Source: Radio call from Dispatcher Saucedo traffic collision that occurred on San Gabriel Boulevard, nortii of the train tracks. Further information provided was that the victim was foilowing the suspect vehicle southbound on San Gabriel Boulevard from the collision scene, Dispatcher Saucedo remained on the phone with the victim and obtained updated locations of their

Officers Puente #110, Lee #109, and lresponded to the area. We caught up to and contacted the parties on San Gabriel Boulevard, just north of Hellman Avenue, where the suspect vehicle had been involved in another collision. Officer Puente was the first on scene and he radioed that the driver of the suspect vehicle (later identified as 51 John Edgar Bryson) was passed out behind the wheel. The LA County Fire Department Paramedics (Engine 4) were subsequently notified and they responded to our location.

On my arrival, I stopped my patrol vehicle (#62)

As I stood in the driver's doonray of 51 Bryson's vehicle, I found him unconscious in the driver's seat with his head resting on the head rest. 51 was the solo occupant of his vehicle' I subsequently announced my p'resence by stating, "Sir, San Gabriel police Department. Do you have any medical problems?" s1 sloirly tilted his head forward, slowly opened his eyes, and reptied, "No.' I then asked him ii he was diabetic and he said, "No'" I also asked him if he took any alcohol or medications today and he said, "No" to both. S1 added that he felt "drowsy" and I asked him why he felt drowsy. He then replied, "lt's mid afternoon." As S1 responded, I noticed thaf he had a dry mouth and he appeared disoriented.
Shortly thereafter, Officer Puente asked S1 Bryson, "What happened?,,and S1 replied, "l don't know." We then informed S1 that he had collided into two vehicles; however, s1's expressions appeared that he was not aware he had done so. once the Paramedics arrived on scene, S1 was not asked any further questions by me in the field' Paramedics Rodrigues #438736 and Chavez #503419 treated S1 on scene. He was then transported by AMR ambulance #33561 to the Arcadia Methodist Hospital for further medical treatment, where he was treated by Dr. Mucia. V1 sanchez said that, once Sl Bryson rear-ended him, S1 immediately drove of him within the left turn lane of san Gabriel Boulevard at commercial to the left Avenue and then stopped in front of him in the #1 southbound lane of traffic. He and S1 then both got out of their respective cars, at which time, 51 asked him, ,,What said he replied by saying, "what do you mean what happened? you happened?,, V1 just hit us.,, v1 added that s1 appeared to be "very disoriented,' as he spoke to him.

They then both got back into their vehicles' once the train passed and traffic was allowed to proceed, s1 reversed and collided into the front of his vehicle. v1 said s1 then immediately ,,took off, southbound on San Gabriel Boulevard at speeds upward of approximately ,,50 MpH., V1 said he followed s1 as s1 fled the scenewhile his brother,w4 Raymond sanchez

noticed that 51 was unconscioue. V1 said no further conversation took place between them, as he (V1) and his passengers waited on the sidewalk for our arrival. I asked V1 sanchez if s1 Bryson drove_through any stop signs and/or red traffic lights as he followed s1 southbound on San Gabrie'i Bouievard from the first collision scene to the second collision scene, and he said, "No." V1 added that tney nac green traffic lights all the way until Hellman Avenue.

