Introduction to Radio Network Parameters

INTRODUCTION TO RADIO NETWORK PARAMETERS

All the parameters of one managed object are handled as a group, that is, as a single parameter set. For practical reasons, however, the parameters are grouped into several windows on the display. The BTS parameters, for example, are divided into several windows. Nevertheless, all the parameters are stored into the database at the same time, not window by window.

3.1

General Parameters
All parameter windows have the ID, name and address parameters of the managed object in question. The ID Parameter is the identifier of the managed object. For further information on how the ID parameter is constructed, refer to the View Management manual. The name parameter is the name of the managed object. The address parameter is the address of the managed object. All the other parameters are managed object specific parameters, which are described in this manual in connection with the managed object specific parameter windows.

BSC Parameters

Note: In the case of BSC Version S3, the parameter window differs from the one presented in the figure above. You will find descriptions of parameters for both BSC Version S3, and S4 (or later) in the following table, however. The following table explains the parameters in the BSC parameter window. Parameter BSC ID Description The identifier of the (parent) BSC. The BSC ID is a unique number within the parent MSC, and the value is the C number given by the manufacturer. The name of the BSC in free format text. The address of the (parent) BSC in free format text. This parameter specifies the number of preferred cells that the BSC should include in a Handover Required message sent to the MSC. The range is from 1 to 16. For more details, see Rec. GSM 08.08, Chapter 3.1.5.1.1. Generation of the HANdover REQuired Message. This parameter indicates the size of a macrocell by means of the maximum transmission power of the MS in a GSM cell. The range is 5...43 dBm. If the parameter value is set at 5 dBm, the division of cells into macrocells and microcells is not in use. The GSM Macrocell Threshold parameter is used by the BSC in the HO and power control processes. This parameter indicates the size of a microcell by means of the maximum transmission power of the MS in a GSM cell. The range is 5...43dBm. If the parameter value is set at 43dBm, the division of cells into macrocells and microcells is not in use. The GSM Microcell Threshold parameter is used by the BSC in the HO and power control processes.

BSC Parameters

Parameter Cell Power Thresholds: DCS Macrocell Threshold

Description This parameter indicates the size of a DCS macro cell by means of the maximum transmission power of the MS in a DCS cell. If the parameter value is set at 0 dBm, the division of cells into macrocells and microcells is not in use. The DCS Macrocell Threshold attribute is used by the BSC in the HO and power control process. The parameter may receive the following values: DCS 0...36 dBM with 2 dBM step DCS19 0...32 dBm with 2 dBm step
and 33 dBm with 1 dBm

Cell Power Thresholds: DCS Microcell Threshold

This parameter indicates the size of a microcell by means of the maximum transmission power of the MS in a DCS or DCS19 cell. If the parameter value is set at 36 dBm in DCS or 33 dBm in DCS19, the division of cells into macrocells and microcells is not in use. The DCS Microcell Threshold parameter is used by the BSC in the HO and power control process. The parameter may receive the following values: DCS 0...36 dBm with 2 dBm step DCS19 0...32 dBm with 2 dBm step
and 33 dBm with 1 dBm

Battery Backup Timer

This parameter indicates the time the BSC attempts to hand over the ongoing calls from certain transceivers, depending on the current configuration, after the main power supply failure of the BCF. The range is from 1 to 500. BSC Option: Remote Degradation of BTS Service. When this check button is selected, answers to paging calls may use the FACCH call setup. Note: Is shown only in the case of BSC version S4, or later. When this check button is selected, ordinary calls may use the FACCH call setup. Note: Is shown only in the case of BSC S4, or later. When this check button is selected, reestablished calls may use the FACCH call setup. Note: Is shown only in the case of BSC Version S4, or later.

