LOS ANGELESA 102-yearold Filipino who came to the US as a youth in 1928 to pick vegetables became a citizen during a touching naturalization ceremony in Los Angeles. Im happy, Philippine-born Joaquin Arciago Guzman said in his native Tagalog after Wednesdays ceremony, where about 7,300 joined him in taking the citizenship oath. Only 27 people older than 100 have become citizens in the past 50 years, according to US Citizenship and Immigration Services. Its extremely rare to see anyone over 100, said Nancy Alby, the agencys eld ofce director for Los Angeles County. We get a handful in their 90s and 80s. Its more common to see people in their 70s. The oldest person ever to become a citizen was Manik Bokchalian. She was 117 when she took the oath in 1997. Energy Assistant Secretary Ramon Oca said coal stockpiled at the port was not for power generation but for the use of small industries, and that the port was being used as a trans-shipment point for delivery to buyers. He said the concerns about the coal had already been taken up during a meeting with the Manila city government and added that a new circular would strengthen the regulations on coal trading. Manila 3rd District Councilor Joel Chua said the Environment Department had informed them that the Harbour Center Port Terminal had complied with environmental regulations. Some of the shots were taken as recently as three days ago. But Sheen refused to answer any more questions about the stockpiling, saying he had to submit his report and ndings rst to Environment Secretary Ramon Paje before he could disclose them to the Manila Standard. Palmones said Romeros ECC did not explicitly state that he was allowed to store coal in the 10-hectare port terminal. The ECC, Palmones said, only allowed general cargo. It is only Romeros own interpretation that coal is included in the term general cargo. The law requires all activities with potential adverse impact to the environment to be expressly allowed under the ECC, otherwise it is nominated to the post. Under the councils rules, a persons submission of a letter accepting his or her nomination is necessary so his or her name can be included in the list of aspirants. Failure to send an acceptance letter on or before the deadline is considered a rejection of the nomination. TWO environmentalists onFriday again called on Environment Secretary Ramon Paje to resign for his alleged failure to enforce environmental laws. In a statement, environmentalist Gina Lopez, managing director of the ABS-CBN Foundation, and Agham partylist Rep. Angelo Palmones accused Paje of inefciency and lack of political will, citing the case of a Korean-owned oating restaurant in Taal Lake that had been dumping untreated waste into the water but was still being allowed to operate. The floating restaurant caters exclusively to Korean nationals and other foreign tourists. It was built in 2008 without an environmental clearance certificate from the Environment Department, and its owner, Jung Ang and Leisure Inc., was able to secure building and business permits from local government. Earlier, Palmones urged President Benigno Aquino III to fire Paje and reorganize his department. He accused the departments officials of refusing to close down the floating restaurant even after the Supreme Court had issued a writ against it. Paje has said his agency has been having a hard time closing down the Korean restaurant because some local governments were granting business permits left and right. FORMER president and now congressman Gloria Arroyo will seek re-election for the 2nd district of Pampanga in the 2013 elections. Minority Leader Danilo Suarez said that her provincemates love her for the good things she has done to their province. If ever she does (seek reelection) I dont think there will be anyone who will contest that position, Suarez told reporters. Suarez made the statement amid reports that some members of the Arroyo clan are prodding the former president to retire from politics due to her health condition. Sources close to the Arroyo family said that the family members instead want partylist Rep. Juan Miguel Arroyo to replace her mother in the congressional seat. The 65-year old Mrs. Arroyo is under hospital arrest as a result of the election fraud charges against her. She has denied the charge. Arroyo may vote and run for reelection in the May 2013 elections but will not be allowed to campaign because she is under hospital arrest, according to the Comelec. Suarez said that although Mrs. Arroyo is highly qualied to run for senator, she is not inclined to entertain such an idea primarily due to her medical condition. The minority leader added that there are no legal prohibitions that would stop Arroyo from joining the 2013 elections, citing the case of former congressman Romeo Jalosjos who was re-elected as congressman despite being detained during the campaign period.

Aquino budget: P2 trillion

THE Cabinet has nally submitted a P2.006 trillion working budget for 2013 to President Benigno Aquino III. This years budget amounts to P1.816 trillion.
Priority areas for next years spending plan include social services, health, education, poverty alleviation and infrastructure, deputy presidential spokesman Abigail Valte said. Valte said the President has scheduled a meeting with the Department of Budget and Management a week from now for the nal approval of the proposed budget.

General Appropriations Act will still be funded largely through revenues. We will have even more investments for infrastructure, excluding those funded through the public-private partnership program, Abad said. The government also plans to hike its budget for the conditional cash transfer program by almost 20 percent, from this years P39 billion to roughly P45 billion in 2013, Abad said. The amount would cover

700,000 more beneciaries for next year. At least 3 million poor families are currently enrolled in the program, which the government plans to hike to 4.8 million by 2014. The CCT provides poor families with at least three children below 14 years old cash aid of P500 up to P900 on condition that the kids are sent to school. Each child who turns 14 automatically loses the P300 monthly stipend, Abad said.

