Switchboards shall be low-voltage switchgear and controlgear assemblies (hereinafter referred to as ASSEMBLY or ASSEMBLIES) in full compliance with BS EN 60 439-1 : 1994. They shall be of the enclosed, stationary, floor-standing, multi-c ubicle type ASSEMBLIES for indoor use; b. The manufacturer shall operate quality management system conforming to I SO 9001 and be certified by a certification body which is accredited by one of t he following accredited bodies: 1. Hong Kong Accreditation Services (HKAS); 2. An accredited body considered as having equivalent standard by the Works Bureau. c. In the case where the ASSEMBLIES are manufactured under licence from a P rincipal Company, a letter of guarantee from the Principal Company shall be prod uced to prove that the products manufactured by the licences are equivalent, in every respect, to those type-tested standard products; d. Prior to delivery to site, the ASSEMBLIES shall have satisfactory proven record of reliability in local application for a minimum period of 12 months wh ich shall be established after the satisfactory completion of the type tests sti pulated in ELE 4.1.030; e. All materials and components used in the ASSEMBLIES shall be of the same make and brand of the type tested ones. Alternative materials or components wi ll not be accepted without prior Approval.

4.1.020.A Type-Test a. Switchboards shall be of type-tested assemblies (TTA). Partially type-t ested assemblies (PTTA) will only be accepted provided that the non-type-tested arrangements are derived from and have been verified to comply with the standard of the type-tested ones. b. Assemblies, circuit breakers and fuse combination units shall be type te sted to comply with BS EN 60439-1:1994, BS EN 60947-2:1996 and BS EN 60947-3:199 2 respectively. They shall be suitable for installation under environment condi tion of pollution degree 3 unless otherwise specified. c. Test certificates for each type-test complete with reports and drawings showing enclosures and partitions of the TTA to demonstrate the segregation of c ircuits, the type and thickness of insulation barriers, details of insulating su pports and the clearances of equipment that passed the type-tests shall be submi tted. d. Verification of PTTA shall be substantiated by test certificates/reports and/or graphs, calculations, etc. together with the details of the type-tested arrangement from which the PTTA is derived. 4.1.030.A Short-Circuit Test a. ASSEMBLIES The following short-circuit type-tests on the main circuits of ASSEMBLIES shall be carried out by an Independent Short Circuit Testing Organization in complianc e with BS EN 60439-1:1994 at the value of short circuit currents specified below : Circuit Test Current 1. Busbars connected to the outgoing terminals of the outgoing functional u nit in accordance with paragraph (a) of Clause 8.2.3.2.3 of BS EN 60439-1:1994. 40kA for 1 second when outgoing functional unit is an air circuit breaker. Prospective short-circuit current of 40kA to flow until it is broken when the ou tgoing functional unit is a fuse combination unit or MCCB unit. 2. Main busbars including riser/droppers in accordance with paragraph (b) o f Clause 8.2.3.2.3 of BS EN 60439-1:1994. 40kA for 1 second when circuit i s below 2500A. 40kA for 3 seconds when the circuit is 2500A or above. 3. Neutral busbars of the above circuits in accordance with paragraph (d) o f Clause 8.2.3.2.3 of BS EN 60439-1: 1994. 24kA for 1 second when the circu it is below 2500A. 4.24kA for 3 seconds when the circuit is 2500A or above. 4. Separate protective conductors and the terminals for the outgoing protec tive conductor in accordance with Clause 8.2.4.2 of BS EN 60439-1: 1994. 24kA for 1 second at main earth bar. Prospective short-circuit current of 24kA to flow until it is broken at outgoing protective conductor in each modular section b. 4.2 ASSEMBLIES DESIGN & CONSTRUCTION 4.2.010.3 General Arrangement a. ASSEMBLIES shall be formed from one or more modular sections (vertical-p anel), each with a maximum width not exceeding 1000 mm and shall not accommodate more than two fuse combination units in the same row. They shall be fitted tog ether to form a flush front continuous board of uniform height and depth front-t o-back and be suitable for floor mounting without any mounting structure. ASSEM BLIES shall be pleasing in appearance and shall be extensible at both ends; b. ASSEMBLIES shall be of the totally enclosed type with openings only for ventilating purposes. Ventilating grills or louvres located on top of the board shall be protected against ingress of condensate water (see also ELE 4.2.030). In no case shall ventilating louvres be located at the front of ASSEMBLIES; c. No forced ventilation to any components of ASSEMBLIES is allowed. 4.2.020.3 Mechanical Design a. ASSEMBLIES shall be of steel construction, self supporting, with the enc losures, covers, removable covers and cover plates made of sheet steel of not le ss than 2 mm thick. All removable covers and doors shall be notched and all joi nts shall be machined to give a rigid and smooth appearance. b. Marks of welding shall not be visible from the external surface of panel s. c. Detachable hinges shall be provided for the doors. Exposed hinges shall be bright cadmium or nickel chromium plated. d. Gaskets shall be fitted on doors and removable covers and shall be conti nuous, without joints around corners, and suitably arranged to minimize the tran smission of vibration, and to prevent the entry of dust. 4.2.030.3 Protection against Electric Shock & External Influences a. Protection against direct contact shall be by means of barriers of enclo sures in accordance with Clause 7.4.2.2 of BS EN 60439-1:1994. b. All external surfaces of an ASSEMBLY shall have a degree of protection a gainst ingress of solid foreign bodies and liquid of at least IP31 in the normal service condition in accordance with Clause 7.2.1.1 of BS EN 60439-1:1994. c. With the circuit breaker in the test position or during transfer between te st and connect positions, the degree of protection shall be at least IP2X. With th e front hinged door of the functional units open and in replacing the fuse links , the degree of protection to the live part shall be at least IP2X. d. The bottom of the ASSEMBLY shall be closed and made vermin-proof by mean s of barriers cut away, where required, to fit the cables passing through. The barriers in the cable compartment shall be made of phenolic resin bonded paper l aminate sheet of a minimum thickness of 6 mm. e. For PTTA, the construction of the enclosure shall be the same as the TTA , and be checked by visual inspection and standard test finger, if necessary, as BS EN 60529: 1992. f. Protection against indirect contact shall be by means of protective circ uits in accordance with Clause 7.4.3.1 of BS EN 60439-1:1994. The size and insta llation of the protective conductors in an ASSEMBLY shall be in accordance with

