The emerging water crisis from increase competition for use and other factors affecting water supply and demand is essentially a crisis in governance. (UNDP)

Location: Philippines and Cebu Island


Cebu is located at the geographic center of the archipelago. An elongated island, 250 kms. long. 50 kms. at its widest center Land area of 500,000 has.

64% of its land area has a slope of 18%30%. 12% with a slope of 30%-50% Forest Cover- barely 0.8%.

Thus, it is time to plan for the management of our water resources

Increasing demand for water due to population growth in Metro Cebu.


Degradation of the catchments by human incursions, improper cultivation, erosion. Lack of political will to implement rules and regulations. Destruction of natural recharge areas by reclamation and infrastructure construction. Over-pumping of groundwater causing sea-water intrusion.

CUSW was organized to respond to the threat of impending water crisis due to fragmented sectoral management of water resources. Advocacy-protection, conservation and rehabilitation of watersheds. Seeking creation of local authority to coordinate government agencies in partnership with stakeholders on decisions affecting water resources.

Intervention on repeal of Cebu City ordinance declaring as commercial strip the sides of the trans-central highway across main divide of headwater systems of the three principal catchments.

Proposal to consolidate the 5 separate declared protected areas into one protected area landscape to check inefficiency in management and source of future conflicts.

representations and lobbying for government attention to Cebu water situation.

Her Excellency President Gloria Macapagal- Arroyo wrote an executive instruction to NWRB to create an interagency task force to attend to Cebus water problem. July 2002

Launching of promotion Integrated Water Resources Management (IWRM).


Local Obstacles: Leadership inertia - resistance to change. Looking always for legal mandate - not trusting MOU. Need for intensive capacity building.

Central Cebu in 2020 Participated by many different representations of stakeholders from government, civil society and private sector.

Strengthening Barangay Development Councils

Seeking to constitute o Headwater local apex body to sustain Restoration activities beyond project life. Water Systems Solid Waste Management

Participation in GWP assemblies and World Water Forum 2000 & 2004. Networking with PWP and other national and international organizations Close collaboration with DENR-7 and with the reorganized NWRB in its regionalization plan.

Project WET and PLT Forums and workshops with stakeholders and government leaders. Workshops and trainings among CUSW Members

Cebu City Rivers Commission revitalizing dead rivers. Cebu City Ordinance on Rainwater Harvesting No. 1711.

Promoting among industrial partners waste water recycling and RBO systems for small businesses and communities.

Guadalupe River assist in the Guadalupe River Rehabilitation Management Council Buhisan River and Dam rehabilitation and revitalization projects. Activities: FGDs, Community Organizing, Strategic Planning, Project and Funding Proposal Making, Continuing Capacity Building of Leaders.

Continuing capacity building for municipal water resources management boards on IWRM Process and River Basin Approach.

Sum of our Experiences in Promoting IWRM Introducing a new paradigm in water resources management is a very challenging venture. Identifying and cultivating champions for change among people with encrusted traditional management systems will need a long and arduous task of capacity building. Examples of even relative success stories can help overcome adamant attitudes and prejudices.
