DEVELOPMENT OF DISASTER MANAGEMENT INFORMATION SYSTEM (DMIS) FOR VIETNAM

Le Minh Ba Information Technology officer Nature Disaster Mitigation Partnership

I. Objective
Overall objective: To develop a Disaster Management Information System (DMIS) to collect and classify data from local levels as well as relevant organizations. The DMIS not only collect information on damage but also support disaster preparedness and prevention activities andr identify relief needs.

I. Objective
Specific objective:

Establish an operational mechanism to exchange information at central level and provinces. Establish a disaster management information network based on information and communication technology applications such as Internet, GIS, SMS. Disseminate natural disaster information via web-site and facilitate the information sharing mechanism from Central levels to provinces, management agencies and communities. Strengthen IT application capacity for staffs; support them in accessing and using new technologies in order to meet the high demand of efficiency and quality of work.

II. Methodology
Level 1

Implementing agencies: At Central level Functions: Manually update, dynamic reports, dynamic charts, and authenticating visitors.

Level 2

Implementing agencies: At Central and provincial levels Functions: client-server module, electronic update, GIS integration, SMS reporting, dynamic reports, dynamic charts, security enhancement. Implementing agencies: At central, provincial, and district levels Functions: client-server module, electronic update, synchronous data GIS integration , SMS report, dynamic reports, dynamic charts, security enhancement.

Utilizing and intergrating GIS technology

Develop nature disaster GIS based on base map layers (administrative border, hydrography, transportation) and some disaster map layer (hazard map, historical landslide,...)

Utilizing and integrating GIS technology

Benefits of using GIS database 1- Performance 2 Data Integrity 3 Database Portability 4 Schema Portability 5 Out of the box applications 6 Reduced Cost of Database Development Data 7 Application Programming Interfaces and Development Tools 8- Openness ( Supports for Windows, Unix. Open networking solution LAN, WAN, wireless, supports all DBMS vendor spatial extensions IBM DB2, Informix, SQL Server and Oracle)

Utilizing telecommunication systems to transmit real time data

Utilizing telecommunication systems to transmit real time data

Develop a Mobile phone data collection system. First task is to register a number operator. (such as 1900xxxx, 8xxx, 9xx), then programming the system with following functions: - Send and receive information via SMS to collected data, information on early warnings, and/or instructions. When natural disasters occur and the internet doesnt work, SMS is a perfectly suitable technology for mobile devices. - Phone content management: Automatically record the entire contents of any phone calls as a compressed audio file and store in the database which will be very useful for CFSC at all level to prepare for and cope with natural disasters

Utilizing telecommunication systems to transmit real time data

SMS Syntax: longitude latituade <content>