Legarda seeks Lawmakers blast population policy basic services By Maricel Cruz
SENATOR Loren Legarda said on Friday that the government needs to focus on job creation, promote livelihood programs and provide basic services to indigent families to help put an end to child labor. In a statement, Legarda, author of the AntiChild Labor Law or Republic Act 9231, said that with child labor incidence now at its alltime high, with 5.49 million working children aged ve to 17 years old, concerned government institutions should boost efforts to address the problem and ensure proper implementation of pertinent laws. It is lamentable that despite having the Anti-Child Labor Law in place since 2003, the number of minors engaged in various kinds of work continues to surge, said Legarda, citing data that said only half the number of working children aged 15 are in school. She said this means that more and more children are forced to work to support their families and are deprived of their childhood and their right to education. The lady senator expressed alarm over the result of the latest National Statistics Ofce Survey on Children which revealed that the incidence of child labor has risen to 30% over the past 10 years. Legarda said the enforcement of RA 9231 is crucial in addressing the problem. At the same time, she expressed full support to the Department of Labor and Employments Batang Malaya campaign which was launched earlier this week. As part of the Philippine Program Against Child Labor, the campaign will target a 75 percent reduction of child laborers by 2015. I enjoin everyone to do what they can in order to give back to these children the happy and normal childhood they deserve, far from the hard work in the rice elds and the dangers of the mines and the mountains. The time will come when they must work, but for as long as they our children, they must be protected, cared for, and assured their rights as children, Legarda said. Meanwhile, Senate president pro tempore Jinggoy Estrada on Thursday said that the high incidence of child labor in the country is an indication of the hard economic circumstances of the Filipino families. Due to their impoverished state, he said, even children are forced to work at an early age. They are forced to nance their personal needs, source their own school allowance and assist their parents in providing the familys needs, said Estrada, chair of the senate committee Labor, Employment and Human Resources Development and Congressional Oversight Committee on Labor and Employment. Macon Ramos Araneta THE rising incidences of child labor and maternal deaths in the Philippines came as an indictment of the administrations failure to address the population problem, lawmakers said on Friday. Rep. Luz Ilagan of Gabriela decried the alarming rise in maternal mortality rates under the Aquino administration because of malnutrition among mothers in poverty-ridden communities and the inaccessibility of health care. After more than two years of the Aquino administration, we have not seen any signicant improvement on the lives of Filipino women but a deterioration marked by more deaths and hardships due to abject poverty and governmental neglect, Ilagan told the Manila Standard. Siquijor Rep. Orlando Fua, senior member of the House opposition, said nearly 5.5 million children at work is a grave and ominous indication that the Aquino regime does not have any program to stop and eradicate this degrading and inhuman practice. Fua said the practice of child labor also indicates serious problems that plague majority of Filipinos who continue to wallow in poverty in spite of the hosannas paid to the multi-billion peso Conditional Cash Transfer Program of the government. The disturbing rise in the number of child laborers in the country was underscored by Albay Rep. Edcel Lagman, an independent and principal author of the Reproductive Health (RH) bill in the House of Representatives by citing the latest United Nations International Labor Organization (ILO) findings, to wit: As of October 2011, there were 5.49 million children at work, of which 3.028 million were considered as child laborers and 2.462 million were reported to be exposed to hazardous child labor. The International Labor Organization (ILO) denes child labor as work that deprives children of their childhood, their potential and their dignity

that is harmful to physical and mental development, Lagman said. The report of the Department of Labor and Employment (DOLE) and the ILO that the number of child workers in the Philippines has breached the 5 million mark comes on the heels of the growing menace of rising maternal death rates. There are 162 deaths per 100,000 live births, Lagman said. Lagman declared that both maternal deaths and rising incidence of child labor will be reduced and prevented once the RH bill becomes a law. The unremitting pregnancies of Filipino women in the marginalized sectors due to lack of information and access to reproductive health and family planning services and supplies largely contribute to the increase in child labor as numerous children are forced to work in their tender years to augment family incomes, Lagman said. Child labor also results in the massive school drop-out rate and imperils the countrys universal primary education, Lagman said.