Parameter Emergency Call on FACCH

Description When this check button is selected, the emergency calls may use the FACCH call setup. Note: Is shown only in the case of BSC Version S4, or later. This parameter describes the action the BSC should perform when the timing advance of an MS exceeds the limit. The values and meanings are the following: Clear the call immediately. Handover, no call clear. From 1 to 60: indicates the time in seconds reserved for a handover, after which the call shall be cleared. Defines the order of preference between intracell and inter-cell handovers when the cause of the handover is an uplink interference; Inter-cell Intra-cell Defines the order of preference between intracell and inter-cell handovers when the cause of the handover is a downlink interference; Inter-cell Intra-cell Controls the target cell selection and the TCH channel rate determination in the traffic channel allocation during BSS internal handovers; Actual rate Data call No rate change Preferred rate Best candidate Defines the higher threshold value below which the number of free full rate TCH resources has to be when a half rate TCH is allocated if preferred half rate or full rate TCH resource is requested, and if a half rate TCH was the last allocated dual rate resource. Defines the lower threshold value above which the number of free full-rate TCH resources has to be, when a full rate TCH is allocated if preferred half rate or full rate resource is requested, and if a full rate TCH was the last allocated dual rate resource.

BCF Parameters

Parameter BCF Address LAPD Number

Description The address of the BCF in free format text. This parameter defines which LAPD is used. It is a unique number within a BSC. When defining named parameter sets, you can use a LAPD number which has not been created by MML commands. See also Section 7.2, Available BSC LAPDs Dialog later in this chapter. Defines which 2 Mbit/s PCM trunk is being used for signalling. Defines which 64 Kbit/s PCM time slot is being used for signalling. The number of the used subslot. Defines the DE/DF45 sites master clock TRX. The value 0 means that the site is not a synchronised but a standalone site. BCF has to be locked before you can modify the parameter. Indicates the synchronisation source of the master clock transceiver in a synchronised DE/ DF45 site. If the site is a standalone site, this attribute defines the synchronisation source for all transceivers in the site; BTS internal PCM external Other external BCF has to be locked before you can modify the parameter. The BTS Site Type can be DE21 DE34 or DE45. There are three types of BCFs at the moment in the GSM system. DE21 is an ordinary type of BTS site, that is, it is a second generation base station site. DE34 has advanced frequency hopping capabilities, and thus it is a third generation base station site. DE45 is the fourth generation BTS site. For the DCS, DE21 is called DF12, DE34 is called DF34, and DE45 is called DF45. This parameter describes whether test equipment has been installed in the site. The valid values are: No Test Equipment: No test equipment installed. STM: Only STM installed. RFTE: Only RFTE installed.

Parameter Max Number of Retransmission

Description The maximum number of retransmissions that a mobile station may perform on the RACH. This parameter is broadcast on the BCCH channel of the cell. For further details, please see Rec. GSM 05.08, Chapter 6.6.2 Reselection Algorithm and Rec. GSM 05.08, Chapter 10.5.2.17 RACH control parameters. This parameter indicates the maximum number of RACH slots the MS should wait for after an unsuccessful random access attempt before trying again. The actual number of the slots the MS waits for is a random number between 0 and the value of this parameter. This parameter is also called the Tx Integer. For further details, please see Rec. GSM 05.08, Chapter 10.5.2.17 RACH control parameters. This parameter defines the parameters related to handover measurements. This parameter controls the measurement averaging in the BTS. The value is the number of SACCH multiframes over which the BTS averages the measurements. Value 1 indicates that the BTS should not average the measurements. When this check button is selected, the short message service cell broadcast can be used in the cell. If this parameter is used, a CBCH channel type must be defined for the cell.

Parameter DTX Mode

Description This parameter defines discontinuous transmission mode for the mobile stations. The following three modes are available: MS may use DTX MS shall use DTX MS shall not use DTX For further details, please see Rec. GSM 05.08. This parameter - also called Ny1 - specifies the maximum number of repetitions of the physical information message during a handover. For further details, please see Rec. GSM 04.08, Chapter 11.1.3 Other parameters. This parameter specifies a load threshold used by the Nokia BSS Handover Algorithm. The value is the ratio of busy channels to all channels, given as a percentage. If the present load of the BTS exceeds this threshold value, the BTS is considered to be overloaded, and handovers to it are avoided. This parameter specifies the cell radius extension of an extended cell. The range is from 0 to 67 kilometres. If this attribute has the value 0, the cell is treated as an ordinary cell. BSC version: S4, or later BSC option: Extended Cell Radius Defines the maximum distance between the BTS and MS in cell setup. It is expressed as an access delay. The step size is 1, which correlates with the distance of 550 metres. If the access delay of the channel request message exceeds the maximum, the call attempt is rejected. Parameter OPT Multi Band: Dual Band Cell

