1. Sports facilities in the province.

2. Contemporary issues of Youth in the province.

SPORTS

Vision
Develop a competitive advantage in sports though state of the art facilities and infrastructure, accessible to all citizens of the province.

SPORTS Policy


Promotion of sports though various interventions from gross root level.
Restoration, up-gradation and creation of state of the art infrastructure. Research and Development. Development of the state of the art infrastructure with cutting edge sports facility.

Option Proposed Stadia of national standard. 62 nos. 1 Land required for each stadium. 80 kanals Appox. Cost for each stadium (80 Kanal @ Rs. 0.5 M per kanal = Rs. 40 M Ground leveling etc, Rs. construction of mini pavilion with washrooms, 3.8 billion changing room, rest room & meeting room = Rs. 20 M) = 60 M x 62 (Tehsils) = Rs. 3720 M or Rs. 3.8 billion) Option If Land required for national standard cricket 2 ground not available than mini sports complex in which Cricket, Football, Hockey, Basketball, and Volleyball etc can be played. 25 kanals x 0.5 M = Rs. 12.5 M + Development charges Rs. 10 M= Rs. 22.5 M x30 nos. = Rs. 675 M

Education and skills:
Compulsory education upto 16th year of age (as per Constitution); Formal employment at 18th year of age as per International standards; Bridging of two years through skills trainings Career Counselling should start at 10th year of education Curriculum in school and university should be student-centered Promote distance learning opportunities to expand outreach of education and training Affirmative action for inclusion of girls, vulnerable and marginalized groups of society as more than 60% population lives in rural area Promote IT infrastructure for more opportunities in On-line Jobs Education and Training should be closely linked with job market Faculty development for changing the status quo in education

HIGHLIGHTS OF YOUTH POLICY (UNDERREVIEW) Education

Introducing education on peace, love and pride for local culture, diversity and tolerance as part of curricula. Insulating campuses from violence, disturbances and clashes by providing absorbing academic schedules and activities. Utilizing educated youth to reach out to left outs and dropouts as part of their community service.

Training & Skills Development Provision of demand related skills training with micro credit line for entrepreneurship.

Employment Mapping of skills and demands of multiple sectors in the job market.

Provision of paid internships both by public and private sectors.

Extra Curricular activities & Youth Engagement Organizing youth in volunteer groups for social and community services. Creating youth peace groups to lead awareness campaigns for augmenting efforts for harmony, tolerance and non-violence. Introducing a programme of debates, competitions, panel discussions and walks structured around issues bearing on youth. Financial & Technical Support Creation of Youth Development Fund to support youth research, creativity, entrepreneurship and 19 innovation.

ACTION PLAN
Activity
Processing the policy for consideration and endorsement by the Chief Minister and Cabinet.

Action by
Sports,

After endorsement of the Policy, the Department shall: a) Process amendments in the Rules of Business for re-designating the Directorate of Sports and obligating it with the responsibilities envisaged in the Youth Policy.
b) Notify institutional arrangements for oversight, coordination and implementation. c) Convene inaugural meeting of the Steering Committee. (Next slide) d) Formal launching and showcasing the Policy in the first thematic youth conference of the province attended by: Government Departments Youth Associations Institutions Civil Society Development Partners Potential Donors/ Sponsors.

YOUTH AFFAIRS THE COMMITTEE IS MANDATED TO:

Provide vision, strategic direction and institutional roadmap for implementation of Khyber Pakhtunkhwa Youth Policy 2013; Oversee implementation and achievements of the Policy through bi-annual review sessions; Approve annual allocations for Youth Development Sector; and Prepare and publish annual report on the Status of Youth in Khyber Pakhtunkhwa.

YOUTH AFFAIRS JAWAN MARAKAZ


CONCEPTUAL FRAME WORK:

The Youth Centers or Jawan Centers will be hosted at Divisional Headquarters level, through community driven development for career counseling, organizing sports events, youth mobilization, awareness campaigns etc.
The Jawan Marakaz will be preferably established in the existing government buildings like universities and colleges. A sum of Rs. 70 million has been allocated for this purpose during 2013-14.

AIMS: Organize and mobilize the youth for social activism and healthy activities. Career counseling of the youth and students. Hold cultural and recreational activities for the youth and help de-radicalize the youth. Promote ethnic harmony and social cohesion. Prepare youth as tour operators.

Train youth for the revival of local indigenous means of livelihood

OPERATIONS

The local indigenous organization, senior citizens, key informants, youth of the locality
All have to be taken on board as the members of larger Jawan centers advisory board at the district, divisional and grass root level. The advisory board will suggest the details of the plan of action for implementing in their respective areas. There are 25 districts each one of which has a college, sports stadium and university in some of them. Thus the issue of building may be shared with the Higher Education as well as Social Welfare Department for sparing their premises to utilization as Jawan Center. Each center having tentative allocation of Rs. 2.8 million per district 28 for each youth center at head quarter of the respective district.

YOUTH AFFAIRS
An amount of Rs. 2,33,000.00 is available for each month of a year for all the district Jawan Center during the current financial year 2013-14. The utilization of the amount which shall be made available through the respective Deputy Commissioners routing though the Commissioners of the concerned divisions. The District Account Officer may act as a Secretary with the Deputy Commissioner and District Sports Officer in the district for maintaining the drawl and disbursement of funds to the Jawan Center at the District Head Quarter level. Trial and error process is expected to evolve a transparent mechanism for enabling the youth to invest their energies in sustainable manner.

Process of thinking, implementing and monitoring by the youth in consultation with the civil society member with public sector servants supporting them shall ensure that the youth dose not derail from there positive contribution towards their role in nation building. Youth exchange action plans may be based on seasons, educational institutions, however its much more advisable to the advisory board in the district for the Jawan Center to pounder on this aspect. All the strata of the society that implies that it would be comprising of both the formally educated as well as non-educated with special emphasis on the special people among youth to be part of the action plan of the Jawan Center.
