The Foundation of the Course

Objectives:
1. establish consciousness on the salient points and
provisions of R.A. 9163;
2. identify and distinguish the three components of
NSTP;
3. recognize the CWTS and its program of activities;
4. assert the youth's vital role to the country's nation
building.
I. LEGAL BASES OF THE COURSE

1987 Philippine Constitution, ARTICLE 4, SECTION
13.

'The state recognize the VITAL ROLE of THE YOUTH
in NATION BUILDING and shall promote their
physical, moral, spiritual and intellectual patriotism
and nationalism, and encourage their involvement in
public and civic affairs'
I. LEGAL BASES OF THE COURSE

SECTION 1. Short Title. - This Act shall be known as the
National Service Training Program (NSTP) Act of 2001.

SECTION 2. Declaration of Policy. It is hereby affirmed the
prime duty of the Government to serve and protect its citizen.
In turn it shall be the RESPONSIBILITY OF ALL CITIZENS TO
DEFEND the security of the State and in fulfillment thereof, the
GOVERNMENT may REQUIRE EACH CITIZEN to RENDER
PERSONAL MILITARY OR CIVIL SERVICE.
History of R.A. 9163:

--Passage of the law started on July 23, 2001

--Passed by the Senate and House of Congress on
December 19, 2001

--Approved by the President on January 23, 2002

--Effectivity started for the SY 2002-2003

1. What is the National Service Training Program?
--accdg to Section 5, NSTP is a training program for
students, male and female of any baccalaureate
degree course or at least two (2) year technical
vocational courses in public and private educational
institutions; mandated by the state through R.A. 9163

--the program aims to enhance civic consciousnes
and defense preparedness in the YOUTH by
developing ethic of service and patriotism while
undergoing training in any of its three (3) program
components. These components are specially
designed to enhance the youth's ACTIVE
CONTRIBUTION to the general welfare.
II. IMPORTANT PROVISIONS OF
Republic Act 9163

Three (3) Components are the:

Reserve Officer Training Corps (ROTC) is
program institutionalized under Section 38 and 39 of
RA No. 7077 designed to provide military training to
tertiary level students in order to motivate, train,
organized and mobilize them for national defense
preparedness.

Three (3) Components are the:

Literacy Training Service (LTS) - is a program
designed to train students to become teachers of
literacy and numeracy skills to school children, out of
school youth, and other segments of society in need
of their service.

Civic Welfare Training Service (CWTS) refers to
programs of activities contributory to the general
welfare and the betterment of life for members of the
community or the enhancement of its facilities,
especially those devoted to improving health,
education, environment, entrepreneurship, safety,
recreation and morals of the citizen.

2. Who will undergo NSTP training?
--ALL incoming freshmen students male and female,
starting school year 2002-2003, enrolled in any
baccalaureate programs and in at least two-year
vocational couses are REQUIRED to complete one (1)
NSTP component as requisite for graduation.
