LTO is composed of the following regions: The concept of land transportation system in the Philippines started when our ancestors invented the means of locomotion with the animals in moving people and goods from place to place.
Although the means of land transportation during the early days were not as sophisticated as the modern vehicles of today and the roads not as well constructed, the early Filipinos also observed some laws to govern their mobility. Pictures in Action Office of the Executive Director Plans, directs supervises, coordinates and controls the administrative and operational activities of all employees under the Executive Director and assists the Assistant Secretary in coming up with policies. Reviews/Recommends procedures, rules and regulations and operational plans on motor vehicle registration, licensing of drivers and enforcement of pertinent land transportation laws Exercises, supervisory, directs, supervises and controls the conduct of audit and central powers over all divisions, regional and district offices.
Supervises and controls the conduct of administrative investigation like anti-graft cases and complaints against employees. Reviewing some Certificates of Accreditation of Emission Testing Canters and Car Dealers Nationwide.

Law Enforcement and Traffic Adjudication System Hears and decides cases involving violations of land transportation laws in the fairest, most expeditious and economical manner due regard to the requirements of substantive and procedural administrative due by process by: implementing and maintaining an effective system : to ensure and monitor the proper enforcement of penalties for the handling, hearing and deciding of cases including the sending subpoena, judgment and orders
