The SC E-Library

by Milagros Santos-Ong Chief, Library Services The Supreme Court E-Library was conceived when Justice Antonio T. Carpio volunteered to Chair the Committee on Library and Printing on April 2, 2004. After six months on October 2004, a soft launching was made in Iloilo during the Philippine Judges Convention. The launching of the online or first web- based, fully searchable digital library in the Philippines and in Southeast Asia was made on November 19, 2004.

Puts all laws, decisions and rules and regulations in the Judges fingertips

Every judge in the Philippines must have at his fingertips all the decisions of the Supreme Court, all laws passed by Congress and all rules and regulations of the government from 1901 to present. The ELibrary aims to provides judges all the legal information needed in decision making. Serves as the primary research tool needed in the speedy and effective administration of justice

The E-Library is available in two mode:

INTERNET/ ONLINE VERSION - The first fully searchable web-based library not only in the Philippines but also in Asia. This Library is a Library that never closes for it is 24 hours a day, seven days a week (24/7). Privilege ends upon retirement or separation to the Judiciary . http://elibrary.supremecourt.gov.ph

In order for Judges to be able to use the Internet version, the Judge must first register on-line with the E-Library which contains a database of all the authorized users. At present, the authorized users are the Justices, Judges, Clerks of Court of all courts, SC lawyers.

All those with yellow * must be filled out. USER NAME and PASSWORD are information known only by the person who registered. Registration is done only ONCE. In case you forgot your PASSWORD, inform us so that we can cancel registration. You have to register again. JURISPRUDENCE Published and unpublished decisions of the Supreme Court from 1901 to the present. Also included are: (1) Extended Resolutions that resolve a motion for reconsideration or those that explain or affirm a decision; and (2) Administrative Matters. PROJECT COMUSDEC This is an ongoing project of the E-Library to retrieve the missing Supreme Court decisions from 1901-1945. The majority of the original decisions of the Supreme Court at the Reporter's Office were destroyed during the Second World War. Volumes 9-10, 12 (1908), 13-14 (1909), 1517 (1910), 18-20 (1911), 21 (1912), 56 (1931), 57 (1932), 58 (1932), 58 (1939) of the Philippine Reports list all the unreported Supreme Court decisions. A search for these unpublished decisions was made in various libraries in the Philippines and in the United States. However, as the search continues, more unreported decisions have surfaced for the years not covered in the list found in the Philippine Reports.

Legislative Enactments Acts - 4,275 public acts enacted by the Philippine Assembly from 1901-1935. They are cited as: "Act No. ___." Commonwealth Acts - 733 laws passed from 1935 - 1946 cited as: "Com. Act No. ___". Batas Pambansa - 844 laws passed by the Batasang Pambansa (Philippine Parliament) from 1979-1985 and cited as: "Batas Blg. ___". Presidential Decrees - 2,034 enactments of the President from 1972-1986 when the Philippines was under Martial Law. These are cited as: "Pres. Decree No. ___". Republic Acts - Congressional enactments from the declaration of Philippine Independence in 1946 until the declaration of Martial Law in 1972. These congressional enactments were resumed in 1987 when the present Congress was organized under the 1987 Constitution. There are now over 9,000 Republic Acts which are cited as "Rep Act.