v1 sanchez said that as he followed s1 Bryson, he saw s1 straddle the white line that separates the #1 and #2 southbound lanei of san Gabriel Boulevard, two times, He afso saw s1 rear-end w2 steven Minh Kha's vehicle, as w2 was stopped facing south in the #1 southbound lane of san Gabriel Boulevard, awaiting the red light at Hellman Avenue' After s1 collided with w2, s1 remained in his vehicie. I responded to the Arcadia Methodist Hospital, The hospital staff informed me that S1 Bryson is the United States Secretary of Commerce; therefore, they admitted him using an alias name of "Camron Mendoza." I then re-contacted 51 Bryson in bed #8 and obtained a further statement from him. 51 said he remembered leaving his residence and driving south on San Gabriel Boulevard. He then remembered being treated by paramedics. 51 said that he was not aware of having been involved in any traffic collisions and he had no recollection of the incidents. S'1 added that he went to a Yoga class this morning, which was an approximately '1 lzhour session. He also said that he did not drink any water and has low blood pressure. S1 had nothing further to add in regards to the collisions. was unable to have 51 Bryson perform any field sobriety tests; however, I asked him if he would voluntarily consent to a Preliminary Alcohol Screening Test (P.A.S.), and he replied, "Yes." I used the PAS device (serial #041554) assigned to patrol vehicle #62. Sl provided two breath samples, which read "No good" and then a .000% B.A.C (refer to the attached SGPD Preliminary Alcohol Screening Report). I also asked S1 if he would consent to providing a blood sample to be tested at a later time by the L.A. County Crime Lab for possible alcohol/medication/drug content, and he said, "Yes" (refer to the attached hospital Blood Test Request by Peace Officer form). ln my presence, RN Colleen Proano, cleansed S1 Bryson's left inner forearm with Hydrogen Peroxide, withdrew the blood, and then immediately handed me the blood vial. marked my initials on S'1's blood vial and later booked it into evidence locker#14 at the

Although 51 Bryson was positively identified as the hit and run driver involved in this collision, he was not physically taken into sustody for violation of CVC 20001(a) as a result of his ongoing medical treatment. lnstead, I issued S1 a citation (#5385444) for the violation, with booking required (refer to attached copy).
Since Wl Ayala was not present at San Gabriel Boulevard and Hellman Avenue, I used my cell phone to call her from the hospital and left a message, asking that she return my call, which she did. W1 called me back while I was at the hospital and said that, prior to the first collision, she was stopped beside V1 Sanchez's vehicle while facing south in the #2 southbound lane of San Gabriel Boulevard. W1 added that she, V1, and traffic ahead of them were all at a complete stop, waiting for the train to pass. During that time, she saw Sl Bryson's vehicle travel south in the #1 southbound lane of San Gabriel Boulevard and then rear-end V1's vehicle. The impact of the collision caused V1's vehicle to be pushed forurard a short distance.

W1 Ayala said that once S1 Bryson rear-ended V1 Sanchez's vehicle, S1 immediately drove to the left of V1, within the left turn lane of San Gabriel Boulevard at Commercial Avenue, and then stopped in front of V1 in the #1 southbound lane of traffic. S1 then got out of his vehicle, slowly walked to the front of his car, and checked his bumper, He

then slowly walked to the rear of the car, at which time, he and V1 began speaking with one another (NFD) as they both stood outside, between their two vehicles. W1 said that from her vantage point, which was approximately 6 to 10 feet away, she could see that S1's facial expressions appeared as if he was "dazed, disoriented, or drunk."

W1 Ayala said that after the collision, she told W4 Sanchez that she had seen the collision. As they were speaking, she heard Vl Sanchez tell S1 Bryson that they would pull over and exchange information. Both drivers then got back into their vehicles because they were blocking traffic and the train had finished passing. Shortly
thereafter, she saw

Ayala said W4 Sanchez then gave her his business card and she attempted to give him her number, but 51 began to flee the scene, so she was unable to give him her number at that time. W1 said that W4 got back into V1 Sanchez's vehicle and she saw Vl follow S1 as S1 fled the scene.

Wl Ayala said that she later drove by the collision that occurred between S1 Bryson and W2 Kha's vehicle at San Gabriel Boulevard and Hellman Avenue. She then sent W4 Sanchez a text message providing him with her information. W1 had no further information to provide.

He was later transported by AMR (#33561) to the Arcadia Methodist Hospital for furlher medical treatment, He was treated at the hospital by Dr. Mucia' Vehicle #1 (Lexus GS 3S0): Hit and run vehicle. This vehicle was found stopped facing eofSanGabrie|Bou|evard,justnorthofHe|lmanAvenue,and There was minor white paint transfer on the rear bumper of this direcly in front of Vehicle #2. vehicle. The front license plate frame was also slightly bent. Since this vehicle was stopped in the roadway and the driver, Pl Bryson, was transported to the hospital for medical treatment, this vehicle was towed away by Dickson's Motor Services and stored in their lot. P1 was made aware of the location of his vehicle and was given a Dickson's business card.

