Flexibility: Flexibility to recharge the FLPP account with the help of recharge vouchers. Vouchers/Refill card shall have at least following 4 states: 1. Valid in which the Voucher/Refill card shall be ready to be used by any service user. 2. Used in which the Voucher/Refill card has been used by a user to refill his account. 3. Blocked in which the Voucher/Refill card can not be used. 4. Expired in which expiry date has passed & Voucher/Refill card can not be used any more.
New subscriber line will be provisioned as pre-paid in LE. Use of same CLI for multiple accounts Use of FL-PP service from fixed, mobile and WLL networks. Define, modify and remove the service access code and service key in SSP for FL-PP service by MML command. SSP shall provide FL-PP service in over-lay mode in addition to Local Exchange as integrated SSP. SSP shall be capable to trigger SCP on DP1, DP2, DP3 and DP11criterion.
Service Features
Unique account numbers (of at least 12digits) in each SCP. Generation of vouchers with unique numbers. During call progress, the remaining credit shall be checked in real time. Charging of FL-PP subscriber shall be determined by SCP. AMA shall be generated at SSP and Registered at SCP using messages Apply charge (AC) and Apply Charging report (ACR). SCP shall uniquely identify charging information based on calling number CLI and call terminated number.

Fraud protection features for protection from PIN fraud, Voucher fraud & Voucher's security. Statistics information for the Service/Account/Account profile. Provision to build promotional campaigns rapidly without modifying existing prepaid packages. Negative Credit :Deduction of specified amount from a prepaid A/C based on certain criterion. PIN will be of minimum 4 digit and maximum 6 digits. General announcement facility for promotion information or warn the user of a tariff policy change.

Prepaid Account shall be associated to user's line-Fixed line/ Fixed Network of BSNL. One FL-PP account shall be attached to one fixed telephone line. However by dialing specific SACs it shall be possible to access different prepaid accounts from the same telephone line. Change of user account from one fixed line (CLI) to other fixed line (CLI) through management menu. User's Management menu for account recharge, change of PIN, account Interrogation, enable/ disable PIN, language selection, calling line attachment / detachment. Redialing feature shall be possible.

Warning messages shall be provided for end of activity period, end of inactivity period, threshold credit. Loyalty Reward: It shall be possible to give additional credit to a prepaid account in case a user consumes certain credit value during a predefined time. Heavy User Reward : a. It shall be possible to give additional credit in case a user recharges his account within the defined period. b. It shall also be possible to give additional credit if user recharges a number of times in a given time duration. Active User Reward: It shall be possible to give additional credit in case a user recharges his account within the first X days of his inactivity period.

Multiple simultaneous, maximum 8, calls using the same account. IN Services which can be assessed using ITC Cards shall be available using FLPP accounts. User shall be able to refill the Account(s) by using Recharge Voucher/ card. FL-PP shall support Follow-on feature as follows: i) Called party releases call (in case of CCS7) ii) Called party does not answer iii) Called party is busy iv) Incase of not enough credit to make the call v) Route select failure
How it works?
Service user has first to subscribe to the service selecting a particular commercial profile corresponding to a given initial credit. FLPP call shall be processed in three steps : i. Service access which can be implicit via a direct access or explicit through a Service Access Number (SAC). ii. User authentication which can be implicit or explicit through an Authentication identifier. iii. Call parameter input: Destination's number or service's management.

FLPP account may be recharged when: 1. Prepaid credit becomes exhausted. 2. Activity date of the account expires. User's Management menu shall be used for account recharge, change of PIN, account Interrogation, enable/ disable PIN, language selection, calling line attachment / detachment etc.

Methodology
Account(s) shall be pre-created in bulk in SCP/SMP with random PINS and printed packs of account numbers of different profiles shall be made available in market. At the time of registration the line shall be given the special category in local exchange. At the time of registration in SCP the account shall be registered automatically with the CLI of line from which the registration has been done
Valid : Pre-paid account is called in valid state when it has been created in the SCP and account is ready for activation. Active : The account is called in 'Activated' state either at the first outgoing to account in valid state. Inactive : The account state changes into inactive state at the end date of activity period which depends upon previous voucher profile. Deactivated: The account state changes to deactivate state either at the end date of inactivity period or no call has been placed before the expiry date. Recharge suspended: If the maximum number of bad recharging attempts, which shall be configurable with MML commands, is reached, the account shall be placed in suspended state for recharging. Blocked : Service provider shall be able to place account in blocked state with MML command.

Exhausted : The Exhausted flag is set as soon as the account balance is lower than a threshold defined per account profile basis. Purged : The accounts in expired state shall be purged automatically and/ or manually from SCP/ SMP.
