Dear President, As you know, the Government has recently taken the decision to remove from the market all the nervous systems of all the grazing animals which have been slaughtered, the carcasses and seized animals from abbatoirs. These measures complete those concernin g the removal of offals from bovines born before the 31/07/91 (Note : see Specified Bovine Material Order). The total amount of material concerned by this new measure represents about 400,000 tonnes per annum of fresh product in period of normal production, including 100,000 tpa defattened animal meals and 30,000 tpa of fats. These product will have to be incinerated. To limit to the maximum the storage of this material and associated risks, and considering the high quantities involved compared to the incineration capacity available, it is necessary to envisage the incineration of these wastes into co-incineration plants. For this reason, I can only see advantages to the cement industry achieves quickly some trials to incinerate these wastes in the cement kilns, which are already authorised to burn hasardous waste. Paris, 19/11/96 Dear President, Following the meetings on the incineration in cement plants of animal meals and fats removed from the market as a result of the sanitary protection measures taken because of the BSE crisis, the cement industry representatives have asked questions about the animal meals characteristics, especially with regards to health and safety and the precautions to take during handling. Therefore : - The Government has taken the decision to incinerate certain animal meals in order to avoid any risk of reintroduction into the animal food chain, as a precautionary measure. - As long as the condition that all the H&S and other specific measures, which are defined in the attached document in collaboration with the INRS (Institut National de Recherche Sanitaire ?) are respected, the handling and burning of animal meals, prepared according to a process validated by the European regulation (EEC order 94/382/CE), do not present any further risk for the personnel and neighbourhood of the cement plant with regard to BSE, whatever the source of the animal meals : those coming from offals removed from the market or from animal carcasses.