Partv #f (Brvsonl: On my arrival at San Gabriel Boulevard and Hellman Avenue, lfound P1 passed out in the driver's seat of his vehicle with his head resting on the head rest. I stood in the driver's doorway of Vehicle #1 and announced my presence stating, "Sir, San Gabriel Police Department. Do you have any medical problems?" P1 slowly tilted his head fonryard, opened his eyes slowly, and replied, "No." I then asked him if he was diabetic and he said, "No." I also asked him if he consumed any alcohol or medications today and he said, "No." However, P1 did state that he felt "drowsy" so I asked him why he felt drowsy. He replied, "lt's mid afternoon." As P1 responded, I noticed that he had a dry mouth and he appeared disoriented. Officer Puente then asked P1, "What happened?" and Pl replied "l don't know." We advised him that he collided into two vehicles and P1's expressions appeared that he was not aware he had done so. Paramedics responded and Pl was not asked any further questions while in
the field.

I re-contacted P1 at Arcadia Methodist Hospital, bed #8, and obtained a further statement from him. P1 said he remembered leaving hirs residence and driving south on San Gabriel

Boulevard. He then remembered being treated by paramedics. P1 said that he was not aware of having been involved in any traffic collisions and he had no recollection of the incidents. P1 added that he went to a Yoga class this morning, which was an approximately 1 Yz hour session. He also said that he did not drink any water and has low blood pressure.
P1 had nothing further to add in regards to the collisions.

Partv #2 (Richard Sanchez): P2 said that he was stopped facing south in the #1 southbound lane of San Gabriel Boulevard, just north of Commercial Avenue, waiting for a train to pass. As he was stopped, P1 Bryson traveled south in the #1 southbound lane of San Gabriel Boulevard and rear-ended him at what he believed to be between 15 - 25 MPH. He said the collision caused his vehicle to be pushed forward a short distance.
P2 said that once P1 rear-ended him, P1 immediately drove to the left of him within the left turn lane of San Gabriel Boulevard at Commercial Avenue and then stopped in front of him in the #1 southbound lane of traffic. He and P1 then both got out of their respective cars, at which time P1 asked him, "What happened?" P2 said he replied by saying, "What do you mean what happened, you just hit us," P2 added that P1 appeared to be "very disoriented" as he spoke to him.

On Saturday, June 9,2012 at about 5:05PM a hit and run traffic oollision occuned in tre 400 block of South $an Gabrief Boulevard in ilre City of San Gabriel.

The City of San Gabriel is policed by the San Gabriel Police Department.
Preliminaryinvestigation indicates thecollision wascaused bySuspectJohn Bryscn, $tro is the United States Secretary of Cornmerce. SecretaryBryson wasallegedlytravelling southbound in a Lexus on San GabrielBoulevard and near-ended a Buick occupied bythree males that was stopped on the street awaiting a passing train. Bryson spoke with the males, then left the scene, hitting the same car again as he left the scene. The three males followed him in their car while calling San Gabriel Police officers via 911 and asking for assistanoe. Bryson drove into the neighboring city of Rosemead. Rosemead is policed bythe Temple Sheriffs $tation of the Los Angeles County Sheriffs Depaftment. Bryson then allegedly caused a collision involving a second car at about 5:10PM wirile driving southbound on San Gabriel Boulevard at Hellman Avenue in the city of Rosemead, lvtrere he was found alone and unconscious behind the wheel of his vehicle. He was treated at the scene by Los Angeles County Fire paramedics and bansported to a local hospitalfor medical aid wtrere he was admitted fortreatment far non life-threatening injuries.

Twtl of the drree males in the Buick (first collision) were treated by paramedics for complaint of pain.
The second vehicle thaL was struck was a Honda Accord occupied by a man and a woman, one of rrvtrom complained of pain as a result of the collision, but suffered no major injuries and declined medical aid. There was minor damage to the Lexus and Honda Accord.
The investigation is in its preliminarystages. Atthls pointin time, there is no indication that alcohol or drugs played a role in the collisions. AIl parties were cooperative with law enforcement.
