PAYATAS B ELEMENTARY SCHOOL

HISTORICAL BACKGROUND OF THE SCHOOL


Payatas B Elementary School (PBES) was named after its local barangay, Payatas. It is divided into two: Payatas A (area A) and Payatas B (area B). Because of its ample area, it was established equally for distribution of government services. It was established in a private property along Madjaas Street, Group II in 1982.

HISTORICAL BACKGROUND OF THE SCHOOL


Due to rapid increase of enrolment, the principal on that time, Mrs Violeta B. Mabaet, requested an additional building and it was granted to accommodate the pupils. Since there is no available lot area in Madjaas to construct the new building, it was built in the vacant lot along Narra St. where Payatas B Elementary School was established to its present site since 1995. The school has 1,947 sq. m. site.

It is situated in an urban community, dotted with busy streets, congested residential areas, shanty homes and commercial centers like junkshops and mini-market. A large part of the area it serves is coming from Lupang Pangako, a dumping site. The people of Payatas are mixtures of different cultural dialects which is true in all areas of the barangay. The Tagalog dialect is mostly spoken by the people in the area. Majorities are Roman Catholics but other indigenous groups are mixed.

The school is located along Litex Rd. leading to Rodriguez Rizal. Also, it belongs to barangay Payatas Group I, where most of the residents are squatters and considered as urban poor. Some areas of Payatas have been developed to small villages and subdivisions. Others were being constructed as commercial centers for the residents.

The school is serving the rapidly increasing population of barangay Payatas along with the four neighboring public elementary schools. The principals who rendered endless and unselfish services to upgrade quality of education through their effective management were:

Dishonesty is a question of intention. In ascertaining the intention of a person accused of dishonesty, consideration must be taken not only of the facts and circumstances which gave rise to the act committed by the respondent, but also of his state of mind at the time the offense was committed, the time be might have had at his disposal for the purpose of meditating on the consequences of his act, and the degree of reasoning he could have had at that moment (Official Gazette, 2011)

In the article written by Macasaet (2012) expounded that it was dishonesty by design, committed to evade the law that punishes government officials and employees who acquire wealth that their salaries cannot justify.

Dishonesty is defined as the concealment of truth or distortion of truth in a matter of fact relevant to once office or connected with the performance of his duties, or an absence of integrity, disposition to betray, cheat, deceive or defraud, bad faith (Moreno, Philippine Law Dictionary, Third Edition)

Strickland (2010) described in his article that there are some acts which justify reporting a coworker include fraud, embezzlement, sabotage and sharing intellectual property.

These dont just affect how you do your job they can hurt the entire company. Its better to report serious problems early before they can develop further. And you dont want to be associated with unethical behavior if your employer discovers you knew about your coworkers dishonesty and did nothing about it, you could face punishment.

Mandate drug checks before and during employment. Drug addiction is more rampant than you think. The 2008 United Nations Office on Drugs and Crimes report says that the Philippines ranked first in Southeast Asia in terms of the number of drug users and abusers.

The report said there were 2.7 million illegal drug users in the country in 2004. Since drug addiction is expensive, there is a very high rate of theft among illegal drug users (Smart, 2010).

Dishonest staff must be aware of the consequences that will follow if they are caught stealing.

Dishonesty in workplace may not be completely eradicated completely but effective communication between principals and teachers is the foremost step that can be take to help at least reduce the problem.

Effective communication goes along the way, let the teachers realized that they are part of the organization and should whatever predicament abound, teachers should be part of the solution, not the problem.

Moral consistency in every individual and the practice of honesty is very well dictated upon by the situations faced by individuals. Clearly as suggested by McPhail (1982), this circumstance illustrates situational morality where the moral decision-taking in concerned with determining what will have the best effects in terms of well-being, of meeting needs, feelings and interest, in a specific situation.

The major theories in moral development by Kohlberg and Piaget emphasize justice as the core for moral decisions not only by means of individual rights to be involved by the person involved when in conflict but also include those that occur when ones actions serve as factors threatening to perturb the mutual attachments of individuals.

Tiwari (2011) pointed out that the issue of tardiness in the workplace has become very common. Lack of time management is one of the must negative traits in a person which gives rise to tardiness in the workplace. Punctuality is the most demanding workplace ethic. It has become a perturbing issue for the companies because it is affecting the productivity.

Based on the foregoing circumstances, this study attempts to perceive the principals and teachers perception of dishonesty in workplace, in the Division of Quezon City, during the Academic Year 2013-2014, as basis for crafting a proposed training design related to in the above research.

SUGGESTED SOLUTIONS Dishonesty in workplace can be avoided through effective

communication. Get to know better your subordinates. Make the rules and consequences clear. Walk around and observe that everything is in order. Know the time needed for a tasks completion. Report confidentially a dishonest personnel in professional manner. Be a role model.

RECOMMENDATIONS Attend in service trainings/seminar to become aware of the CSC


Rules and Regulations.

An open-line communication between the school principal and teachers should be enhanced through frequent dialogue. Teachers should be provided with hand-outs/ pamphlet/ of CSC Rule and Regulations.
