our butts? Member? you member. Well, Joe, who was with me in Thailand suffered a stroke that almost killed him. However, it didnt, so he can be seen traversing the dangerous Zaragosa Road and North Loop on his electric chair. Joe also followed me to El Paso after discharge and he settled here, raising a family and working hard to support them. Hes a little older than me, at age 71. In Thailand, he was a top-notch cook and after a bout of drinking, he would open the chow hall and feed us egg sandwiches. He would even make tortillas for us Chicanos. Whenever Joe and I meet, we, invariably catch up on each others illnesses. There was also Little Joe Rincon from Weslaco, Texas. Little Joe was an Air Force cop at Travis.We used to drown ourselves in beer while listening to Jose Alfredo Jimenez, Antonio Aguilar, and other great Mexican singers. He was short of stature, but married an Anglo woman who was two heads taller than him. But, he didnt care. He loved her deeply. After his discharge, they bought some property near the Sacramento River and settled down to raise a family. I lost track of Little Joe, but, I hope that hes still alive and well. Then there was my Puerto Rican friend, Angel Luis Rivera. He was a staff sergeant stationed at Travis and 10 years older than me. But, he liked to hang out with me as we frequented all the clubs we could in Sacramento. He also had a fridge and a hot plate in his room so that whenever we didnt like what was being served in the chow hall, he would cook up some pork chops with fried potatoes and we would indulge to our hearts content. A funny story about Rivera. He spoke English with a heavy Spanish accent. One day we were at a restaurant and he asked the waitress if she had crushed ice. She misunderstood and said, indignantly, I do not! Understanding what had happened, I explained to her that what Rivera wanted was crushed ice, and not implying that she had crossed eyes. We all shared a laugh at my explanation, but, Im sure she still went to a mirror to look at her eyes. So many friends there was Victor Sanchez, a guy quiet like me and also much older than me. We both loved scotch and water Chivas, of course. There was Nick Fernandez, an upright soldier with a heart of gold. There was Nick Mueller, who settled in his hometown of Alburquerque with his lovely bride, Nancy. All these years, all these memories. You know, I wouldnt trade them for the world. Sin Fin

Q: We are charmed by our "new" home it's Georgian-Revival, built in l920-something. But we are a little flummoxed by its traditional architecture, especially the archtopped windows on the sun porch. There are four of them beautiful but we live on a busy street and need some kind of curtain or other covering. How should we deal with the arches? A: More easily than you might think. Many window hardware manufacturers offer curved curtain rods; you can also order rods custom-made to exactly fit your particular arch. There's also the design school of thought that curtains lower the window and leaves the top arches bare letting in the light but not the eyes of passersby. You could also opt for the attractive solution used by designer Phoebe Howard - aka "Mrs. Howard" author of an excellent new book, " The Joy of Decorating," (from which we borrowed this photo). She simply ignored the arches, installing curtain rods high on the wall above them. The curtains pile up in the corners by day, letting in the lovely light; by night, they pull completely over the windows, arches and all, to insure privacy for those who dwell within. Can't you imagine how this room would pique outsiders' curiosity, with its eccentric collection of accessories, including a twig chandelier and vintage stage light!

Anxious Females Get Mental Workout


More proof, guys, that we're slackers at least compared to the opposite sex though, we're not likely to get too worked up about it. A Michigan State University study found that the brains of anxious women work harder than those of men. Researchers asked college students to perform a relatively simple task while measuring brain activity through an electrode cap. Only women who identified themselves as particularly anxious or big worriers recorded high brain activity when they made mistakes during the task. Jason Moser, the principal investigator for the study, said the findings could help mental health professionals determine whether patients, particularly young females, are prone to anxiety problems, such as obsessive compulsive disorder or general anxiety disorder. "This may help predict the development of anxiety issues later in life for girls," he said. "It's one more piece of the puzzle for us to figure out why women in general have more anxiety disorders."

