EVOLUTION OF THE CONCEPT OF HRM


The HRM concept as we know today, is a recent emergence. Its

roots go all the way back to the industrial revolution of the mideighteenth century which was characterized by the development of machinery, the linking of power to machines and the establishment of factories employing many workers. The labour was considered a commodity to be bought and sold on those days. labour was grouped among themselves to bring about some alleviation in their wretched condition. The results was growth of an adversarial relationship between management and labour. This development along with the advent of collective bargaining between labour and management laid the foundation of HRM as we understood them today.

EARLY PHASE

The minimum wage rate and incentive wage plans were included in the Babylonian code if Hammurabi around

1800B.C. The span of management and related concepts of organization were understood by Moses around 1250B.C. Kautily, in India made reference to various concepts like job analysis, selection procedures, executive development, incentive system and PA.

LEGAL PHASE
This phase can be considered as period after 1920. The royal commission on labour in 1931 suggested the

appointment of labour officer to protect workers interests and act as spokesperson of labour. After independence, the factories act 1948,made it obligatory for factories employing 500 or more workers.

WELFARE PHASE During the 1960s the scope of personnel function has expanded a bit, covering labour welfare, participative

management, industry harmony,etc. In this period, the human relations movement of the west had also had its impact on Indian organizations. which was lead to harmonious industrial relations and good HR practices.

DEVELOPMENT PHASE This is the period where HR professionals focused more on developmental aspects of human resources.

More emphasis on harmonious balance between employee demands and organizational requirements.
HRD has come to occupy a centre stage and focal point

of discussion in seminars, conferences and academic meets.