Appeals court erred on Compostela case

IMPROPERLY served and irregular. Thus declared the Nationwide Development Corporation, referring to the writ of injunction issued by the Special 14th Division of the Court of Appeals on June 14, 2012, which was served one day after the holding of the Nadecor Annual Stockholders Meeting, and therefore had no effect on the decisions made at the said meeting. Lawyer Deo Contreras, Nadecor corporate secretary, cited two aws in the CA rulingone, the notice came one day late, and was therefore moot and academic; and, two, the said division of the CA violated the courts internal rules. Nadecor, a mining company operating in Compostela Valley, held its stockholders meeting last June 13th as ordered by the regional trial court. Major and minor stockholders of the company attended the meeting. In that court-mandated gathering of stockholders, the leader of a minority group, constituting a mere 31%, Conrado Calalang, read the supposed CA writ from his text and a xeroxed copy was presented, but Nadecor lawyers and the majority stockholders decided that the procedure was irregular and there was no process server. Even when the writ was served later last June 14th, Contreras maintained that the internal rules of the Court of Appeals were blatantly violated. First, the case was already being heard by the CAs Special 15th Division, until it was hastily and unceremoniously replaced by the CAs 14th division. Contreras added: The original ponente, Justice Jane Lantion, already denied the minority groups application for a TRO and preliminary injunction. But Justice Lanton replaced by Justice Ramon Bato, under mysterious circumstances, who granted the writ of preliminary injunction. The mystery, said Contreras, could be explained by the sudden entry of the Firm the Carpio Villaraza and Cruz Law Ofces. More procedural rules were violated which further aggravated the irregularity of the entire process.

Not fit for a coal yard

THE port industrial area operated by Manila Harbour Centre in the center of Manilas old business district will hardly qualify as a coal yard that can minimize or control the hazardous impact of the fuel source to the environment. When mishandled, the tons of coal stored in the port operated by businessman Reghis Romero will emit toxic air, discharge dangerous waste water and produce hazardous solid byproducts. Critics have every right to accuse Romero of illegally stockpiling mountains of coal that pollute the air and waters of Manila Bay in violation of a Supreme Courts writ protecting the bay. Environment Secretary Ramon Paje also deserves blame for sleeping on the job and allowing Romeros company to import coal despite the absence of an environmental compliance certicate to stockpile the fuel in the port area. Manila Harbour Centre may be using its facility as a transshipment point for the eventual delivery of the fuel to small industries other than power plants. Just the same, the company is not equipped to handle nor store coal in the safest manner. Agham Rep. Angelo Palmones noted that Manila Harbour Centre unloads the coal using clampshells and through trucks without any protection to control fugitive dust from polluting the air, adding that it didnt have sufcient sprinkler systems to control the release of dust particulates and prevent spontaneous combustion. Mr. Romero should be informed that the modern coal-red power plants in the Philippines invest a lot of money and build state-of-the-art facilities to properly store coal and mitigate the impact of the fuel to the environment. Team Energy, the biggest operator of coal-red power plants in the Philippines, for one, has installed an advanced water spray system, dust collectors, an air monitoring station, ash lagoons and waste water treatment plants in its power plants to alleviate possible environmental risks. The water sprinkling system eliminates coal dust produced at the yard and from truck unloaders, while the sewage treatment plant aims to prevent water pollution. Mr. Romero, in his haste to make money from coal trading, may have omitted the environment and the people living nearby from his equation.

PHILIPPINE authorities seized in a Camarines Norte coastal town 50,000 tons of oreworth more than $2 millionintended to be smuggled to China. The news report, relegated to the inside pages of newspapers, got scant attention. In light of our territorial dispute with China, this is treason of the highest order. The people behind the smuggling attempt should be shot as they would be in China if they had committed the same offense. Too bad the death penalty has been abolished in this country. Ore and copper are a b u n d a n t minerals in the Philippines. Ore is used in the making of steel, components for the manufacture of armaments which is why the United States has a stockpile of it in case of war. China needs ore for its booming industries and to build ships to be used in asserting its claim over the entire South China Sea. The ore, mined in Camarines by Filipinos fronting for a dummy Chinese company, almost made it out of the country when a waiting ship that was to load the contraband cargo was boarded by a raiding police team. Fortunately, this did not happen near Scarborough Shoal or the Chinese navy would have bullied the raiders from boarding the vessel. A portion of the illegal shipment is still piled up in the Camarines wharf. Four months ago, several Chinese nationals were apprehended while working without permit in a dummy mining company. Is there a sinister design to undermine this country? All of the clandestine shabu laboratories discovered by the Philippine Drug Enforcement Agency are operated and nanced by Chinese drug lords. Chinese shermen poach in our waters. The Chinese also ood the local market with fake designer goods, toxic milk products, onions, garlic, and pork meat that is killing the local hog-raising industry. On the other hand, Chinese customs authorities stopped our banana exports claiming they do not pass stringent phyto-sanitary requirement. Yet China has been importing our bananas for years without any problem until the Scarborough Shoal incident. Chinese ships, 28 including

