C/I measurements are performed on all frequencies that appear in the Neighbour BCCH -List Measured Cells (MCs) are:

Narrow BCCH Band Approach ( BCCH band <= 32 )


Assumption: All BCCHs are from a specific dedicated frequency Block
Goal: Measuring all BCCHs means measuring of all Cells possible Method: Add External Cells with BCCH 1 32 and create HOs on them if

necessary, but inhibit real HO by parameter setting (f.I. HO_MARGIN = 127

Wide BCCH Band Approach ( BCCH band >= 32 )


Assumption: BCCHs are homogenous distributed over a band > 32 Goal: Measuring cells in consecutive packages starting with the most important Method:
Setting up HOs to real existing cells in the network Inhibiting HO execution by parameter setting ( for instance HO_MARGIN =127 Selection of important cells by using other criteria ( for instance Predicted IM)
