a) Teach digital time first (i.e., "nine fifteen" before "a quarter past nine"). Give the time and have the class do on their clocks. Then have students practice in pairs, using: 'Excuse me. What time is it?' c) For 'past' and 'to' draw a vertical line to cut the clock face in two. Add an arrow with 'past' on one side and 'to' on the other.