ELE 4.3.1.070. 4.2.040.3 Finish a. Before untreated steel work is painted, it shall be thoroughly cleaned b y an Approved method, such as grit-blasting or chemical pickling and an approved rust inhibitive priming coat applied. Treated steelwork e.g. zintec, shall be suitably cleaned and degreased. b. Surfaces shall then have not less than two coats of stoved finish paint of contrasting colours; the finishing colour, both interior and exterior shall b e equivalent to colour code 00A01 of BS 4800:1989 (light grey) or lighter. c. Care shall be taken to ensure that edges of metal-work have an adequate dry film thickness of paint and that paint build-up does not occur at edges. d. Alternative finishing processes such as phosphate treatment followed by stoved epoxy powder paint conforming to Type 2 of BS 3189:1991 will also be acce pted. 4.2.050.3 Compartmentation a. Internal separation of an ASSEMBLY shall be provided by means of barrier s or partitions made of sheet steel or non-hygroscopic and flame retardant insul ating materials rigidly fixed. b. The size and construction of the compartments shall be the same as the t ype-tested ones. c. Openings necessary for interconnection, control or ventilation shall be at least IP2X for protection against contact with live parts in the adjacent com partments, and be such that exhaust outlets of functional units shall not discha rge directly to the live parts in adjacent compartments. d. The ASSEMBLY shall be capable of withstanding any external fault. In th e event of any internal arcing fault on a functional unit, the damage shall be c onfined to that unit so that the busbar and all other functional units remain fi t for further service. e. The internal separation shall be of Form 3a in accordance with Clause 7. 7 of BS EN 60439-1:1994. Further compartmentation shall also be provided for ea ch of the following equipment: 1. Incoming and outgoing conductors and connections of each incoming circui t breakers 2. Protective relay and terminal blocks 3. Battery Charger 4. Supply Companys meter 5. Supply Companys CT 6. Capacitor bank 7. Fuse combination unit for capacitor bank 8. Control gears and relays for capacitor bank 9. Each section (vertical-panel) except the horizontal busbar compartments 10. Cable terminals for outgoing functional units f. Front doors shall be provided for Items 2, 3, 4, 5, 7 and 8 above and ea ch outgoing functional units. g. Removal back covers shall be provided for the above Items 1, 6 and 9. h. Voltmeters, ammeters together with associated switches and indication la mps are allowed to be mounted on the front cover/door of the respective function al unit monitored by the meters, provided that they do not obstruct the operatio n of the unit, are suitably protected against direct contact of live parts of at least IP2X, even when the door is open and, are properly earthed.