Summertime is the perfect time to take a healing walk in the deep woods. A healing walk? Are
we talking mushrooms and a very particular leafy green? Nope. It's a concept called forest bathing shinrin-yoku, translated from the Japanese. While I can't report it's all the rage in cities and towns across disgruntled America, it should be. Forest bathing is a natural therapy for reducing stress. So are rice chips and margaritas for many of us, but with forest bathing comes the extra special bonus feature of boosting your body's own ability to fight disease and resist infection. Yes, you heard me: There is a growing mound of medical re-

search supporting the ancient and traditional understanding that spending quiet time in the deep woods has healing power. Take it in and soak it up, and, over time, forest bathing will produce positive and quantifiable physiological changes. And besides all that, it just feels so good. Walking through a dense forest. Noticing an ant. Watching a river meander and pool. People have been going into nature to heal since time pretended to begin. Now we're a few steps closer to understanding why. I was just leafing through my tattered copy of the Journal of Biological Regulators and Homeostatic Agents the other day, and there it was, another study showing that forest walkers have: lower concentrations of the stress hormone cortisol; lower blood pressure and heart

These compounds escape into the air you breathe when you move through a forest slowly, quietly, with an open heart and working lungs. And phytocides, it turns out, also

Can you imagine wanting to pay outrageous amounts of interest? Do you ever see yourself gladly making monthly payments to a greedy finance company? Would you like to love a loan shark? Impossible? No, it's not. All you have to do is become your own banker. You'll be borrowing from yourself, making payments to yourself and collecting high rates of interest all from you, for you. The original idea of the credit union was to get the little person out of the clutches of the big money institutions. Being your own banker simplifies the credit union strategy to just one person: you. And when you're wearing the loan officer hat, the borrowing and repayment benefit only you. What a savings program! So, how does it work, you ask? First, open a special savings account. Don't get this confused with your Contingency Fund or investment programs. You already should be saving consistently for the future in those ain't-nobodyever-going-to-touch-it kinds of accounts. This is a special savings account that you will manage differently. You can start your new account with anything, but you should feed it with a weekly contribution for a while. If you can put in $20 a week for 12 months, you'll have about $1,000 after a year. Now, let's say you need to borrow $600. A typical finance company would charge a whopping 21 percent interest, or $126, to borrow that amount. They'd "let" you pay it back at the rate of about $30 a month for two years, for a total payback amount of $726.

You can make it easier on yourself. If you charge 18 percent interest on your loan ($600 times 18 percent equals $108) and divide it into 12 equal payments of $59 your loan will be paid off in just one year, "costing" a total of $708. Suddenly, the greedy finance company is you. If you keep up your weekly deposits of $20 while you pay back your loan, you'll have something like $2,150 in the bank at the end of the second year (the $400 balance in the account, the $708 you paid back, plus the $1,040 you deposit in year two). After you've paid back the first loan, perhaps you'll want to borrow $1,000. The greedy finance company would charge about $255 to do that. If you charge yourself $180 and make monthly payments of $50 for two years (or $100 a month for one year), you'll wind up with well over $3,000 in your account. As the borrower, treat yourself the same way that the finance company would. Demand timely payments. Unless you're terribly hard on yourself, it's not going to work. You'll default. And just imagine how that will work on your psyche. But if it does work, you'll be living the life of a banker buying things you want and piling up the dough. What a way to save! Loan Repayment Options for Grads


Student loan debt is becoming a national crisis as well as a personal
nightmare for college grads. There is now more student loan debt than credit-card debt outstanding. And the accomplishment of college is dwarfed by the insurmountable task of loan repayment. But it's something you must deal with now, while you have options. Sadly, your college degree didn't come with a job guarantee. For many graduates, the idea of even thinking about starting to repay those student loans is a nightmare. But even if you don't have an income, you must deal with your student loans within six months of graduation. dent loans, so you have no excuse for "forgetting" one of the loans you have. If you have private student loans made directly from banks, they likely carry higher rates. Those private lenders are not inclined to do you any favors by lowering the rates in a consolidation process. While almost anyone can consolidate a federal student loan, the banks and credit unions that hold your private loans require a good credit score and income before considering a consolidation. the term of the loan for up to 25 years. But that will result in a total repayment that is much higher because of the additional interest you pay over the years.

Graduated repayment:
This plan starts with lower payments that rise every two years over the 10-year life of the loan. If you have more than $30,000 in loans, you can stretch out the graduated payments over 25 years. If you start earning more, you can adjust your payment plan annually. Again, you'll pay more interest over the years by stretching out your payments.

