MAIN FUNCTION

To ensure and enforce Security and Safety procedures to


effectively secure JPB premises, thus ensuring that all
JPB’s customer, clients, port users and visitors
(including all assets) are free from any security and
safety threats.

WHAT IS ISPS CODE?
 Diplomatic Conference on Maritime
Security by the United Nation
 Inter-Governmental Maritime Consultative
Organization (IMCO) formed in 1948
 IMCO renamed as International Maritime
Organization (IMO) in 1982
 Safety of Life at Sea (SOLAS) has been
imposed by IMCO in 1974
 In the SOLAS conference in London on
Dec 2002, new provision known as ISPS
Code was adopted
 ISPS Effective Date 1st July 2004
ACCESS CONTROL
1. 1.3.3. Preventing unauthorized access to ships, port facilities and their restricted areas.

2. 16.3.1 Measures designed to prevent weapons or any other dangerous substances and
devices intended for use against persons, ships or ports, and the carriage of which is not
authorized, from being introduced into the port facility or on board a ship.

3. 16.3.2 Measures designed to prevent unauthorized access to the port facility, to ships moored
at the facility, and to restricted areas of the facility.

4. 16.3.12 Measures designed to ensure effective security of cargo and the cargo handling
equipment at the port facility.

5. 16.3.15 Procedures for facilitating shore leave for ship’s personnel or personnel changes, as
well as access of visitors to the ship, including representatives of seafarers’ welfare and labour
organizations.

6. 9.33. The security measures relating to the delivery of ship’s stores should:

9.33.1 Ensure checking of ship’s stores and package integrity.


9.33.2 Prevent ship’s stores from being accepted without inspection.
Prevent tampering, and Prevent ship’s stores from being accepted unless ordered.
ACCESS TO THE PORT FACILITY

1. 16.10 The PFSP should establish the security measures covering all means of access to the
port facility identified in the PFSA.

2. 16.11 For each of these the PFSP should identify the appropriate locations where access
restrictions or prohibitions should be applied for each of the security levels. For each security
level the PFSP should specify the type of restriction or prohibition to be applied and the means
of enforcing them.

3. 16.12 The PFSP should establish for each security level the means of identification required to
allow access to the port facility and for individuals to remain within the port facility without
challenge. This may involve developing an appropriate identification system, allowing for
permanent and temporary identifications for port facility personnel and for visitors respectively.
Any port facility identification system should, when it is practicable to do so, be co-ordinated
with that applying to ships that regularly use the port facility. Passengers should be able to
prove their identity by boarding passes, tickets, etc., but should not be permitted access to
restricted areas unless supervised. The PESP should establish provisions to ensure that the
identification systems are regularly updated, and that abuse of procedures should be subject
to disciplinary action.

4. 16.13 Those unwilling or unable to establish their identity and/or to confirm the purpose of
their visit when requested to do so should be denied access to the port facility and their
attempt to obtain access should be reported to the PFSO and to be national or local
authorities with security responsibilities.
ACCESS TO THE PORT FACILITY
5. 16.10 The PFSP should establish the security measures covering all means of access to the
port facility identified in the PFSA.

6. 16.11 For each of these the PFSP should identify the appropriate locations where access
restrictions or prohibitions should be applied for each of the security levels. For each
security level the PFSP should specify the type of restriction or prohibition to be applied and
the means of enforcing them.

7. 16.12 The PFSP should establish for each security level the means of identification required
to allow access to the port facility and for individuals to remain within the port facility without