4.3 ASSEMBLIES COMPONENTS AND AUXILIARIES 4.3.1 BUSBARS AND BUSBAR CONNECTIONS 4.3.1.010.3 Standard Assembly: BSEN 60439-1:1994 4.3.1.020.A Rating a. Rated insulation voltage = 415V minimum b. Rated operational voltage = 380/220V c. Rated short-time withstand current: 1. 40kA, 3 seconds for circuit of 2500A or above 2. 40kA, 1 second for circuits below 2500A 4.3.1.030.A Busbars a. Busbars shall be three phase and full rating neutral busbar made of hard drawn, high conductivity, bare solid copper bars to BS 1432:1987 or BS 1433:197 0 with electrotinned finish. The temperature-rise type test with rated current on each busbar section shall be witnessed by an acceptable third-party; b. Main busbars shall run horizontally and conform to the type-tested arran gement; c. A vertical busbar riser/dropper shall be required for each section of th e ASSEMBLY where switchgears are arranged in multi-tier, with a cross-section ca pable of carrying either the total rated current of all outgoing units connected to it or the current rating of the protective device protecting it, whichever i s the less, without undue temperature-rise in accordance with Clause 8.2.1 of BS EN 60439-1:1994; d. Busbars connecting the riser/dropper to the supply side of the outgoing functional unit shall be with adequate insulation or shrouding. e. Busbars shall be provided to extend each outgoing terminal of the functi onal units to the cabling compartment. 4.3.1.040.3 Arrangement of Busbars & Connections a. In the incoming terminal compartment, the busbars shall be arranged in a manner that the provision and arrangement for the cable/busbar terminations sha ll comply with the Supply Companys requirement. b. Busbars and main connections which are generally in one plane shall be a rranged in the order of Red-Yellow-Blue as follows: 1. If the run of the conductors is horizontal, the Red shall be the top, or the left or farthest away as viewed from the front of the ASSEMBLY; 2. If the run of the conductor is vertical, the Red shall be the left or fa rthest away as viewed from the front of the ASSEMBLY. c. The neutral shall occupy the outer position and shall be clearly marked. 4.3.1.050.3 Busbar Identification Each busbar and protective conductor shall be identified by colours in accordanc e with Table 13(2) of the COP for the Electricity (Wiring) Regulations. The ter minals for external protective conductors shall be marked in accordance with Cla use 7.6.5.2 of BS EN 60439-1: 1994. 4.3.1.060.3 Busbar Jointing & Support a. Jointing of sections of busbars shall be made by bolts and nuts or clamp s. Soldered, welded or riveted joints shall not be used. b. Bolts for jointing busbars shall be of steel, either hot-dip galvanized or heavily eletroplated with zinc or cadmium, to guard against corrosion. c. Conductors shall be supported on insulators of Approved type with charac teristics similar to BS 2572:1990, Type P3/1 for phenolic resin bonded paper lam inated sheet. d. The method and materials used in jointing and support shall conform to t he type-tested arrangement. 4.3.1.070.3 Protective Conductors a. Protective conductors shall be of size in accordance with Clause 7.4.3.1 .7 (b) of BS EN 60439-1:1994.

b. The cross sectional area and the installation of the protective conducto r shall be so selected and designed to eliminate the possibility of the fault cu rrent in the protective conductor causing a temperature rise that may damage the conductor or impair its electrical continuity before the operation of the prote ctive device, for a duration that may last up to 5 seconds. c. A continuous tinned copper bar of size satisfying the above requirement and in any case not less than 150 mm2 shall be fixed at the rear interior bottom portion throughout the length of the ASSEMBLY, bonding the frame-work of all mo dular sections, terminals for the outgoing protective conductor(s) of each circu it, the circuit breakers earthing terminal and finally connected to the earthing terminals on the external surface at the extreme ends of the ASSEMBLY. 4.3.2 AUXILIARY CIRCUITS 4.3.2.010.3 Wiring a. All auxiliary circuits shall be wired in PVC insulated copper cables to type CK of BS 6231:1998 Table 9 of not less than 2.5 mm conductor; b. All wiring shall be clipped in a neat and tidy manner by nylon type cabl e ties or installed in plastic wiring channels; c. Wiring from the fixed part of the ASSEMBLY to equipment mounted on the h inged door shall be enclosed by a flexible PVC tubing. 4.3.2.020.3 Marking a. Sleeve type cable markers shall be fitted to both ends of each length of cable to denote its function; the function letter shall be followed by a number identifying the individual wire. b. Each branch of any connection shall bear the same identification mark. Where it is necessary to identify branches which are common, different identific ation marks for the branches shall be employed only if they are common through l inks or are connected to separate terminals which are then common by removable c onnections. c. Numbering shall read from the terminals outwards on all wires. d. 4.3.2.030.A Termination a. Wiring from one section to another section of an ASSEMBLY shall feed thr ough terminal blocks; b. Except for the Supply Companys metering, test/disconnect terminal blocks shall be provided for each measurement and protection current transformer. The terminal blocks shall be housed in the same relay compartment with hinged front door; c. All terminal blocks shall be feed-through terminal blocks with screw cla mp connections and conforming to the following requirements:

1. Electrical and mechanical characteristics to be type tested to IEC 947-7 -1; 2. Voltage rating 750V; 3. Moulding material to be melamine with low flammability as certified to U L94-V0(5V); 4. Designed to be mounted directly on assembly rail to EN50035 (BS5825); 5. All current carrying parts to be copper coated with tin lead alloy. Clam ping yokes and screw to be zinc plated steel with additional protection by a chr omate layer. In addition, test/disconnect terminal blocks complete with plugs and test socket s for tapping off/disconnection shall be provided for test and measurement circu its. d. The terminal blocks shall be provided with manufacturers standard assembl y rails, end section, partition, bracket, cross connection plug, jumper bar, war ning sign, plastic screw, marking tags, disconnect plugs, test plug bolt, test p lug, etc.; e. Only one cable shall be terminated in each terminal, where necessary, ju mper bars or cross connecting plugs shall be used; f. Terminal blocks for the live conductor shall be indicated with a warning sign and separated from other terminal blocks by partitions. 4.3.3 AIR CIRCUIT BREAKERS 4.3.3.010.3 Standards a. Air Circuit Breakers: BS EN 60947-2:1996 b. Assembly: BS EN 60439-1:1994 4.3.3.020.A Rating a. Rated operational voltage = 380V b. Rated insulation voltage = 415V minimum c. Rated frequency = 50Hz d. Rated service short-circuit breaking capacity = 40kA e. Rated short-time withstand current = 40kA for 3 seconds for ACB of 2500A or above, 40kA for 1 second for ACB below 2500A f. Typical rated-uninterrupted current : 800A, 1200A, 1600A and 2500A as sh own on the drawings

4.3.3.030.3 Circuit Breaker a. The circuit breaker shall be triple pole or four pole as specified on th e Drawings, air break and of metalclad, horizontal withdrawable type, fitted wit h a shunt trip coil and/or overcurrent release, depending on the type of protect ion scheme used. b. Triple pole and switched neutral ACB in place of four pole one will not be accepted without prior approval. c. The circuit breaker shall be housed in a separate and segregated circuit breaker compartment as specified in ELE 4.2.050. Each circuit breaker of tripl e pole type shall be complete with a bolted type neutral link accessible from th e rear of the ASSEMBLY with the cover removed. d. The circuit breaker shall have independent manual closing with stored en ergy or spring assisted mechanism, unless otherwise specified. For triple pole and switched neutral circuit breakers, the neutral pole shall be making first an d breaking last. Neutral link/pole shall be easily accessible for inspection an d maintenance even after cabling. e. Unless otherwise specified, opening and closing of incoming and bus-sect ion ACB shall be capable of being remote controlled repeatedly by the integrally mounted shunt trip coil and shunt close coil respectively and shall be provided with on and off or 1 and 0 mechanical indicators on the front panel of the circuit b ker. The closing operation of the ACB shall be operable either by a solenoid co il or by a motorized mechanism. f. For circuit breaker with mechanism controlled by a solenoid coil, the cl

osing mechanism shall be controlled by the solenoid coil which replaces the stan dard closing spring. The a.c. supply to the rectifier for the solenoid coil sha ll be taken from the Live side of the circuit breaker. The closing contactor, rec tifier and anti-hunting relay shall all be integrally mounted on the circuit bre aker. g. For circuit breaker with motorized mechanism, the closing spring shall b e capable of being released electrically or manually and shall automatically be recharged upon each release operation with indication showing the mechanism is f ully charged. h. A push button shall be mounted on the front door of the circuit breaker to enable local closing for normal operation. i. The remote closing and tripping function shall be designed to be operate d through a pair of voltage free contacts on a remote operating device. A femal e 3-pin receptacle of rating 250V 10A, a.c. to BS 4491 or equivalent and approve d standard shall be provided inside the IDMT Relay/Fuse chamber of the cubicle f or connection to the remote operating device. The connection of the receptacle shall be as follows: 1. Earth: Common 2. Live: for remote closing 3. Neutral: for remote tripping j. The circuit breaker shall be of horizontal withdrawable type with connect ed, test and isolated positions, fitted with mechanical position indicators and pad-l ocking facilities in each of the positions. k. In case that there is provision for maintenance and adjustment of contac ts, it shall be possible to slow close the circuit breaker in the fully isolated p osition. 4.3.3.040.3 Mechanical Interlocks The circuit breaker shall be provided with the following mechanical interlocks: a. Circuit breaker cannot be racked in or withdrawn when in closed position . b. Circuit breaker cannot be closed unless it is either the main circuit co nnection is fully connected or completely isolated. c. Circuit breaker can be slow closed only in the isolated position. d. Covers or doors giving access to live parts of the circuit breaker canno t be removed or opened unless the circuit breaker is fully isolated. e. With hand charged spring mechanism, initiation of the closing of the cir cuit breaker is not possible until the closing mechanism is fully charged. f. Other mechanical interlocks if specified on the Drawings to facilitate s equential operation of circuit breakers/section switches of the ASSEMBLY incorpo rating more than one circuit breaker. 4.3.3.050.3 Circuit Breaker Compartment/Interlock The circuit breaker compartment shall be provided with the necessary mechanical interlock, which shall be simple in operation. The circuit breaker compartment shall maintain a degree of protection against contact with live parts of at leas t IP 2X when the breaker is in between the connected and isolated position with the door opened. To ensure safety: a. If a door is used to enclose the breaker, it shall be fitted with interl ocks such that the door can only be opened when the breaker is in the isolated pos ition, and the breaker cannot be racked into the connected position unless the doo r is closed. A special key shall be provided to defeat the interlocks which sha ll be automatically restored on reclosing the door. b. If a front panel is used to enclose the breaker, the panel shall be fitt ed to the withdrawable part of the breaker and carried in unity with it in the d rawout/rack-in operation to provide a degree of protection against contact with live parts of at least IP 2X when the breaker is in between the connected and isola ted position. It shall be possible to remove the panel with tools when the circu it breaker is in the isolated position.

