The challenges and response to these challenges

Challenge 1. Make people in the Local Government understand and appreciate why LGU should get involve in CBR.
Response: Start with series of orientations and advocacy campaigns

Challenge 2. Making CBR involvement more institutional rather than the Mayors personal commitment.
Response: Local Government tools and mechanisms such as: ELA, Local Issuances (EO and Resolution)

Challenge 3. The orchestration of initiatives & strengthening of Disabled Peoples Organization & Parents Group to achieve greater result.
Response: The organization of the Municipal Council for the Welfare of the Disabled Persons and Provision of Resources and Functional Secretariat.

OUR COMMITMENT An institutionalized CBR Program in the local governance processes of San Jose de Buenavista and also in the hearts and minds of its citizenry.

Accomplishments
After a year when Community Based
Rehabilitation (CBR) approach has been successfully implemented, LGU-San Jose de Beunavista sustained its commitment to pursue its initiatives towards the welfare of PWDs. CBR is one of the priority programs implemented by the Municipal Government to further respond the needs and deliver its social obligation to its constituents.

again our pride to present the hard earned efforts of producing a consolidated undertakings that gives primodial concern to our differently abled citizenry in our municipality. Thus LGU San Jose dB had facilitated/initiated CBR activities that resulted to our accomplishments

WHAT LGU HAS BEEN DOING AND ACHIEVED

Hon. Mayor Rony L. Molina represents RP- LGUs in the Asia Pacific CBR Congress in Bangkok, Thailand (February 2009)

The 1st CBR Congress is organized by AsiaPacific Development Center on Disability (APCD) of the National Office for Empowerment of Persons with Disabilities (NEP), Ministry of Social Development and Human Security, Thailand, in collaboration with the World Health Organization (WHO) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).

1st CBR Congress Objectives


The main objective of the Congress is to give
first opportunity for CBR implementers, policymakers and representatives of disabled peoples organizations from all over the Asia and the Pacific region to share the experiences, to form a network and to be updated with the new trends in CBR within the context of the Asia and pacific Decade of Disabled Persons (2003-2012) and the Convention on the Rights of Persons with Disabilities (CPRD).

LGU to Implement CBR

Mayor Molinas representation in the congress is

evidenced by the fact that San Jose de Buenavista is the first LGU in the entire country to adopt the CBR Program and has touched the participation of its stakeholders. Hundreds of its beneficiaries with their folks gathered were recognized to be part of the CBR Program in its 1st Municipal CBR gathering held last year. These initiatives triggered other LGUs in the country and the neighboring countries in the Asia and the Pacific to replicate the strategies and approaches in program implementation. These approaches were strengthened by Executive Order No. 29, S. 2009 adopting the CBR Program and allocating funds thereto to sustain its activities.

As part of the sustaining initiatives of the

LGU-San Jose de Buenavista initiated Free Medical Services for PWDs

Municipal Government of San Jose de Buenavista on the adoption of the CommunityBased Rehabilitation Program. The LGU- San Jose dB in partnership with the Association of Disabled Persons- Antique Chapter sponsored a Medical Consultation of Epileptic and Cerebral Palsy patients. The consultation did not limit only for San Jose patients but catered patients coming from different municipalities.

Provided Livelihood Opportunity for PWDs (Woodcrafting Training)


undertaking with the Department of Labor and Employment (DOLE), Municipal Social Welfare and Development Office (MSWDO) for livelihood opportunities to Persons with Disabilities (PWDs). A 2-day skills training on Wood crafting, specializing in key holder making was designed and implemented. PWDs enhanced their skills in woodcrafting, thus providing them an earnest way of earning a living.

Celebrated the National Disability Prevention and Rehabilitation Week

Government of San Jose de Buenavista, Antique in partnership with the Association of Disabled Persons San Jose dB, Chapter, Antique Medical Society and Philippine Federation of Private Medical Practitioners observed the annual celebration the National Disability Prevention and Rehabilitation Week which is being celebrated in the month of July.

Established Networks and Linkages with various National Partner Agencies with International affiliations/membership.

visited San Jose de Buenavista, Antique to give an orientation and help empower the disabled members of our community. The Rehabilitation Specialist of Resources for the Blind Inc.- a non-government Christian Organization serving blind people all over the Philippines. The organization is focused on devoting their time in removing the obstacles and providing the services, trainings, materials and equipment needed in order for our blind brothers reach their fullest potential in life. Resources for the Blind Incorporated (RBI) is an organization who have been extending their programs in our SPED Center especially the training of teachers and visually impaired students.