Description Indicates whether the BTS can serve both single and multi band MSs and have adjacent cells from both GSM and DCS bands; No Yes BSC Option: Dual Band

Notes on Frequency Hopping In order to simplify the management of the frequency hopping parameters, frequency hopping in the Nokia BSS is based on two predefined mobile allocations. Mobile Allocations (i) Mobile Allocations (ii) Contains all the frequencies of the BTS. Contains all frequencies of the BTS except the BCCH frequency.

These mobile allocations are managed automatically by the BSC. Which mobile allocation is used by a traffic channel in a given time slot can be computed according to the following rules imposed by the GSM Recommendations: BCCH channels cannot use frequency hopping. All BCCH channels must be allocated on the BCCH carrier. The first BCCH channel (the Main BCCH Channel) must be allocated on the time slot 0 of the BCCH carrier.

As a consequence, a traffic channel uses Mobile Allocation (i), if and only if the same time slot on the BCCH carrier does not carry a BCCH channel. Otherwise, the traffic channel uses Mobile Allocation (ii). A further consequence of the same rule is that: Traffic channels on time slot 0 always use Mobile Allocation (ii). Traffic channels on time slots 1, 3, 5 and 7 always use Mobile Allocation (i).

For a detailed description of frequency hopping and all the related parameters, please see Rec. GSM 05.02, Multiplexing and Multiple Access on the Radio Path.

Figure 13. Example of Queueing Parameters Dialog The following table explains the parameters in the Queueing Parameters dialog. Parameter Max Queue Length Description This parameter specifies the maximum queue length in the BTS. Both call and handover attempts that are waiting for a TCH to be released are queued. The value of the parameter denotes the ratio count of queued attempts / total number of working TCHs in the BTS. This value is given as a percentage. Value zero indicates that no Queuing is used in the BTS. This parameter specifies the maximum period an incoming or outgoing call attempt may wait queued. The measurement unit is seconds. Value zero indicates that call attempts are not queued. This parameter specifies the maximum period an incoming or outgoing handover attempt may wait queued. The measurement unit is seconds. Value zero indicates that handover attempts are not queued. When this check button is selected, the relative priorities of call and handover attempts (as specified by the parameters Queuing Priority Call and Queuing Priority Handover) are taken into account in queue management. Otherwise the relative priorities have no impact. When this check button is selected, the priority of a call is considered in queue handling; both for call and handover attempts. Otherwise call priorities are ignored. This parameter specifies the relative priority of call attempts. It is used together with the parameter Queueing Priority Handover so as to specify whether call or handover attempts are preferred in the BTS: Queueing Priority Call > Queueing Priority Handover: HO attempts are preferred. Queueing Priority Call < Queueing Priority Handover: Call attempts preferred. Queueing Priority Call = Queueing Priority Handover: Neither call nor handover attempts are preferred. Figure 16. Example of Channel Configuration Dialog The following table explains the parameters in the Channel Configuration dialog Parameter TRX-N/Ch. No Description This matrix is used for displaying the channel types of each time slot on the TRXs of a BTS. The channel type is displayed as a symbolic name that refers to one of the possible predefined channel combinations. The possible channel combinations are described in detail in Rec. GSM 05.02, Chapter 6.4 Permitted Channel Combinations. This parameter specifies the frequency assigned to the radio carrier of the TRX, given as an absolute radio frequency number (ARFCN). For further details, please see Rec. GSM 04.08. When this check button is selected, the administrative state of the TRX is locked, that is, the TRX is not allowed to carry any traffic. Otherwise the TRX is unlocked and permitted to carry traffic. Note: When the channel is locked, the corresponding channel type is presented without the frames.