c. In both cases a & b., there shall always be direct access to the mechani cal control mechanism of the breaker for manual closing, mechanical trip and rac k out operations without tampering with the door or front panels. Access to the breaker compartment shall not be possible during normal operation unless the br eaker is in the isolated position. 4.3.3.060.3 Safety Shutters a. A set of safety shutters shall be provided to cover each three phase or three phase and neutral group of stationary isolating contacts for three pole or four pole circuit breaker respectively. b. Shutters shall be opened automatically by a positive drive from the circ uit breaker moving portion and, when closed, shall prevent access to stationary isolating contacts. When the circuit breaker is withdrawn, each set of shutters shall be capable of being individually operated and of being padlocked in the c losed position. c. Each safety shutter shall bear a colour label with 25 mm minimum white l ettering as follows: 1. Incoming supply : red/incomer 2. Busbar : yellow/busbar 3. Bus section : red/bus section 4. Outgoing feeder : yellow/outgoing 4.3.3.070.3 Auxiliary Contacts, Control Contacts & Auxiliary Switches a. All the control and instrumentation wiring between the fixing part of th e ASSEMBLY and the withdrawable part of the breaker shall through the auxiliary and control contacts. Automatic safety shutters or screens with warning signs sh all be provided if they are still live when the circuit breaker is withdrawn. b. The auxiliary contacts shall engage when the breaker is in the connected a nd test positions and disengage when in the isolated position. c. At least one spare a - contact and one spare b - contact shall be provid ed. 4.3.4.010.3 Fuse Combination Units - Specification Unless otherwise specified, cubicle mounted fuse combination units and switch-di sconnectors shall comply with the relevant parts of Specification for Surface Mo unted Fuse Combination Units and Switch-disconnector (i.e. ELE 3.2). 4.3.4.020.3 Assembly The switching devices in the ASSEMBLY shall also comply with BS EN 60439-1:1994. 4.3.4.030.3 Switching Device Each switching device shall be enclosed in a separate and segregated compartment with hinged front door as specified in ELE 4.2.050 and flush mounted on the fro nt of the ASSEMBLY.

4.3.5 CHANGEOVER CONTACTORS 4.3.5.010.3 Compliance with Specification Unless otherwise specified, changeover contactors shall comply with the relevant parts of Specification for Contactors. (i.e. Section ELE 3.15). 4.3.5.020.3 Installation The installation of the changeover contactors in the ASSEMBLY shall also comply with BS EN 60439-1:1994. The installation such as the ways of mounting, the con nection of incoming and outgoing conductors, the clearance and creepage distance , the enclosure, etc. shall be identical to the type-tested one or as recommende d by the contactor manufacturers. 4.3.5.030.3 Short-Circuit Withstand Capacity For contactors protected by fuse, the short-circuit withstand capacity of the co

ntactors shall be not less than the maximum let-through energy of the respective fuse and be verified by test. 4.3.6 CABLE TERMINATION 4.3.6.010.3 Incoming/Outgoing Cables All incoming/outgoing cables, unless otherwise specified, shall be of bottom-ent ry and incoming/outgoing busbar trunking of top entry and terminated in separate compartments as stated in ELE 4.2.050. The cables shall be located at the rear of the ASSEMBLY complete with removable back covers. 4.3.6.020.3 Cable Gland Plates Cable gland plates made of brass or steel of not less than 2 mm thick shall be p rovided below the lug termination at a distance not exceeding 600 mm. Adequate space shall be reserved for future cabling for the spare functional units. 4.3.6.030.3 Cable Supports Cable supports shall be provided in accordance with the COP for the Electricity (Wiring) Regulations and also the cable manufacturers recommendations. 4.3.7 SUPPLY COMPANYS METERING EQUIPMENT 4.3.7.010.3 Metering Compartments a. Separate compartments shall be provided for accommodating the Supply Com panys meter(s) on the front of the ASSEMBLY and for the corresponding current tra nsformers. b. The metering compartment shall be complete with a hinged glazed door for meter viewing and suitable support for mounting the meter. c. Details of the construction, size and relative location of the compartme nts for the two Supply Cos. are as shown on Housing Department Standard Drawing No. BSD-12. 4.3.7.020.3 Metering Equipment a. The metering equipment will be supplied and fixed by the Supply Company on site, but the ASSEMBLY shall be complete with fuses for the voltage coil, rem ovable links for mounting the current transformers and the associated wiring to the meter. b. The fuses shall be rated at 6A, with provision for sealing to prevent un authorized removal and the incoming side of the fuseholders bolted to the incomi ng supply busbar. 4.3.8 MOULDED CASE CIRCUIT BREAKERS (MCCB) 4.3.8.010.3 Compliance with Specification Unless otherwise specified, MCCBs mounted in the ASSEMBLY shall comply with the relevant parts of Specification for MCCB (i.e. ELE 3.4). 4.3.8.020.3 Installation The installation of MCCBs mounted in the ASSEMBLY shall also comply with BS EN 6 0439-1:1994. The installation details such as the ways of mounting, mounting pl ates, termination of incoming and outgoing conductors, clearance and creepage di stances, dimensions of enclosure, etc. shall be submitted to verify them in full compliance with the type-tested arrangements and/or the MCCB manufacturers recom mendations. 4.3.9.010.3 Power factor correction equipment - Specification Power factor correction equipment mounted on/housed in the ASSEMBLY shall comply with the Specification for Power Factor Correction Equipment (i.e. Section ELE 5).

