Summer Meeting of the European Committee Meeting in Rome Important Regional Events had taken place this Spring, notably the JUMP Event in Denmark, the Regions principal meeting, with WAGGGS, in the area of Growth through Quality, which saw some 50 Leaders from across the two Regions discuss matters relevant to this are of work. Innovative approaches in the area of Youth Programme and Adult Resources were the focus of the 7th Eudcation Methods Forum. More than 140 participants gathered for this major event in Romania and actively contributed to sharing their experiences. Due to changing professional repsonsibilities within the Regional Committee, and to maintain a good level of contact and follow-up, the Committee agreed to temporarily redistribute some Committee Contact Countries. Concerned NSOs will be advised directly. Regional Scout Plan 2010-2013 Following the success of the meeting last year and in view of next years European Scout Conference, Coordinators and staff members engaged in the five Working Groups and three Core Groups of the Region were invited to join the Committee for half a day. Extensive exchanges and small group work provided committee members, coordinators and staff members with the opportunity to share information about successes and challenges of their work. The session also looked more closely at how further to improve the delivery of Tailored Support, considering also initial developments in the World level Global Support Working Group. It was noted that the move from factory to consultancy had been more difficult than anticipated for all entities involved. However, the large number of projects was encouraging. Major Points
Activities Several successful Regional events this spring contributed to further progress being made in achieving a number of the objectives set in the Regional Scout Plan 2010-2013. Concluding a process which had started several years ago, the Committee approved the creation of a legal entity and subsequently received the report of the inaugural assembly of the new World Scout Bureau European Regional Office (WSB-ERO) Inc. to be forwarded to the World level for approval. Jos Figueira, from Protugal, joined the staff at the Geneva Office as Project Officer, Educational Methods, in April. Also in April, Marguerite Potard, from France, has completed the team at the Brussels Office as project assistant for cooperation and development.

Highlights Less than fifteen months are left of the current triennium. Reason enough for the European Scout Committee to look back on achievements made and review challenges encountered in the Regions different Working Groups and Core Groups, when it met earlier this month at the Roma Scout Centre for its regular summer meeting. Other business on the agenda included discussion and approval of the Regional Budget for the period October 2012-September 2013 and the creation of a legal entity for the European Regional Office to promote greater transparency of governance and management of the affairs of the Region. Karin Ahlbck and Vemund Ovesen, Member of and Youth Advisor to the World Scout Committee, respectively, briefed the Committee on most recent developments on the World level and its different working groups and task forces. The Committee was the guest of the leadership of the Federazione Italiana dello Scautismo (FIS) for dinner and also renewed contacts with members of the International Committee of the Associzione Guide e Scouts Cattolici Italiani (AGESCI) when the outgoing International Commissioner handed over his responsibilities to his successor. Progress Reports The Committee noted with satisfaction that the actions identified for each of the objectives set out in the Regional Scout Plan were generally being sucessfully undertaken by the different Working and Core Goups. A overview of the Key Performance Indicators set for the different actions was part of the Committees discussions. While most KPIs appeared to be on track, some had been set too optimisticaly and adjustments were necessary.

Regional Events 2012-2013 The Committee reviewed a draft list of major Regional Events and noted that a number of important meetings were foreseen leading to next years European Scout Conference in Berlin. It welcomed the Offices efforts to share available information as early as possible and through a number of channels to allow NSOs and NSAs to make their plans and assure large participation.

Some projects were combined with direct support through Tailored Support initiatives. More than 82 projects under the Tailored Support scheme were currently running or in the pipeline across Europe. This was a significant increase in comparison to the previous years and reflected the Regions move from factory to consultancy. The Committee agreed to further reinforce its efforts to market the various funding opportunities available to NSOs and NSAs in the European Region, including the recently creating Leadership Training Fund and the Eric Frank Trust. An updated list of funding opportunities will be circulated to NSOs and NSAs shortly. Messengers of Peace (MoP) The Regional Project Team had so far considered eight applications from NSOs and NSAs in the European Region for a variety of projects under WOSMs global Messengers of Peace initiative, with support totalling at some USD 90,000 and some grants yet to be confirmed. Regular updates on the MoP website and electronic newsletters provide the different projects with worldwide publicity. European NSOs and NSAs The Committee received reports in relation to the current situation of some European NSOs. It also reviewed the status of membership fee payments, both to the Region and to WOSM. Committee Contacts agreed to liaise with those NOSs who had not yet paid this years dues or where behind schedule.

A number of other Regional events will complete the calendar, including a Social Inclusion Event (in February 2013), meetings of the North-South and Overture Networks and the Euro-Arab Meeting (in Naples in spring 2013). A more detailed list will be circulated in September 2012. 21st European Scout Conference 2013 The Committee briefly reviewed the planning process for this major event and noted that a management meeting with the host committee was scheduled to take place later in the early autumn. In an effort to solicit a larger number of candidates for the elections to the European Scout Committee, it was agreed to invite potential candidates and interested NSOs to a meeting along side the next Committee meeting in November 2012, facilitated by two former members and including observing the work of the Committee. Finances and Budget 2012-2013 Reports presented by the Treasurer as well as the Chairman of the European Scout Foundation (which is entrusted with holding in trust some of the Regional reserves) reflected the ongoing difficult situation of the economic and financial markets. This development continued to affect the performance of both the Fund for European Scouting (FES) and the European Investment Fund (EIF). In spite of a number of reduced budget lines, it had not been possible to avoid a deficit budget for the financial year 2012-2013, with the projected losses to be covered from reserves. The Committee acknowledged the considerable efforts undertaken by the Office and the Treasurer and appreciated the innovative budgeting process which had been introduced this year. Partnership Fund and Tailored Support The Committee reviewed a number of interim and end reports of projects supported by the Partnership Fund and considered four new applications. The Committee noted with appreciation a growing number of projects related to Youth Programme review and Organisational Development.