Deferment or forbearance: These are the two oldest programs for dealing with a situation in which you absolutely cannot repay your loans after graduation. They postpone but do not eliminate your obligation and the interest continues to grow. Even for college graduates, these choices can be overwhelming. And they have longterm consequences, so it's worthwhile to get it right. There are some good resources for help in setting up your repayment plan. The NSLDS website offers "Loan Exit" counseling online. Or you can go to Studentaid.ed.gov or call them at 800-433-3243. Remember that if you have a windfall a signing bonus for that new job or an unexpected raise along the way you can always make extra payments and pay off your loan early,

Standard repayment:
The standard repayment program is a 10-year plan that will cost you the least in the long run. You'll pay the current repayment rate, less a quarter point discount for automatic payments.

Income-based repayment: This is a relatively new


program, and you can learn more at IBRinfo.org. In this plan, the government checks your annual income, the size of your family and the total amount you owe and then it comes up with a repayment plan it figures will be affordable for you. Your payment will be readjusted annually based on your situation. The government is in the process of making it easier to qualify for this program, so this should be your first stop if you don't have a job. With no income, you have no payments although interest will continue to accrue. Some of the interest may be subsidized.

There are several helpful alternatives that will postpone the repayment process until you have the money to do it albeit the interest will keep building. The first step in repaying your student loans is figuring out what you owe and to whom. If you have various student loans, you might want to consolidate them to make repayment easier. That will lift your rate about one-eighth of one percent but save a lot of annoyance in making multiple payments. And if you set up an automatic repayment plan, deducting monthly payments from your bank account, you can save a quarter of a point in interest. Just make sure you don't consolidate an older loan with a lower lifetime rate into the consolidation loan.

The young and talented sensations featuring Paulina Reza and Mario Gallegos on vocals, displayed their powerful emotions and musical power at an event held by Abeja Productions on June 13, 2012. Held at Nova Luna, off Loop 375 in far East El Paso, the band presented a sample of their CD, Historias, and a music video, El Amor de Mi Vida. The CD is comprised of five themes, produced by Sergio and Martin Carmona, together with the band, Amanecer. The CD is currently available at El Pasos popular music store, ALL THAT MUSIC. Reza and Gallegos displayed their bilingual talents by singing, On the Radio, a song made popular by the late, Donna Summer. They closed out the evening with a song by the band, Journey, Dont Stop Believing. Although this was the bands first gig in El Paso, judging by the audience reaction, it wont be their last.

Reports of sick dogs, people, from pet food


The VIN news service (news.vin.com) reports that six animals have been reported dead and more than 50 claimed to have been made ill by salmonella contamination in commercial pet foods made under various brand names by the Diamond company. The information was obtained from the U.S. Food and Drug Administration via a Freedom of Information Act request. Many of the foods have been recalled by the brands and the manufacturer. Meanwhile, DVM36.com reports the filing of a lawsuit against Diamond and retailer Costco charging that the contaminated pet food made a New Jersey infant severely ill. The U.S. Department of Agriculture is attempting to update its oversight of commercial pet breeders, including those substandard ones widely referred to as puppy mills. Current regulations developed before the widespread use of the Internet exempt pet stores from the Animal Welfare Act. Many commercial breeding operations now skip retail outlets to sell and ship animals directly to consumers, taking advantage of the loophole to avoid regulations intended to ensure humane treatment of breeding animals and the sale of healthy young ones. The requirements would affect operations with four or more breeding animals, a number intended to allow reputable hobby breeders to continue raising animals in their homes, among other exemptions. Comments are currently being accepted on the proposed changes at www.aphis.usda.gov. Celebrity dog trainer Cesar Millan is ending his phenomenally successful and equally controversial show when the current set of episodes has finished production. The Dog Whisperer has been successful both for Millan and for the Nat Geo WILD cable network, but the trainers use of physical correction for poorly mannered dogs has attracted widespread criticism from veterinary behaviorists and some training organizations. It would also enforce the AVMAs standards for humane destruction of non-productive hens. Ninety percent of right-handed golfers aim to the right when they first take up the game, so they are forced to spin their shoulders in an attempt to pull the ball back to the target. The right-to-right slice starts to the right of your target and then inexorably moves more right until it disappears from sight. Of all the slices, this one can leave the playing field the quickest. Since the ball is flying so far right, its an instinctive adjustment to open your stance, aiming to the left of the target. But now the ball starts way left and slices back toward the target (the baby boomer). Aiming left works until you make a good release and square the face, resulting in a pull way left of target. To correct the pull, you introduce a chicken-winged front arm that opens the face at impact, causing a slice that finishes to the right of the target (the adult boomer). To fix this, you aim even more left, employ more chicken wing, thus creating the mother of all boomerangs, the nuclear boomer, which starts way left and exits right of target. In a left-toright crosswind it covers more territory than Lewis and Clark. This natural evolution of your slice occurs over time, and it explains why there comes a time when you can no longer play your slice