4.4 PROTECTION AND INSTRUMENTATION 4.4.1 CIRCUIT BREAKER PROTECTION 4.4.1.010.3 Compliance with Specification The protection scheme for circuit breakers shall be in accordance with ELE 4.4.1 .020 and ELE 4.4.1.030 as indicated on the Drawings. Unless otherwise specified , the incoming circuit breaker shall be provided with overcurrent and earth faul t protection. 4.4.1.020.3 Protection Scheme with External D.C. Source for Tripping For overcurrent or earth fault protection the circuit breaker shall trip by mean s of shunt trip release operated from the battery set and charger and controlled by protection relays. Three overcurrent relays, one for each phase, and one ea rth fault relay shall be provided. 4.4.1.030.3 Battery Set & Charger a. General: A set of battery and charger system shall be provided for the tripping circuit. The battery set and charger shall be manufactured by a specialised battery and charger manufacturer and be suitable for use under the intended service conditio ns. b. Battery/Charger Equipment: The battery/charger equipment shall be housed in a segregated front accessible c ompartment as defined in ELE 4.2.050. The input voltage of the battery charger shall be 220V a.c., 50Hz and the output voltage of the battery shall be 30V d.c. c. Batteries: 1. The batteries shall be sealed nickel cadmium cell, maintenance free type , rated at 5 hours discharge rate and comply with BS EN 60285:1995. Cells shall be of the sealed nickel cadmium sintered plate type. 2. The rated capacity of the battery for switchgear tripping auxiliary supp lies shall be sufficient for at least 20 operations without charging and shall b e of at least 4 Ampere-hour rating. d. Battery Charger: The battery charger shall be automatic trickle-charge type with two rates chargi ng to suit the batteries characteristics. The first rate of charging shall be c apable of restoring full capacity and second rate shall maintain the batteries i n a fully charged condition. The standard charge rate and the float charge rate of the battery charger shall be adjustable to meet requirements of battery rati ng up to 10 Ampere-hour. e. Battery re-charging time: The time required for re-charging batteries from fully discharged to fully charg ed condition shall be not more than eight hours. Battery over-current protectio n shall be provided to safeguard the battery under short circuit conditions and

facilities shall also be provided to prevent the batteries from being overcharge d; f. Battery charger indication/facilities: The battery charger shall be provided with the following indications/facilities which shall be extended and mounted on the front door of the compartment: 1. Mains On; 2. Charger Fail; 3. Voltmeter; 4. Ammeter; 5. Test Facilities. 4.4.1.040.B Electromechanical Type Protection Relay a. Overcurrent and earth/fault protection relays shall be of induction type to BS 142 : HS with IDMT characteristics in accordance with the time setting sp ecified below. b. The relays shall be accommodated in draw-out cases and contacts shall be fitted which shall short-circuit the associated current transformers on withdra wal of the relay. For the overcurrent relays, the three single phase elements s hall be arrayed in one horizontal plane and accommodated in a common draw-out ca se, which shall be flush mounted on the front hinged door of the ASSEMBLY. c. Operation indicators shall be provided for each protective element and i nstalled within the same relay. They shall have a common hand-reset device open able without opening the relay case. The overcurrent relay shall comprise the f ollowing features: Current Setting: 50% to 200% of 5A (CT rating), adjustable in 7 equal steps Time Setting: 0.63 second at 10 times current setting; 1.3 seconds at 10 times current setting; Burden: 3.5VA maximum at current setting d. The earth fault relay shall comprise the following features: -

