E- SANCHAR

A government of Rajasthan Initiative

INTRODUCTION

e-SANCHAR project is an innovative and yet simple in process - e-Speech Application through Network for automated Communication Help And Response This is an automated information dissemination (AID)system It is harnessing the benefits of the telecom technology in providing information to rural citizens It integrates mobile / telephony network with I.T. for generating voice calls to rural citizens under various beneficiary programs

EXTENT OF E-SANCHAR

Transmit information on real time basis in respect of : - Individual beneficiary programs Old Age, Physically handicap, widow pension Scholarship to students of economically weaker section - Social Messaging - Alerts - Advisories - Campaigns, etc.

E-SANCHAR PROJECT

The Department of Information and technology & communication (DOIT&C) in association with Directorate of Treasuries and accounts(DTA) completed a pilot project for rural belt It is a integration of mobile telephony with the developed pensioners software being run at Sub Treasuries for disbursing pension to eligible : Old Age widow and physically handicapped pensioners Shahpura sub treasury was selected where 3800 pensioners where registered from its surrounding areas

E-SANCHAR PROJECT

Automated voice calls are generated for sanction & monthly releases to those: - Whose mobile numbers/landline numbers(own/reference) were captured Verification of automated calls generated done on numbers randomly selected. Feedback and testimonials were captured

Pension Payment Order(PPO) is conveyed to pensioners which takes time Bulk money-orders are printed and issued for transfer of pension payment No institutional system available with pensioners to confirm status of their application Prevalence of middle men who thrive on ignorance & illiteracy of this age group Inability of this age group to frequently commute Possibility of exploiting transaction cost cannot be ruled out

ADVANTAGES

Timely communication to citizens about their PPOs/payment/releases Brings information delivery at the doorstep of target beneficiary System removes middle men Removal of Transaction cost/confusion/anxiety of payment Information flows over a telephony / mobile network which has a much larger penetration in rural areas as compared to IT

ADVANTAGES

Voice call does away with the problem of illiteracy which is common in this age group and gives personalized touch of administration Citizens feel that government is concerned about them, enhances dignity of target group Greater transparency , responsiveness, accessibility No substantive extra burden on treasury offices or existing process

visit of DoIT&C was made Meeting held with stakeholders The existing pensioners software was modified for: - Module for generating bank advice - Module for generating text file containing contact numbers Details were captured by the field staff through the district collectorate, Jaipur Work allocation ( Shahpura Sub treasury) - Data got entered - verification of data - Bank advice generation Pilot Project got completed in 100 days

IT EQUIPMENT
At the Sub Treasuries following IT equipment was made available: 1. Old computer MS-Windows 98 based machine with 64MB RAM attached with a 24 pin dot matrix printer(DMP) 2. P4 computer with MS-Windows-XP attached with a 9 pin Dot matrix printer and a BSNL broadband connection

For verification of successfulness of pilot project, testimonials, feedbacks were collected from pensioners randomly selected Comments in videos were collected from the: - District collector, Jaipur - SDO, Shahpura

UP-SCALING THE PROJECT: E-SANCHAR


The Department is intending to replicate it in other treasuries in other districts of the state Also the project is now being implemented for other beneficiary program for conveying information like Supply of ration commodities Cost of up-scaling(for 2.5 lacs pensioners) - Hardware - Operation and maintenance - Training to staff of treasuries

RECOGNITION

The e-Sanchar project was awarded for Maximum Social Impact also Best IT Implementation of the year 2009

CONCLUSION

After the success of the project it was included in the budget of 2011 to replicate the treasuries e-sanchar at shahpura sub treasury to all sub treasury office in jaipur 13 of them have been replicated in Jaipur district Projects like e-Sanchar should not be restricted to only the state of Rajasthan, The Government of India should try and up-scale it to all the states of India