shing boats, are still in Panatag Shoal contrary to what was reported earlier by the Department of Foreign Affairs that the Chinese had left. Theres an obvious failure of intelligence on the part of Department of National Defense. A surveillance plane later sent to the area conrmed the Chinese never left. The Philippines pulled out its two civilian vessels following reports the Chinese had withdrawn their ships from the disputed shoal because of bad weather. The Chinese instead took refuge in the shoal and now appear close to planting their ag. Lets hope they dont use this foothold to further consolidate their claim by building permanent structures on the shoal which is just 140 nautical miles from Masinloc, Zambales and well within the countrys 200mile exclusive e c o n o m i c zone under the United Nations Convention on the Law of the Sea N o t h i n g seems to deter the Chinese from advancing their territorial claim, not even the successive port of calls in Subic Bay by the attack submarine USS North Carolina and the nuclear-powered sub USS Louisville. The US Embassy in Manila said the port calls were routine for supplies and provisions replenishment. Washington has not been as explicit in its commitment to the Mutual Defense Treaty with Manila. With Beijings bold moves, the MDT will be put to a test. It is in the US interest to keep SCS navigational lanes open through which half of world trade ows. The US should not allow China to control these sea lanes and the vast resources underneath the disputed waters. For now, lets hope back channel diplomacy is allowed to work with Philippine Ambassador Sonia Brady already in place in Beijing. But that might be in the realm of fantasy. Southeast Asian countries though are still sanguine that China would accede to a draft proposal for a Code of Conduct in the South China Sea to be discussed in the Cambodian capital of Phnom Penh next month. Signs toward a positive development in Phnom Penh, however, do not indicate a Chinese softening of its stand. Beijing has instead stepped up its naval patrol in the South China Sea. In a statement posted yesterday in the Chinese government Web site, defense ministry spokesman Geng Yangsen declared our determination to protect our sovereignty and territorial integrity is unwavering.

PROUDLY, we say that our English prociency is an advantage over many peoples of other Asian countries. But have you noticed how badly ordinary young people speak and write English these days? In my small way, I try to give employment opportunities to young people from poor families who, despite having only nished or reached high school, exhibit potential, have strong character and are willing to learn. I reason that a high school education should be enough. After all, I went to public schools and feel that I received good education. But what do public high school students learn now? Outside of my social development work, I also co-manage a restaurant. It is here where I often encounter manifestations of how our young people are miseducated or missed their education especially in the English language. Besides the common mistake of interchanging p and f and the failure to correctly pronounce the letter v, misspelling words, no

matter how ordinary, tends to be the rule rather than the exemption. Sometimes, things get to be really hilarious that even if we do not want to laugh, we cannot help ourselves. Of course we correct them afterwards. It has become our desire to teach our staff simple matters like this. How many ways can one spell bell pepper? We have encountered bill peper, bel paper, and bill paper. Black pepper has also become block paper. Ordinary food items are misspelled. Salt is solt, vinegar is spelled as venegar, beef becomes bif, onion transforms into union, cabbage is gabbage, hibe (dried baby shrimps) miraculously becomes heavy, noodles, no matter how often the word is seen in advertisements, is nudles, and ham is spelled as hum. Quite often too, I think that people have the tendency to shortcut spelling. Sauce is sos, buy as by, cheese is now chiz, and shrimp becomes shrim. I do not know if the proliferation of the jejemon language has anything to do with this. Spelling things as pronounced (or at least how they they think things are enunciated), is also common. Thats why lettuce is letus, rice puff becomes rice poff, and the lumpia wrapper learns to rap and transforms into the cool lumpia rapper.

Sometimes, things that only need to be copied are still wrongly spelled. Onion crisp becomes onion crips, pale pilsen is pale philsen, and merlot gets to be merlout. Funny phrases are also encountered often. One liter is spelled as one letter, feel potatoes for peel potatoes, brewed coffee becomes broad coffee, and put label and date written as lagyan ng level at date. Yes, this is not just about spelling but general knowledge and language skills. What are our public high schools teaching our poor students? I notice that ordinary high school graduates now are generally bad in understanding and following even the simplest of instructions. Their attention span is short and attention to details is also quite poor. Problemsolving skills virtually do not exist, and the desire to short cut things is quite prevalent. Denitely the problem starts in grade school. It is about how our public education system is working or not working. If our young peoples educational foundation remains weak, how do we expect them to fare as adults? How do we expect them to compete for gainful employment in the real world if simple life skills are not taught and learned? How will they Turn to page 5