The Orientation Networking

The orientation is all about empowerment of visually impaired individuals. Specifically, the orientation is about the use of the Braille System- a method that is widely used by blind people to read and write.

Stakeholders Participation
The activity was participated in by people that
have close contacts with visually impaired individuals such as their parents and physical therapist of the Association of Disabled PersonAntique Chapter, principals and guidance counselors of Antique National School, Saint Anthonys College and Antique SPED Centereducational institutions that actively address the educational needs of the visually impaired individuals.

Consultative Planning on Mental Health with Cristoffel Blinden Mission


The Municipal Government of San Jose de
Buenavista through the Municipal Health Office and in coordination with Cristoffel Blinden Mission, an international non-government development agency hold a consultative planning on mental health anchored with Community Based Rehabilitation-Christian Blind Mission in the municipality.

Consultative Planning
The objective of the consultative planning is to
assess the community mental health situation covering the entire Municipality of San Jose de Buenavista and come up with a possible sustaining mechanism and interventions. As a take off intervention the Health unit shall come up with a Social Mental Illness profile as basis in establishing a realistic and workable plan and targeting and lobbying at the national level on the initiatives of the local health unit in relation to mental health advocacy.

Developing Opportunity Equalization in Responsible and Sustainable Tourism (DOERS) is a concerted undertakings of Persons with Disabilities and LGU San Jose (PWDs) in partnership with Liliane Foundation Philippines.

This organization is a special foundation for children with disabilities in developing countries based on Netherlands to provide access to medical and educational assistance and social rehabilitation to children with disabilities making them feel that heshe is worthwhile. The Project proposal presented by the Local Government Unit of San Jose de Buenavista and ADP-Antique who had been infusing initiatives towards the welfare of PWDs in partnership with concerned agencies gained an assurance from Liliane Foundation Philippines. According to Sr. Agnetia Naval, National Coordinator, their organization had been actively partners in helping the programs and projects of PWDs in the municipality as well as in the entire Province of Antique.

DOERS as back up of CBR


The Project DOERS have been conceptualized as
part of the Community Based Rehabilitation program with the objective to help capacitate PWDs to become active and productive members inculcating within them equal rights and privileges in the society. The Local Government Unit of San Jose de Buenavista is optimistic that this project will materialize on the first quarter of 2010 with the collaboration of each partner stakeholders.

The Municipal Government of San Jose de Buenavista

takes pride in accommodating its guests, visitors and those who are willing to observe and witness the CBR initiatives. It is indeed an indication that LGUCommunity Based Rehabilitation initiatives is in the right track in promoting the welfare of Persons With Disabilities (PWDs). The CBR program implementation of San Jose de Buenavista is the BEST practice in Local Governance and considered as a learning avenue to the of would be CBR implementers.

The Regional Visit


The team no less than a group headed by
Regional Director Teresita Rosales of Department of Social Welfare and Development, Region VI. came to visit San Jose de Buenavista and witnessed its pioneering efforts and initiatives in the adoption of Community Based Rehabilitation (CBR) Program. She further stressed that stakeholders plays a vital role in the implementation and sustainability of the program.

Noteworthy Feedbacks
The Municipal Government of San Jose de Buenavista
was indeed happy to note of the positive feedbacks earned from Director Teresita Rosales of DSWD encouraging every municipality to replicate/ adopt the CBR Program in their respective municipalities. She also expressed appreciation on the initiatives undertaken by the LGU-San Jose dB recognizing the importance given to our less fortunate brothers and sisters and developing the consciousness within them their active roles in the development of a society.

Sharing CBR Implementation Initiatives


The persistent efforts and initiatives of the Local
Government Unit with various partner agencies and stakeholders, the CBR initiatives is an eye opener for replication. The LGU-San Jose de Buenavista BEST PRACTICE for Community Based Rehabilitation has gained recognition at the Regional and National level, our CBR Experience is being shared both at Regional and National CBR Congress.

we created and made a difference in the lives of PWDs. And as a commitment of the present administration, CBR initiatives for San Jose de Buenavista is now captured in a book that blue prints the concerted works and legitimate moves to put in the appropriate place and in mainstream of our society our differently abled sisters and brothers.
