WHEREAS, the Commission on Elections (COMELEC) pursuant t o Joint Resolution No. 3 of the Congress of the Philippines which was adopted on June 11, 2012, scheduled the conduct of the general registration of voters in cities and municipalities in the provinces of Autonomous Region in Muslim Mindanao (ARMM) on July g, 2012 t o July 18,2012; WHEREAS, the voting centers used in the October 25, 2010 Barangay and SK Elections shall be .established as registration centers with at least one (I) Voter Registration Machine (VRM) per registration center and where the personnel of Non-ARMM will be deployed during the ten (10) day registration period; WHEREAS, for effective implementation of the rules and regulations, policy and guidelines relative t o the supervision, monitoring and deployment of personnel and VRMs in the conduct of the general registration o f voters in the ARMM areas, there is a need t o create a Task Force 2012 ARMM General Registration and t o confirm the designated Registration Centers and Deployment of VRMs and COMELEC Non-ARMM Personnel who will act as Augmentation Election Officers (AEO) and Encoders/Operators in cities and municipalities o f ARMM; NOW THEREFORE, pursuant t o the powers vested in it by the Constitution, the Omnibus Electioncode, Joint Resolution No. 3, Republic Act No. 8189 and other' related election laws, the Commission o n Elections has RESOLVED, as it hereby RESOLVES, as follows:

Annex "A" - Organizational Structure Task Force 2012 Autonomous Region in Muslim Mindanao (ARMM) General Registration, comprising the Regional Oversight Committee, Regional Monitoring and Action Center as per attached; and Annexes "B" to "6-4" - Registration Centers Established and Deployment o f VRMs and COMELEC Non-ARMM Personnel f o r the Provinces o f Lanao del Sur, Maguindanao, Basilan, Sulu and Tawi-Tawi, w h o will b e designated as AEOs and Encoders/Operators as per attached.

Any changes in t h e source, deployment and assignment o f (a) VRMs within the same municipality, and (b) personnel in t h e registration centers due t o health and other valid reasons, shall b e approved by t h e Chairman o r Commissioner In-Charge o f t h e province upon recommendation o f t h e Regional Election Director concerned. RESOLVED further, t o direct the Fin4anceservices Department t o allocate and provide t h e necessary financial requirements in accordance w i t h t h e approved budget f o r the said general registration o f voters subject t o Commission o n Audit rules and regulations. RESOLVED furthermore, t o direct the Executive Director t o issue the corresponding Directives t o the personnel t o be deployed and provide t h e concerned Regional Election Directors with a copy o f the designated Registration Centers and Deployment o f Non-ARMM COMELEC Personnel. Let the Executive Director implement this Resolution.