BTS Parameters

The list of cell adjacencies is sent to the MS that uses the list for two purposes: Purpose Cell selection and reselection Handover measurements Description The list of cell adjacencies is sent in System Information Messages onto the BCCH. The list of cell adjacencies is sent in System Information Messages onto the SACCH.

The list sent to the MS is identical in both cases. The relationship between a BTS (cell) and its cell adjacencies is directed, and not necessarily symmetrical (though cells often are). In other words, the fact that cell X is adjacent to cell Y does not necessarily imply that a similar adjacency exists between cell Y and cell X. What follows is that the qualifiers outgoing and incoming are used to specify the direction of an adjacency. These qualifiers refer to the direction of the handover and reselection as seen from the present cell: An outgoing adjacency relationship designates a handover/reselection out of the current cell into the adjacent cell. An incoming adjacency means exactly the opposite.

Parameter HO Margin PBGT

Description This parameter is used to prevent repetitive handovers between adjacent cells. It is only used if the handover is caused by the power budget process. Range from -24 to 24 dB, and the step size in the range is 1 dB. In S6 the range is from -24 to 63. For details, see Rec. GSM 05.08 Appendix A (HO_MARGIN(n)). This parameter is used to prevent repetitive handovers between adjacent cells. It is only used if the handover is caused by a low signal level. The range is from -24 to 24 dB, and the step size in the range is 1 dB. For details, see Rec. GSM 05.08 Appendix A (HO_MARGIN(n)). This parameter is used to prevent repetitive handovers between adjacent cells. It is only used if the handover is caused by bad signal quality. the range is from -24 to 24 dB, and the step size in the range is 1 dB. For details, see Rec. GSM 05.08 Appendix A (HO_MARGIN(n)). This parameter defines the relative handover priority level of the adjacent cell. Priority levels are used in the handover decision process. By using different priority levels it is possible, for example, to prefer handovers to certain cells depending on their physical location. The range of the parameter is from 0 to 7, where value 7 indicates the highest priority. For more details, please see Rec. GSM 05.08, Appendix A. This parameter specifies the minimum signal level of a cell, measured by the MS that is required to perform a handover to that cell. For further details see Rec. GSM 05.08, Appendix A (RXLEV_MIN). The maximum transmit power the mobile station may use in the cell. In GSM the range is from 5 to 43. In DCS 1800 the range is from 0 to 36, and in PCS1900 from 0 to 33. This value is given by the target cell and it cannot be modified. For further details, see Rec. GSM 05.08, Appendix A (MS_TXPWR_MAX (n)). Parameter OPT Chained Cells: Chained

Description This attribute indicates if the adjacent cell is defined as a chained cell to which the rapid field drop handover criteria is applied. BSC version: S4, or later BSC option: Chained Cells The value of this parameter is used instead of the RxLevMinCell parameter when the adjacent cell is an Umbrella Cell. The relative priority of the above cell (see HO Priority Level) is decreased by the HoLoadFactor in case the cell is considered overloaded (see the parameter BTS Load Threshold of the BTS parameter window). The parameter is applicable only if both the source and target cell are controlled by the same BSC. This parameter is specific to the Nokia BSS HO Algorithm. Note: The HO Load Factor must be smaller than or equal to the HO Priority Level. This parameter defines the minimum signal level when a handover caused by traffic reasons is allowed to an adjacent cell. This parameter indicates whether the RF power level that is used by the MS on a channel of the new cell after a handover is optimised, so as to correspond with the radio link properties of the new cell. If the optimisation is enabled, the attribute indicates also the desirable uplink signal level after the handover. BSC Option: Optimisation MS Power Level in HO. TRX Parameters

