IAS couple's

worth Rs.360 cr



Arvind and Tinoo J oshi, IAS officers of
the Madhya Pradesh cadre, have held
important positions at the Centre since the
late 1980s.

Tinoo served as Deputy Secretary in the
Prime Minister's Office from July 1, 1988,
to January 1, 1990, while Arvind was Joint
Secretary in the Defence Ministry during
the 1999 Kargil hostilities.
Rs.360 crore - that's the worth of top ranking
Indian Administrative Service (IAS) officers
Arvind Joshi and Tinoo Joshi. The high profile IAS
were suspended after an Income-Tax raid at their
Bhopal house in February 2010.

The raid yielded Rs.3.06 crore in cash. But as it
turns out, that was just a drop in the ocean of
wealth that the couple had amassed in 32 years of
being civil servants.




The report estimates the total worth of the couple at a
staggering Rs.360 crore, including property
worth Rs.220 crore.

The couple own 400 acres of land in Bhopal and other
districts of Madhya Pradesh. They also own 25 flats
mostly in Bhopal and one in Delhi.

The Joshi family including Arvind's parents, had taken
out insurance policies ranging from Rs.50 lakh to Rs. 1
crore. From real estate to swank resorts to liquor trade,
the couple had investments in several sectors. Besides,
the couple also had Rs.9.83 crore in bank deposits.



ACCOUNT OF HAPPENINGS PRIOR TO
THE SEPTEMBER 9,2014 COURT VERDICT:
THE RAID
Feb 2010: Income Tax department raided
the residence of IAS couple Arvind and
Tinoo Joshi. As the enquiry proceeded, the
couple was found to be in possession of
staggering Rs 360 crore assets. The assets
were said to be present in different cities
of Madhya Pradesh including Bhopal.
Huge investments

The two have made investments in a number of areas
ranging from agriculture to real estate and stock market.

The couple bought land at a number of places including
Kanha and Bandhavgarh national parks, Raisen,
Balaghat, Sehore and Bhopal, the report said.

It also alleged that the couple purchased 25 flats of which
18 are in Guwahati, six in Bhopal and one in New Delhi.
Papers about seven plots at Patel Nagar have also been
recovered from their possession, it said.

The report also claimed that Arvind had allegedly
indulged in speculative trading in shares, futures and
options amounting to Rs.270 crore in the past three years.

FOREIGN CURRENCY
The first raid on February 4, 2010 had yielded
Rs.3 crore and a number of documents about
their alleged unaccounted investments, the
department claimed.

Jewellery worth Rs.67 lakh and foreign
currency worth Rs.7 lakh were also recovered
during the raids, the department claimed. The
raids were carried out following complaints
that the officers had allegedly made huge
investments in an insurance company.


The Suspension

Feb 5, 2010: The Madhya Pradesh
government suspended the couple following
Income Tax raids at their official residence.
The suspension orders were issued after
taking cognizance of the raid and finding their
conduct was against the service rules.
While Arvind Joshi was posted as principal
secretary of Jails, his wife Tinoo Joshi was
secretary to the Women and Child
Development Department before being
suspended.

Notice after Notice

Jan 2011: The Directorate of Enforcement
issued notices to suspended IAS couple for
alleged violation of the forex law.

The agency serviced notice after initial
investigation against the couple.

Lokayukta
(anti corruption authority @ state level)

Oct 2012: After raiding the establishments
of the IAS couple in February 2010, the
Lokayukta continued with the investigation
into the properties possessed by the couple
for some time.
The Lokayuktya police moved an
application before the Department of
Personnel and Training for prosecuting the
couple on October 8, 2012.

Countdown to Dismissal

Sep 2013: The Department for Personnel
and Training forwarded to the Union
Public Service Commission (UPSC) its
approval for dismissal of the suspended
officers.
The state government also sought
permission for the prosecution of the
couple over corruption charges.

The Dismissal

Decks cleared for dismissal of the tainted
Madhya Pradesh IAS couple with the
Centre accepting the state government's
recommendation to remove them from
service.

Chargesheeted

Mar 2014: Four years after the raid and
subsequent investigations, Madhya Pradesh
Lokayukta's special police establishment on
March 2 presented a chargesheet against the
couple before special judge V K Dwivedi.
Both the officials were chargesheeted along with
16 others, including four family members.
The chargesheet states that Arvind Joshi and his
wife Tinoo Joshi amassed movable and
immovable assets worth Rs 43.87 crore in their
31-years of service.

Out of Work
July 2014: IAS couple dismissed from
service by the State government.



Arrest Warrants

August 2014: A special court on Aug 29 issued an
arrest warrant against tainted IAS couple Arvind and
Tinoo Joshi for their failure to appear even for a
single hearing in the Rs 42-crore disproportionate
assets (DA) case.

Special judge Dinesh Mishra also issued an arrest
warrant against five others, including Arvind Joshi's
NRI sisters Abha Ghani and Vibha Patel Parkin. Six
others in the case were sent to jail.


Gone Underground

Sep 6 2014: Madhya Pradesh Lokayukta on
Friday began proceedings to attach the legal
assets of on-the-run IAS couple Arvind and
Tinoo Joshi.
A case of attaching their disproportionate
assets under the special Act is pending in court.
Lokayukta's special police establishment
dispatched teams to different locations,
including Delhi to arrest the IAS couple, who
went underground to avoid execution of an
arrest warrant in the disproportionate assets
case.
