When did this new appraisal
process start and why?
The Ministry of Education initiated the
process of Performance Appraisal of
Experienced Teachers (PAET) in April 2007.

The intent was to create seamless transition


between the new teachers’ (NTIP) and PAET,
to strengthen the government’s PD
directions, to improve student learning, and
to respond to criticisms of the previous TPA.
OK, what are the key changes
that impact me?
1. A compulsory appraisal for experienced
teacher only occurs every 5 years.
2. The Summative Rating Scale levels are
“satisfactory” or “unsatisfactory”.
3. In an appraisal year, when a “satisfactory”
rating is achieved on the first PAET, the
appraisal process is completed.
4. The ALP – Annual Learning Plan, is teacher
authored and directed, with more emphasis
placed on goals, growth and PD.
5. The Parent and Student Surveys no longer
exist.
Who is an Experienced Teacher?
An experienced teacher is any certified
teacher recognized by the College of
Teachers who has successfully completed
NTIP/TPA
OR
a certified teacher recognized by the College
of Teachers who was in a permanent teaching
position prior to the date of the mandated
NTIP and is not in their first year of
employment with his/her present board.

Where do the “Look-fors” come
in?

The “look-fors” are objective observations


made by the principal or designate that show
that the teacher has command of the
Competency(s) and therefore the Domain.

See page 59-75 of the Technical

So how are the Domains,
Competencies and “Look-fors”
used in my PAET?
In the pre-observation meeting held
with the principal, discussions will
occur to narrow the focus and number
of competencies to be appraised in that
observation.
HOWEVER
The principal is free to take into
consideration all 16 competencies in
the Summative Report.
The Annual Learning Plan (ALP)
1. Every teacher must have an ALP.
2. The ALP is teacher authored and
directed.
3. The ALP is developed in consultation
and collaboration with the principal.
4. The original ALP is updated and
revised each year taking into
consideration the comments from the
Summative Report of the most recent
PAET.

5. In an appraisal year, the ALP is
reviewed by the teacher and principal as
part of the pre and post observation
meeting and updated as necessary.
6. In non-appraisal years, the teacher is
required, in consultation with the
principal, to review his/her professional
growth goals and strategies for that year.
A meeting is not required.
7. Teachers are encouraged to consider
parent and student input for their ALP.
The ALP Form
An ALP Form may be developed by
each board based on the Sample Form.
This is a role for the TPA Board
Resource Team, of which OECTA is a
member.

Taking Possession of Your ALP
It is essential that each teacher takes
ownership and possession for their
personal professional ALP.

An ALP is not a vehicle to drive a


principal’s agenda or a mechanism for
a board to implement or mandate it’s
strategic goals or plans. It is a
professional growth document.
The Appraisal Meetings
There are 4 appraisal meetings:

a pre-observation meeting
a classroom observation
a post observation meeting
a Summative Report meeting

There is a two point rating scale:
SATISFACTORY
(Meets the expectations of the Domains and
Competencies)
UNSATISFACTORY
(Does NOT meet the expectations of the
Domains and Competencies)

So what happens in each case?


Mandatory Timelines
1. A principal must notify a teacher in
his/her PAET year within 20 days of the
commencement of his/her teaching
duties.
2. Following a PAET, a teacher who
earns a “satisfactory” must receive the
completed and signed Summative
Report Form from the principal within
20 days of the classroom observation.
Mandatory Timelines
3. Following a PAET, a teacher who earns
an “unsatisfactory” must receive the
completed and signed Summative Report
Form from the principal within 15 days of
the classroom observation.
4. For a teacher who earns an
“unsatisfactory”, the principal has 15
school days to give the teacher an
Improvement Plan.
DO NOT GIVE AWAY YOUR
RIGHTS!
1. Do not volunteer to have a PAET outside of
your 5 year cycle.
2. Do not take part in another teacher’s PAET.
3. Own your ALP.
4. Contact your OECTA Rep if any timelines
are missed.
5. In your PAET year, study the documents
and own the process.
6. The Log of Teaching Practice is voluntary
and optional – by choice of the teacher.
