Need for the project


India is the worlds largest democracy with a population of over a billion-400 million of which are children More than one third of countrys population is below 18 years. http://www.unicef.org/infobycountry/india.html
India has highest rate of neo-natal deaths (around 35%) in the world. 40% of child malnutrition High child mortality. Reducing number of girls in 0-6 age group. (for every 1000 boys there are 927 girls). 46% children from ST and 38% SC out of school. High school dropout specially among girls. High rate of child marriage Large number of child laborers. There are 11.28 million working

Objectives
1. To design and develop a mobile and web based multilingual (English, Hindi & Telugu) software to automate the activities of Child Protection & Juvenile Justice System (for children in need of care and protection). 2. To deploy and implement the developed software in all the homes across AP.

Deliverables
1. Mobile and web based multilingual (English, Hindi & Telugu) software to automate the activities of Child Protection & Juvenile Justice System (for children in need of care and protection). Authentication Framework Juvenile Justice Board Child Welfare Committee Admission and Discharge of Inmates Inventory Management System Kitchen & Diet Hospital Management System School Education & Vocational training Guarding System 2. Deploy and implement the software in all the homes across AP. 3. Training the End Users

Scope of the Project


Children between ages 6 to18. Children in need of care and protection and Juvenile in conflict with Law.

Children in Need of Care & Protection (CNCP) Orphans, abandoned & destitute children Missing or run-away children Street & working children Children of sex workers Abused, tortured and exploited children Children indulging in substance abuse Children affected by HIV/AIDS Children affected by natural calamities, emergencies and man made disasters Children with disabilities Child beggars Children suffering from terminal/incurable disease

Scope of the Project


Juvenile in conflict with law (JCL) Children who is alleged to have committed an offence and has not completed 18 yrs of age.

Salient Features
Availability of real-time data for effective implementation, monitoring and evaluation of the project/ programs/schemes . Web based centralized database helps the department in
monitoring the activities of the homes (Location details,general health of the home, available facilities, effective utilization of the assets and resources available at homes )

monitoring the overall child growth and rehabilitation (Nutritious Diet, Proper health care, Cleanliness & proper clothing, Education, Vocation training, Entertainment)

Salient Features
Generation of home level, district level and state level text based and graphical analytical reports for better planning and decision making Hierarchical Roles and Privileges are provided to various stakeholders of the software.

Intervention Steps by Juvenile Justice Board

Child in conflict with law is brought before JJB by SJPU within 24 hours of apprehension

Child is interviewed by Judicial Magistrate District Probation officer / Child welfare officer meets the child and case history is recorded

Pending enquiry, child is kept in Observation Homes JJB orders social investigation report from DPO

Decision of JJB
Counsel the child & Parents Counseling Case Work (Basic Info)

Order a fine

Decide
Social Investigation report Release the child on probation of good conduct in care of parent / fit person Order to admit the child into Special Home (not more than 3 years)

Intervention Steps by Child Welfare Committee

Child is brought before CWC by police/child line/NGO/ concerned citizen for suitable decision

Child is taken into safe custody and admitted into Reception Unit of Children Home

CWC to assess the case/ study the report of police/ child welfare officer/ interview and counsel the child

District Probation officer prepares the final report by interviewing the child, making enquiries, interviewing family (if there is one), counseling the child

Decision of CWC
Counsel the child & Parents and restore the child to parents Counseling Case Work (Basic Info) Declare the child destitute and legally free for adoption

Decide
Social Investigation report Long term foster care for child not free for adoption Order to admit the child into Children Home in his home state.
