Foreword
The realization of an attractive, practical and attainable Civil
Air Patrol Cadet Program is the goal of all individuals participat-
ing in CAP. In line with this objective the Cadet program must
always be “alive’—never lifeless, It must be flexible enough to
fill the needs of Cadet Squadrons throughout the forty-eight states,
the District of Columbia, Alaska, Hawaii and Puerto Rico.
This manual has been prepared keeping the above in mind
and utilizing the suggestions and experiences of CAP members at
all levels of the CAP organization—Squadron, Group, Wing,
Region and National Headquarters.
Successful completion of Phase 2, the National Examination
and satisfactory attendance at one summer encampment at an Air
Force base will qualify a CAP Cadet for the Certificate of Pro-
ficiency, the highest CAP Cadet award. With adequate planning,
the Commandant of Cadets will now be able to provide Cadets
with the necessary background to achieve this Certificate and
with worthwhile aviation experiences within a period of one and
one-half years. Social activities—fun, the heritage of youth—
have not been overlooked in this Cadet program and are inter-
woven throughout all activities.
The program belongs to you in CAP—Cadets and Seniors.

CAP channels) are always weleomed.
