A State’s LEAP/SLEAP program must:
1) Be administered by single agency
2) Provide aid to eligible students
3) Ensure that aid to full-time students cannot exceed $5,000 under LEAP
4) Ensure that students have substantial financial need as determined annually by
State/approved by the Department
5) Not charge fees to students or parent’s
6) Allow all public and private nonprofit and vocational schools in the state to
participate in its programs unless
a) that participation is in violation of the State’s constitution
b) that participation is in violation of a State law enacted before October 1,
1978
7) Ensure that if it makes awards to independent students or to students who are
less –than-full-time, a reasonable portion of the State’s allocation must be awarded to
those students
8) Ensure that it will spend at least a dollar-for-dollar match to the Federal award
received under LEAP
9) Ensure that the amount spent on student awards under LEAP during an award
year represent an additional amount over and above what it spent on student awards
during the award year two years prior to the State first receiving LEAP (then SSIG)
funding
12)Ensure that the amount spent on student awards in total under its LEAP program

Reporting by Dependency Status: To the extent practicable, state LEAP Program funds shall represent the same proportionate
distribution of the funds aw arded to independent students in the LEAP Program as to the funds aw arded to all students in the state
Report all other non need-based aid.
Number of Dependent Recipients: This total is the number of dependent LEAP recipients of both the Federal allotment and all state-
appropriated funds used to match the Federal allotment under section 415C(b).

Number of Independent Recipients: This total is the number of independent LEAP recipients of both the Federal allotment and all state-
appropriated funds used to match the Federal allotment under section 415C(b).

Total Federal Funds: Include only the expenditures of your Federal LEAP allotment. When exact expenditures are available, you should
use them. How ever, if your state accounts for Federal program expenditures at the program level, not the student level,

Total State Funds: Include only the expenditures of all state-appropriated funds in your LEAP program. These funds are used to match
or overmatch your Federal allotment. These funds are aw arded to students under the LEAP program regulations and statute

Part I: Why Must I Report all AID Expenditures in my State?

In most cases, the total Federal dollars should equal your State's allotment received for the
award year for which your reporting. In all cases, the total cannot be greater than your
State's allotment for the award year.
Grid Totals MUST equal across categories within each
LEAP and SLEAP section. Remember, you're reporting on
the same pool of recipients by category.

LEAP Match: Total State Expenditures (Dependent and


Independent) MUST Equal = or Exceed > Your State's 3-
year-averaged Maintenance-of-Effort (MOE) Level. Your
state's MOE is determined by looking at the three previous
year's State expenditures under LEAP and deriving an
average expenditure level (these figures should match
what was reported previously on your reports for such
years).

Parts II and III (S/LEAP Grids): How do I report my State’s data?
SLEAP MOE: This total includes all non-Federal funds that a state
spent for any need-based activity or program that meets the
definition of any of the SLEAP authorized activities for the award
year for which its reporting. This may include any non-Federal
funds that were used to match another Federal need-based
program. Because this total is for the SLEAP MOE, be sure to
include the non-Federal funds spent for those need-based
activitiesSection

• Report recipients only once under each program.

• Report recipients by latest status only, however, report the State


and Federal dollars as they were actually spent for that recipient.

• It is possible that a recipient may have received LEAP dollars and


additional SLEAP dollars. In this case report that recipient under
each program as directed above.