EAGLE EYES
LAST week was a challenging time for those of us who care for the environment and who believe in sustainable development. After a year of preparation and negotiations, the United Nations Conference on Sustainable Development was held in Rio de Janeiro, Brazil. One hundred eighty-eight governments were represented. The participants adopted The Future We Want, an assessment of what has been achieved so far in sustainable development since the 1992 Earth Summit, held also in the same city, as well as a blue print of the steps that need to be taken to make further progress. Hard questions need to be asked about the outcomes of the Rio+20 Conference, which has been described as the unhappy environmental summit. Did the governments do their work? Does The Future We Want meet expectations? Did we advance sustainable development globally? Will it improve environmental protection and governance at all levels? Is there hope for the future? At first glance, The Future We Want seems to be on the right track by reaffirming principles and agreements from the Earth Summit. I particularly like its emphasis on the role of democracy, good governance and the rule of law, at the national and international levels, as an enabling environment and as essential for sustainable development, including the need for institutions at all levels t h a t a r e e ff e c t i v e , t r a n s p a r e n t , accountable and democratic. I also appreciate the emphasis on the need for concrete and urgent action and that sustainable development can only be achieved with a broad alliance of

The US, China and Asia

THE drift of many Asian countries away from the domineering claws of the American eagle is what Marx prophetically said an exorable historical process. It is power that determines the inertia of states to gravitate towards an emerging economic and political power, and equivocally to drift away from an existing one. It is a cycle in the rise and fall of empires that eminent British historian Arnold J. Toynbee acknowledged as inevitable. China, as an emerging modern power in Asia, follows the same pattern where power and inuence provide the inertia that causes change in the present geo-political landscape. As a new powerhouse, countries in the Asia-Pacific rim, by the natural law of power magnetism, are bound to gravitate towards where economic power emanates. Even the redeployment of US forces in Asia-Pacic could not prevent that seismic shift from taking place. Besides Japan and South Korea, countries that adhere to Pax Americana, would soon have to review their ties with the US. They would want to take a more pragmatic approach of reassessing their position, whether to retain their alliance on the basis of political sentiment or in subscribing to realpolitik dened by what is most economically advantageous to them. While the shift may not be drastic, the US still maintains a decisive military edge over China, although its inuence and credibility have been on the rapid decline. As the trend continues, with the US losing much of its global economic share that helped it determine the fate of other independent states, the residual inertia that comes out from that power has become less radiating. Maybe the immediate implication of the new modus videndi emerging in their dealings with China would not be dramatic to trigger a political convulsion as what happened with the emergence of Nazi Germany, just the same the undercurrent tremor is causing to erode the foundations of their existing strategic military alliance with the US. The jingoists in Washington fear that the increased attention given by many Asian countries towards China could metamorphose into a new military alliance in Asia. While China is not contemplating forming a military bloc with its neighbors against the US, countries in the Asia-Pacic rim are reassessing their military alliance with Washington if only to gain additional access to that countrys growing economic inuence. Increased ties with the prosperous Dragon could bring about political and economic stability to their own people of

