RAN Capacity Management Process
At a high level, the process for RAN capacity management includes three
sequential steps:
1. Counter & KPI monitoring with agreed trigger thresholds (daily/weekly) to
measure resource usage or/and blocking.
2. Detailed Blocking cause analysis & optimisation actions
3. Possible Hardware Capacity upgrade actions & verifications

Capacity upgrade process involves making a decision as to whether an upgrade is
required or whether the WTBS is likely to benefit from further optimisation. If an
upgrade is required, upgrade verification is performed one the once the upgrade has
been implemented

Operators are looking to assist their network monitoring in two ways:
1. Proactive monitoring where performance counters are used to allow
trending of growth for capacity upgrades.
2. Reactive monitoring where performance counters are used to indicate
that a particular element has become congested.

The blocking in Air Interface gives information about the lack of radio resources

Lack of BTS Downlink Power => AC is rejecting new users
Increased UL interference => No room for more UEs to be connected into cell
Availability of code tree => Issue when HSDPA is enabled in the cell

Proactive or reactive monitoring can trigger the Air Interface capacity upgrade
process depending on which counters are monitored
Proactive Monitoring
Continues monitoring of Air Interface resources (UL & DL power including CCH load
and DL code utilisation) can give good indication when Air interface capacity
upgrade is required
Prior to activation of new features (e.g. HSDPA & HSUPA) it is necessary to ensure
that there is enough free air interface capacity (Power and codes)
Reactive Monitoring
Setup Failures can be used to monitor congestion level in more details
Reject rates can be used to detect DCH blocking level
DCH selected due the too many HSDPA/HSUPA indicates that more capacity is
needed

WBTS HW Capacity
The possible reason for BTS HW blocking could be lack of HW resources, which
basically means the lack of Channel Elements (CE).
The CE capacity is based on WSP cards in Nora BTS and on the FSM capacity in
Flexi BTS.
The new service setup would be blocked if the current traffic mix does not leave
enough free hardware channels to support these new services.

Continues monitoring of Channel element utilisation can give good indication when
CE capacity upgrade is required
Prior to activation of new features (e.g. HSDPA & HSUPA) it is necessary to ensure
that there is sufficient baseband processing resources

HSXPA BTS HW Capacity
HSDPA BTS CE resource reservation is always fixed, and cannot be used to
other services.
HSDPA Baseband resource reservation is symmetric for uplink and
downlink and depends on activated features.
However, resources are not reserved for HSDPA UL return channel

HSUPA consumes both UL and DL baseband processing within the WBTS, so
it's necessary to ensure that there is sufficient baseband processing resource
prior to enabling HSUPA.

The HSUPA baseband processing requirements are symmetric across the UL
and DL directions. Additionally, DPCCH for HSPA needs one extra CE.