Current Setting: 10% to 40% of 5A (CT Rating), adjustable in 7 equal steps Time Setting: 1.3 seconds at 10 times current setting Burden: 3.5VA maximum at current setting 4.4.1.050.N Electronic Type Protection Relays a. Electronic type protection relays shall comply with BSEN60255:HS with ch oice of the following characteristic curves: 1. Normal inverse IDMT curve; 2. Very inverse IDMT curve; 3. Extremely inverse IDMT curve b. The relay shall provide trip contact for overcurrent and earth fault pro tections, and separate signal contacts for time delayed phase fault, instantaneo us high-set phase fault and time delayed earth fault operations; c. Trip indicators shall be provided which will enable the type of fault co ndition to be identified. Each indicator shall be capable of being reset by hand without opening the relay case; d. The relay shall comprise the following features : 1. Current setting: 0.5 to 2 x In in step of 0.05 x In with instantaneous h igh-set of 5 to 10 x In for overcurrent protection; 0.1 to 0.4 x In in step of 0 .05 x In for earth fault protection;. 2. Time multiplier setting : 0.1 to 1.0 in 0.05 step; 3. AC burden : less than 0.5VA for 5A relay in any setting; e. The relay shall be accommodated in a dust-proof case to IP51 and can be easily drawn out on front side in the event that the relay requires replacement. Facility shall be provided for short-circuiting the associated current transfor

mers on withdrawal of the relay. The draw-out case shall be flush mounted on the front hinged door of the ASSEMBLY. The relay shall be rated for an operating t emperature up to 55C; f. The relay shall be type-tested for compliance with the following interna tional standards by an Independent Accredited Laboratory or an Independent Short -Circuit Testing Organization: Standards Description BSEN 50081-2:1994 Electromagnetic Emission BSEN 50082-2:1995 Electromagnetic Immunity BSEN 60255-3:1998 Accuracy BSEN 60255-21-1:1996 Vibration Tests Class 1 BSEN 60255-21-2:1996 Shock & Bump Tests Class 1 BSEN 60255-22-2:1997 Electrostatic Discharge Tests Class 2 g. The relay shall be suitable for operation at 30V d.c. auxiliary power su pply and accepts current inputs from standard protection current transformers wi th rated secondary current of 5A. An exclusive battery set and charger shall be provided for relay operation. 4.4.2 PROTECTION SCHEME WITHOUT EXTERNAL D.C. SOURCE FOR TRIPPING 4.4.2.010.3 Overcurrent Condition Under overcurrent condition, the circuit breaker shall trip by means of overcurr ent releases which shall be operated from current transformers and be fitted wit h time fuses. The release coils of the circuit breaker and the time fuses shall comply with Electricity Supply Industry (ESI) Standard 12-6. A set of three ti me fuses per circuit breaker shall be provided inside the relay compartment for spare use. 4.4.2.020.3 Earth Fault Condition Under earth fault condition, the circuit breaker shall trip by means of shunt tr ip release operating from a 220V a.c. supply tapped off from the incoming supply mains via a 30A/32A fuse and controlled by the earth fault protection relay. T he relay shall comply with ELE 4.4.1.040. 4.4.2.030.3 Use of Alternative Devices Any alternative device for overcurrent and earth fault protection, such as elect ronic relays, thermal magnetic overcurrent release etc. will not be accepted unl ess sufficient information and previous records of satisfactory service can be p roduced. The proposed device is equivalent to the above specified devices in ter ms of safety, reliability, stability, sensitivity, selectivity and ease of maint enance etc. 4.4.2.040.3 Non-Use of Oil Dash-Pots In no cases will oil dash-pots be accepted. 4.4.3 FUSE PROTECTION 4.4.3.010.3 Method of Protection All potential auxiliary and control circuits shall be protected by fuses. 4.4.3.020.3 Compliance with Specification All fuses used, including those used in fuse combination units, shall be in comp liance with the Specification for Fuses (i.e. ELE 3.13). 4.4.4 CURRENT TRANSFORMERS 4.4.4.010.3 Standard and Type Current transformers shall comply with BS 7626:1993 and shall be of ring and enc

apsulated type. 4.4.4.020.3 Measuring Current Transformers Measuring current transformers shall have a minimum accuracy class of 3. The C.T . ratio for measuring current transformer shall match the corresponding indicati ng/measuring device. 4.4.4.030.3 Protection Current Transformers Protection current transformers shall have a minimum accuracy class of 10P. The rating of the current transformer shall match the total burden of the trip circ uit including the relays, connection leads and overcurrent release where applica ble, to which the current transformer is connected, such that, under the most se vere fault conditions, the current transformer does not saturate and is still ca pable of maintaining its accuracy. For 2500A incoming ACB obtaining power suppl y from CLP, the protection current transformer shall have a C.T. ratio of 2250/5 unless otherwise specified. 4.4.4.040.3 Fitting Unless otherwise specified, the protective current transformers shall be fitted on the outgoing side of the respective circuit breaker, whereas for the measurin g current transformer, on the outgoing side of the functional unit, removable sh ort links for mounting the current transformer shall be provided to facilitate s ubsequent easy replacement/maintenance. 4.4.5 INDICATING METERS 4.4.5.010.3 Standard Indicating meters shall comply with class 2.5 of BS 89:HS 4.4.5.020.3 Mounting Meters with at least 75 mm dial and with an external zero adjustment shall be fl ush mounted on the front cover of the ASSEMBLY. 4.4.5.030.3 Monitoring The ammeters used for monitoring the total current carried by the incoming circu it breaker shall be of the combination type with the thermal demand and the inst antaneous values shown. The thermal demand shall indicate the mean r.m.s. curre nt over the past 15 minutes with a slave pointer showing the maximum value reach ed. 4.4.5.040.N Multi-function Electronic Meters a. Multi-function electronic meter shall be of a digital display type to me asure the following electrical parameters by means of microprocessor technology:

b. The meter shall be suitable for operation at 380V/220V, 50Hz and accepts current inputs from standard measuring current transformers with rated secondar y current of 5A. The meter shall be rated for an operating temperature up to 50 C and have a minimum overcurrent withstand rating of 100A for 1 second; c. The meter shall be equipped with a communication port at front panel, us ing either RS232, RS485 or similar socket and plug as approved, for communicatio n with portable personal computer for energy control and audit purpose. The conn ection cable with the appropriate plug and a copy of proprietary-made software f or data retrieval shall be provided if required by the Contract Manager; d. The meter shall be flush mounted with protection to not less than IP2X a t front face. All wiring shall be connected via terminal blocks to allow easy re moval of the cable connectors in the event that the meter requires replacement; e. The meter shall comply with the general electrical safety requirements a s specified in BSEN61010-1:1993 and should be suitably suppressed to fall within the limits allowed by BSEN 50081-2:1994 & BSEN 50082-2:1995 for electromagnetic emission and immunity; f. The manufacturer shall operate quality management system conforming to I SO 9002 or other equivalent national/international quality system. Certificate o f calibration for each meter which attest to the declared accuracy shall be subm itted if required by the Contract Manager.

4.5 MISCELLANEOUS 4.5.1 INFORMATION, MARKING AND LABELLING 4.5.1.010.3 Information to be Given The information as per Clause 5 of BS EN 60439-1:1994 shall be provided 4.5.1.020.3 Labels and Markings a. Each equipment or functional unit of the ASSEMBLY shall be marked or lab elled in a durable and indelible manner in both English and Chinese for identifi cation. b. Unless otherwise specified, all warning labels referred to in the previo us clauses shall be coloured in red with white lettering in both English and Chi nese denoting, DANGER 380/220 V c. The removable cover of the incoming conductor and connection compartment shall bear a warning label coloured in red with white lettering in both English and Chinese denoting, INCOMING CONNECTION - DANGER - 380/220 V - SWITCH OFF FROM SUPPLY COMPANYS SIDE BE FORE REMOVING COVER d. For other circuits of the ASSEMBLY which may be still live when the inco ming circuit breaker(s) are switched off, such as the essential busbars, the cir cuit for discharging the capacitive electrical energy, etc., the covers shall be ar appropriate warning labels (e.g. LIVE BUSBAR ) for personnel gaining access to those parts. 4.5.2 VERTIFICATION AND TESTING

4.5.2.010.3 Verification a. Two sets of shop drawings showing the details of the proposed ASSEMBLY i ncluding the front and end elevations, single line busbar diagrams, control wiri ng diagrams, list of equipment schedule and any other details as required by the Contract Manager, shall be submitted for approval prior to assembly. b. The drawings shall indicate which portions of the ASSEMBLY are TTA and P TTA if required by the Contract Manager. For PTTA, documents such as test repor ts, calculations, etc., to verify the conformity with the TTA shall be submitted for examination. 4.5.2.020.3 Workshop Tests The following tests shall be performed at the manufacturers workshop during the c ourse of assembly and on completion immediately prior to transportation to site: 1. Inspection of the ASSEMBLY including wiring, electrical and mechanical c onnections, external and internal finish, degree of protection, creepage distanc e and clearance, etc 2. Mechanical test 3. Primary and secondary injection tests to check that all measuring, prote ction and control circuits and associated components are operative 4. Continuity test 5. Dielectric properties test 6. Functional check, including the shunt trip operation of breakers at 70% and 110% of the rated control supply voltage, if applicable All the above inspections and tests shall be carried out in accordance with Clau se 8.1.2 of BS EN 60439-1:1994, Clause 8.4 of BS EN 60947-2:1996, Clause 8.4 of BS EN 60947-3:1992 and the standard test report format prepared by the Contract Manager. 4.5.2.030.3 Site Tests After the erection of the ASSEMBLY on site, the following test/inspections shall also be carried out: 1. General inspection of the ASSEMBLY 2. Mechanical tests 3. Continuity and insulation resistance tests 4. Functional checks 5. Secondary injection test to re-calibrate all measuring, protection and c ontrol circuits and associated components 4.5.2.040.3 Commissioning Tests The following inspections and tests shall be carried out immediately before the ASSEMBLY is put into normal service: 1. Voltage tests between any two combinations of each phase, neutral and ea rth 2. Phase sequence tests on each outgoing unit 3. Functional checks, especially on the controlling devices 4.5.3 AUXILIARY EQUIPMENT 4.5.3.010.3 Completeness Each ASSEMBLY shall be supplied complete with all operating handles, jigs, etc. required for the normal operation and inspection of all circuit breakers and swi tchgears of the ASSEMBLY.