Hope for the future

people, governments, civil society and private sector, all working together to secure the future we want for present and future generations. As Secretary Arsenio Balisacan, National Economic and Development Authority Director General and head of the Philippine delegation, eloquently stated in his speech to the plenary in Rio: The Philippines believes that the attainment of sustainable development can be best ensured by the participation of all stakeholders in decision-making and implementation and monitoring while strengthening the capacities of communities and local chief executives. I also like some of the new ideas in The Future We Want. The recognition for the rst time of Mother Earth as a legitimate phrase with legal consequences is great and long awaited. The acknowledgement for the rst time of right to good and nutritious food is wonderful. Access principles (right to information, public participation and environmental justice) were advanced and the route to regional conventions, similar to the Aarhus Convention in Europe, has been opened. But while some progress was made in Rio, unfortunately, the world fell short of what is essential to reverse ecological degradation. Among others, governments failed to adopt concrete, clear, measurable and verifiable sustainable development goals which the Philippines and many delegations supported. Instead, these goals will not be developed in a process that was established in Rio and there is uncertainty on whether such goals would eventually be adopted. The outcome of Rio+20 does not come as a surprise for me. As I have written elsewhere, the truth is that there is real disagreement among countries, peoples, communities, organizations and individuals on the meaning of sustainable development and how to achieve it. Look at the current mining debate in the Philippines and how divided we are. Notice the paralysis on international action on climate change. I believe that unless we nd a global consensus again, as we did in 1992, it is pointless in even trying to come up with a blueprint for the future. Secretary Balisacan said it well and accurately: The Outcome Document is the minimum that can be agreed upon by consensus among all the worlds stakeholders. But with all its limitations, the document serves as a framework for individual actions and collective efforts to achieve sustainable development toward the creation of a better future for the next generations. Balisacan noted that the Philippines has made progress in mainstreaming sustainable development in the country. Our Philippine Agenda 21 and the Philippine Council for Sustainable Development (PCSD) are world-class and envied (except for a short period during the Arroyo administration when the PCSD was in a hiatus). Finally, Balisacan did acknowledge that much more needs to be done, especially in enhancing and sustaining the integrity of ecosystems that support the countrys platform for economic growth and social development. The Rio+20 disappointed many. But should we lose hope? No. For me the message from Rio is very clear. Work harder. Make progress in specic areas and sectors while there is no global consensus on the big things. Go beyond the governments who are not the world. But do not be judgmental against those who approach things differently. Think global, act local. But think local and act global too, for issues like climate change. Rio is not the end of the world. Of course, the shift in the balance of power would no longer follow the old line of fanning insurgency by way of ideological contest, but in rming up their own economic gains. This explains why the redeployment of US military forces from Europe to Asia has not been welcomed by most countries, except for Taiwan, Japan, South Korea, and to a certain extent Vietnam. The issue is not the threat of aggression, but claims over uninhabited islets in the North and South China Sea. Beyond that nobody, except the Philippines, is contemplating reviving and rebuilding those military alliances with the US just to bolster their claim over those islets. While these c o u n t r i e s seeking military accommodation could not achieve a NATO version automatic retaliatory clause in the event of aggression, nobody expects that to happen because China, despite the buildup of its naval forces in the Pacific remains defensive in its pronouncements. In fact, the drumbeating of Chinas imperial ambition by the US has been perceived by other countries as more of a smokescreen by to cover the truth that its huge trade with China is partly responsible for its emergence as an economic powerhouse. In our case, President Aquinos attempt to orbit closer to the US military umbrella would not help resolve our dispute over the Panatag Shoal and in the rest of the islets, including the Kalayaan Group of Islands. The US has already claried its position; that being a disputed territory, it would not take sides, although would continue to orchestrate the tension to invariably isolate China from the rest of Asia. Unfortunately, only the Philippines under the misguided Aquino administration fails to realize that the US would not go to war ghting sideby-side with us, but would simply supply us those costly weapons at our expense. At this point, it would be far more dangerous for us to play the role of Israel in the part of the globe, as one might suggest. Israels situation is totally different. First, it is waging a war to hold on to those territories it illegally occupied since 1967. Second, Israel as a criminal state enjoys the unequivocal support of the US; that an attack on that country would be treated by the US as an attack on its territory. Moreover, the modern armaments and the war Israeli wages just to maintain its military superiority in the region is subsidized, if not brokered by the US military industrial complex. In our case, there is no assurance the US would come to our side, nor would provide us with arms for free to help us sustain a war it instigated. Thus, taking this into account, the country might just nd itself ghting a lonely war to end up waiting for another General MacArthur to liberate us.

HAIFA, IsraelGrinning and waving, 14 women who survived the horrors of World War II paraded Thursday in an unusual pageant, vying for the honor of being crowned Israels rst Miss Holocaust Survivor. Billed by organizers as a celebration of life, the event also stirred controversy. In a country where millions have been touched by the Holocaust, many argued that judging aging women who had suffered so much on physical appearance was inappropriate, and even offensive. It sounds totally macabre to me, said Colette Avital, chairwoman of Israels leading Holocaust survivors umbrella group. Why should a decayed, competitive institution that emphasizes womens appearance be used as inspiration, instead of allowing them to tell their story without gimmicks? he wrote. Health workers slam delay in pay

ALMOST 30,000 health workers have called on Health Secretary Enrique Ona to talk to Budget and Management Secretary Florencio Abad for the immediate release of their hazard pay which they not received since January.
Bojie D. Palapar, vice president and national secretary of the National Department of Health Employees Association told Manila Standard Today they are asking Ona to clarify supposed inconsistencies in Abads public statements and explain what happened to their hazard pay. We are pleading Secretary Ona to personally bring our concerns to Secretary Florencio. We are at a loss on whats really the problem, whats causing the delay, Palapar said. Union leaders met with Assistant Health Secretary Nemesio Gako at the health departments central ofce in