So learning to breathe correctly, a key component of yoga practice, not only helps you make a good image of your next shot, but done over time, it can help prop up your relaxation response by stimulating your parasympathetic system. To do this you need a lie angle board, which will show you what happens to your lie angle through impact. This is part of a good fitting process. Takeaway: In order to have a proper clubface at impact, you must have the correct lie angle at address. Thats what fitting is all about.

ale Earnhardt Jr. blew away the field at Michigan International Speedway on Sunday, ending a four-year, 143-race losing streak and setting off debate on just what his victory means to him and to the sport of NASCAR racing. Some, including NASCAR president Mike Helton, are saying that Earnhardt is now a favorite to win the championship this year. His stats, even before the Michigan victory, indicate that hes good at gathering points even on days when he isnt riding a winning car. He leads all Cup drivers with 12 top-10 finishes this season and hes second in the standings, just four points behind Matt Kenseth. Kenseth told reporters that hes pretty sure that Earnhardt is happy to put behind him a long and much-discussed losing streak.

I dont know what it means for him personally on it to get that win, but I know that even if he acts like it isnt, it was probably a burden having all your fans talking about you and writing stuff about you not winning, he said, adding that

Infiniti M Hybrid shows hybrids dont have to be boring

It has been ten plus years since the first hybrid hit the streets here in America. And by now most car buyers know if they want stellar fuel economy, a hybrid is the way to go, with its combination of an electric motor along with a gas engine. And being that the main objective of a hybrid is to be fuel efficient, performance and being fun to drive usually takes a back seat. Well Infiniti has thrown a wrench to the last assumption with the Infiniti M Hybrid. Infiniti introduced the current M sedan in 2010 as a 2011 model, filling the role of a midsize luxury sedan for the Japanese automaker. As the M37, the entry level M uses a 3.7 liter V6 to power its rear wheels. At the top of the range is the muscular M56 which has a hefty 5.6 liter V8 under its hood and makes 420 horsepower. The new M Hybrid (sometimes called the M35h) splits the two by combining a 3.5 liter V6 with an electric motor to make a combined total of 360 horsepower 30 hp more than the M37. Fuel economy for the M Hybrid is four-cylinder-like at 27 mpg in town and 32 mpg on the highway. But the real story behind the M Hybrid is how it drives. you are driving too aggressively. I found it as annoying as a mother-in-law telling you to slow down, so I kept it off. Electrical power is stored in a lithium-ion battery pack that is stored behind the rear seats, thus reducing trunk space from 14.9 cubic feet to 11.3 cubic feet. Being a hybrid doesnt mean you have to cut out on amenities. Infiniti fits every M Hybrid with standard luxury features like dual-zone climate control, a moonroof, a 7-inch color display with rearview monitor, Xenon headlights, rain-sensing windshield wipers and a hybrid power/charge meter. And being an M means you get an interior fitted with plush leather seats that keep you in perfect comfort. The roomy cabin is top-notch with fancy wood and leather used throughout. Some of the control placements take a little getting used to, but nothing that cant be easily learned. Like the M37 and M56, the M Hybrid can be fitted with the latest in gadgets and thats just how my tester was equipped. Frustration, regrets after loss


Nationwide Series driver Michael McDowell finished seventh at Michigan in Joe Gibbs Racings No. 20 Toyota, but he told reporters afterward that he should have done better, but didnt get the right chassis setup under his car. I got us messed up in practice, and I didnt realize it until the start of the race, he said, adding that the fact that his teammate Joey Logano won the race only added to his disappointment. Its kind of frustrating when your teammate is in victory lane, and you know you have a car that can do it, he said. McDowell has a chance to redeem himself Saturday at Road America, where last year he dominated the race and was in position to win with four laps to go. He wound up spinning during a bizarre sequence of events that ended with Reed Sorenson scoring a surprising victory.
