ENVIRONMENTAL IMPACT ASSESSMENT FOR

THE PROPOSED CEMENT PLANT WITH CLINKER3.6MTPA & CEMENT PLANT- 5.5 MTPA ALONG WITH 75 MW CPP AT VILLAGES UKIR & BHOA, TALUKA ABADASA, DISTRICT KACHCHH, GUJARAT

INTRODUCTIO N
Purpose of the Report :
Reliance Cement Company Private Limited (RCC)proposing to setup a green field integrated cement plant including captive power plant in Kachchh district, Gujarat. As per Environment Impact Assessment Notification dated 14th September 2006, new projects or activities, or the expansion or modernization of existing projects proposed in any part of India shall obtain prior environmental clearance from Ministry of Environment & Forests.

The proposed project is classified Category-Atype of projectunder 3(b) and 1(d ) Type Activityby Ministry of Environment & Forests, New Delhi as per the EIA Notification dated 14thSeptember 2006.
The proposed cement plant with clinker and captive power plant are considered as an Integrated Project and is being submitted to the Industry Committee. Based on the market demand, RCCis planning to develop a green field cement plant complex which mainly comprises cement plant with production capacity of 3.6 MTPA clinker and 5.5 MTPA cement and a coal based captive power plant of 75 MW at Villages Ukir & Bhoa, Taluka Abadasa, District Kachchh, Gujarat.

Project:
The estimatedcost of the proposed green field cement plant complex is Rs. 2500 Crores.

The proposed integrated cement plant complex is located at Villages Ukir & Bhoa, Taluka Abadasa, District Kachchh, Gujarat.

Scope of the Study


The scope of study broadly includes: To conduct literature review and to collect data relevant to the study area; Establishing the baseline environmental aspects in and around the project area;

Identifying various existing pollution loads;


Predicting incremental levels of pollutants in the study area due to the proposed project; Evaluating the predicted impacts on various environmental attributes in the study area by using scientifically developed and widely accepted environmental impact assessment methodologies; To prepare an Environment Management Plan (EMP), outlining the measures for improving the environmental quality in view of proposed project & allied activities for environmentally sustainable development; and Identifying critical environmental attributes that are required to be monitored in the post-project scenario.

Sources of Pollution Air Pollution :

The environmental pollution due to the cement plant in general, could be broadly classified into the following categories:

Wastewater Generation and Treatment :


The total fresh water requirement for the proposed plant is about 5000 m3/day which will be sourced from Ground Water/Desalination Plant.

No process wastewater will be generated from proposed plant operations. Treated sewage water will be used for watering the greenbelt. The plant will be operated on Zero Discharge Basis.
Wastewater Generation at Plant As the proposed cement plant will be operated on the dry process and air is used as cooling media, no wastewater will be generated. Wastewater Generation from Sanitary Uses The sewage wastewater from the proposed phase-II will be treated in theexisting Sewage Water Treatment Plant (SWT) having design capacity of 250m3/day.