UAAP launches flipflops collection

THE 75th season of the University Athletic Association of the Philippines will unfurl on July 14 but the games arent the only exciting feature of this years grand event. UAAPs recent partnership with Havaianas has spurred the launch of the much-awaited Limited Edition Havaianas + UAAP Collection, with styles which represent each of the eight universities under UAAP. To put more vibrancy in the exciting league, Havaianas, now on its 50th year, partnered up with UAAP and ABS-CBN Licensing to celebrate 75 years of sports and camaraderie. We aim not only to exemplify good sportsmanship but also to promote camaraderie among the student athletes, our fans, and our alumni. The friendlies will help make the Azkals stronger and sharper in their Suzuki Cup campaign. THE San Sebastian College Stags have been losing nalists in the last two seasons of the National Collegiate Athletic Association mens basketball tournament. The 88th season is no differentthe Stags are again expected to make it back to the finals. But, this time around, the Topex Robinson-coached squad could outdo themselves and claim the championship they last won three years ago. What could make this possible is the presence of their Big 3 in Calvin Abueva, Ronald Pascual and Ian Sangalang, who are in their fourth season with the Stags. The three played big roles when the Stags won the championship in 2009, and when they battled the San Beda Red Lions for the crown in 2010 and 2011. With their maturity, the Stags could go all the way again. Additionally, Robinson is not taking any chances and will not just rely on the talents of the trio to make a difference in every game. There are six newcomers, who have come up with impressive showing during their pre-season campaigns and are now also under the watchful eyes of Robinson, who believes that they have the potential to make an impact with the team. Robinson believes that wingmen Raymond Binoya, a prized nd from Pampanga, can blossom into a star. He joins Zamboangas Mark Trinidad and John Rebullos, comebacking Raffy Gusi and Michael Juico, another Pampanga recruit, as welcome additions to the Stags. Binoya could complement the shooting prowess of Sangalang (19.7 points) and Abueva (19.1 points). The proven guys are already there. But, now I am looking at the newcomers. I gave attention to them because they can help the team. You see, everybody wants to make it to the Final Four. But our goal is to go back to the nals, said Robinson. Robinson is spending time developing his rookie players, now that starting point guard Anthony Del Rio has already graduated. Big men Dexter Maiquez and Michael Miranda, who takes the place of Abueva at the slot whenever the latter is not available, will also be given more playing time. Gin Kings boost bid for semis

AFTER a huge second-half collapse, Barangay Ginebra regained its composure just in time to weather the storm and ensure a pivotal 102-91 victory over Barako Bull, strengthening its bid in the 2012 Philippine Basketball Association Governors Cup at the SmartAraneta Coliseum last night. Cedric Bozeman remained steady as he poured in a game-high 28 points, nine rebounds and 10 assists, while Mark Caguioa delivered the leverage baskets down the stretch as he nished with 22 points and ve rebounds. Seeing their lead vanish with the game on the line, the Gin Kings gathered themselves to deliver a decisive 11-3 run in the latter part of the payoff period, capped by Willie Wilsons two free throws to turn an 80-81 decit to a more reasonable 9184 distance with 3:37 to go. Ronald Tubid knocked down a triple to inch the Energy back to within four, 9187, still with 3:15 left, but the Kings answered with a dagger 7-0 run, with Caguioas basket with over a minute left pushing their lead up to 98-87, while putting the nail in Barako Bulls cofn in the process. The victory moved Ginebra to 5-4, giving the Kings a huge advantage of making the top six depending on what happens in the remaining games of the other contending squads. The Gin Kings will now play the waiting game to see if they will automatically make it to the seminals, or at least go on to a playoff with one of the teams also vying for a berth since several of them can still nish with ve wins as well.

In a tting ceremony organized by his team Ginebra San Miguel, Jaworski will retire his popular jersey no. 7 on Sunday at the Smart-Araneta Coliseum. But for the former playing coach turned-senator, retirement is not the appropriate word. Ayoko sanang gamitin ang salitang retirement. THE government plans to raise P108 billion from the domestic market through debt securities in the third quarter of the year, a slight increase from its second quarter debt program, the Treasury said Friday. The Treasury said of the new borrowings, the government would offer P45 billion of Treasury bills during the regular auctions in the July-September period, down from P52.5 billion in the previous quarter. However, its programmed offer for Treasury bonds was raised to P63 billion from P45 billion, due to more auction days for the longerdated debt paper. National Treasurer Roberto Tan said they were considering to cut the programmed offer for the short-term debt paper to P1 billion from P2 billion, following weak appetite of client investors during the second quarter period. Meralco allowed to raise charges

THE Energy Regulatory Commission allowed Manila Electric Co. to increase its distribution rates by P0.029 per kilowatt-hour. Meralco said in a statement it received on June 29 an order from the ERC granting the company provisional authority to implement a new distribution rate of P1.6303 per kWh, up from P1.6012 per kWh originally approved for 2012. The order translates into a maximum average price of P1.6303 per kilowatt-hour into new distribution, supply and metering charges to the different customer classes. These will be reected in the bills of Meralco customers starting July, Meralco said. The ERC said the adjustment would translate into an average increase of P6 for customers with monthly power consumption of 200 kWh. Meralco said the increase in distribution rates would enable it to implement capital expenditure program and address operation and maintenance requirements. Meralco sought a distribution, supply and metering charge of P1.6330 per kWh in May. The distributor said it asked for a higher maximum average price under the performancebased rate mechanism to reect the companys performance incentive for 2011 of P0.0229 per kWh.