The following table explains the parameters in the TRX parameter window. Parameter TRX ID Initial Frequency Description The identifier of a TRX. The TRX ID is a unique number within the parent BTS. The frequency of the radio carrier; given as an absolute radio frequency number (ARFCN). The range of this parameter is from 1 to 124, and from 975 to 1023 in GSM, from 512 to 885 in the DCS 1800, and from 313 to 810 in the DCS 1900. The initial frequencies under a BTS must be unique. Training Sequence Code. Normally the TSC equals the BCC but with layered cells, cells in different layers, might have different TSCs. For details, see Rec. GSM 04.08, Chapter 10.5.2.5, and Rec. GSM 05.02, Chapter 5.2.3. This parameter specifies whether the TRX is floating or non-floating. This parameter requires that the BTS is of the DE34/DF34 (or later generations) type. This parameter specifies which LAPD link is used. It is a unique number within a BSC. When defining named parameter sets, you can use a LAPD number which has not yet been created by MML commands. The Abis signalling channel parameters (PCM, TSL and Sub TSL) specify the terrestrial signalling channel allocated for the LAPD signalling link of the TRX. The identifier of the used 2 Mbit/s PCM trunk. The number of the used 64 kbit/s time slot in the 2 Mbit/s PCM trunk. The range of this parameter is from 0 to 31. The number or the used subslot. There are eight channels (from 0 to 7) that can be locked or unlocked. When this check button is selected, the channel is locked and cannot carry any traffic. Otherwise the channel is unlocked and may carry traffic.

Note the following restrictions: 1. Time slot zero of the BCCH frequency always contains the main BCCH channel of the cell. The main BCCH channel must have the configuration (v), (vi) or (viii) described above. A cell broadcast channel (CBCH) can only be configured to SDCCH time slots 0, 1, 2, 3 on the TRX carrying the BCCH. There can be a maximum of 12 SDCCHs per BTS. A BTS may have only one BCCH-TRX. A TRX carrying BCCH must also have the SDCCH. A TRX may have only one CBCH.

2. 3. 4. 5. 6.

Additional Information on the Parameters The terrestrial traffic channels for all traffic channels of the TRX must be allocated on the same 2 Mbit/s PCM Trunk. The Channel data consists of the PCM and TSL of the terrestrial traffic channel. The PCM and TSL are created with MML commands. A terrestrial traffic channel is only needed if the channel is a traffic channel. The sub time slots within a 64 kbit/s PCM time slots must be allocated in the following way: TRX channels Sub Time Slots 0 0 1 1 2 2 3 3 4 0 5 1 6 2 7 3

If no submultiplexing is used, that is, a complete 64 kbit/s time slot is allocated, Sub TSL ID is left empty. If the BCCH frequency is changed, the incoming adjacencies must be set with the new BCCH frequency.

Description This parameter holds the interval between successive power budget handover threshold comparisons. It is expressed in SACCH multiframes in the range of 0 to 63. This parameter holds the interval between successive umbrella handover threshold comparisons. It is expressed in SACCH multiframes in the range of 0 to 63. These parameters define the handover threshold for the distance of the MS. This is the threshold value triggering a handover caused by the MS Distance Process. The parameter denotes a timing advance in bits, and the range is from 0 to 63. One bit corresponds to approximately 550 metres. For details, see Rec. GSM 05.08, Appendix A (MS_RANGE_MAX). If at least the Px averaged values out of the Nx values are greater than the MSRangeMax, a handover (caused by distance) is required. (For example, Px = 8 and Nx = 10). For details, see Rec. The range if from -30 to 0 dB in 2 dB steps. The minimum interval between changes in the RF power level. Note: Bs Tx Pwr Min must be smaller than or equal to Bs Tx Pwr Max. The attribute indicates the reduction of the BTS type specific transmitter maximum power. The reduced transmitter maximum power is used as a reference value for BsTxPowerMax and BsTxPowerMin attributes. The range is from 0 to 12 dB in steps of 2 dB. The attribute is relevant when the BTS type is DF34. See Rec. GSM 05.08, Appendix A (P_Con_INTERVAL). When this check button is selected, the (optional) BS Power Control is enabled. Otherwise the BS Power Control is disabled. For details see Rec. GSM 05.05, Chapter 4.1 Output power.