CebuPac sees lower sales

BUDGET carrier Cebu Pacic Air expects lower revenues in the second quarter, with the slowdown in tourist arrivals following the Philippine travel suspension imposed by Chinas biggest tour agencies. Cebu Pacic president and chief executive Lance Gokongwei said growth in the second quarter was expected to be good, but will be lower than last years. Cebu Pacic expects a 10-percent to 20-percent growth in revenues this year from P11.9 billion in 2011. We anticipate 2012 to be another challenging year for us and the entire airline industry as fuel prices have not abated since last year, Gokongwei said at the sidelines of the annual stockholders meeting of the airline. He said despite the slowdown in Chinese tourists arrivals, Cebu Pacic was looking at other major markets such as Singapore, Korea, Hong Kong and Japan. He added Cebu Pacic was looking at the Middle East and Australia for long-haul operations, where a large number of overseas Filipino workers are concentrated. Ayala Land earmarks P15b for Ortigas joint venture

PROPERTY developer Ayala Land Inc. is allocating P15 billion for its joint venture with the parent company of Ortigas & Co. Limited Partnership. Our executive committee resolved to authorize our company to negotiate and enter into a strategic alliance with the group led by Ignacio Ortigas for the purpose of allowing our company to participate in OCLP Holdings Inc., the parent company of Ortigas & Co. Ltd. Partnership, and in the development of its various properties and businesses, Ayala Land said in a disclosure to the stock exchange Friday. Ayala Land said it was investing P15 billion on the invitation of the Ortigas group and in line with the companys expansion plan. Ayala Land said the strategic alliance was consistent with the companys thrust of expanding operations to other areas within and outside Metro Manila through partnerships. The alliance is expected to generate signicant synergies with the other projects of the company in nearby communities, such as the integrated mixeduse projects in the Pasig and Mandaluyong areas, as well as Bonifacio Global City and the Makati CBD, it said. First banana shipment to US seen in 3rd quarter

THE rst shipment of Philippine bananas is expected to reach the US in the third quarter, following the signing of a bilateral agreement between the two countries. Bureau of Plant Industry director Clarito Barron said the agreement would nally allow Philippine bananas not only in the US mainland but also in other US territories such as Hawaii and the Marianas Group of Islands. Im hoping that by next week, we would know when the export may start. We are doing the follow-up on this. One good thing is that Philippine bananas are not only allowed in the mainland but in other territories as well, Barron said Friday at the sidelines of the launching of the new National Agribusiness Corp. Barron conrmed the US government had already given the green light for the Philippines to export bananas, although there are still processes that should be executed like plant quarantine protocols. The protocol will specify the manner by which bananas should be treated for pests and the process in cleaning and packing bananas. And after that, there is still the consultation with stakeholders in the US and the federal registry to deal with, Barron added. ONE may think that when someone owns big businesses, he was born to a rich family and inherited these enterprises and titles from his parents without sweat. This was not the case for businessman, mogul, and sports enthusiast Manny V. Pangilinan. Manny V. Pangilinan was raised by a middle class family. His father used to work as a messenger at the Philippine National Bank. He graduated from San Beda College and Ateneo De Manila University through a scholarship program. After nishing college with honors, he pursued a Masters Degree in Business Administration at the University of Pennsylvania, Wharton School of Economics. His rst job was an

executive assistant to the president of Phinma Property Holdings Corp. before he ew to Hong Kong to try his luck2. He worked at Bancom International and American Express where he learned the dynamics of international nance. He expected that he would be appointed as chief executive of American Express but still luck was not on his side. After gaining enough experience and with the help of his Chinese and Filipino colleagues in Hong Kong, he co-founded First Pacic Co., Ltd. The company started with a small capital and six employees. Now, the company is considered as one of the biggest in Asia with sales of $44.25 billion and more than 73,000 employees at the end of 2011. Pangilinan returned to the Philippines after 22 years in

1998. First Pacic took a risk and invested on Philippine Long Distance Telephone Company (PLDT) which was on a brink of collapse that time. Everyone thought it was a bad idea to revive PLDT but Pangilinan had high hopes. He had to make difcult decisions to save the company. He successfully changed the system inside PLDT that made it as one of the most protable companies in the country today. The same thing occurred to Pilipino Telephone Corp., the telecom behind Talk N Text. Pangilinan had to inform his investors that the company could not pay its debts. He contemplated on closing it down but he believed that it would recover just like what happened to PLDT. He believed in the brand and he cared about the nancial health of the

banks he owed much to. It is already obvious what have become of Talk N Text now. Currently, MVP serves as a chairman of PLDT, Associated Broadcasting Company (TV5), Meralco, Smart Communications, SPi Global, Stradcom International Holdings Inc., CURE Inc. (Red Mobile), Cignal Digital TV, PilTel (Talk N Text), Metro Pacic Investments Corp., Philex Mining Corp., and Digitel Te l e c o m m u n i c a t i o n s Philippines. He is also the chief executive of First Pacic, and chairman of Board of Trustees of San Beda College. It is just tting that he was awarded as 2012 Philippines Best CEO in the 12th annual poll of Asias top companies conducted by Finance Asia, a Hong Kong based online
