PART ONE:
AIRPORT EMERGENCY PLANNING
DEFINITIONS:
1. Emergency:
Sudden state of danger which requires
immediate action.

2. Emergency Plan: Is a preparedness plan.
A document with a set of procedures and actions which outlines
the organization, coordination, communication, command and
control of all responding agencies (stakeholders) in the day of
likely or unlikely event. (accident / incident etc).

It is an ICAO requirement that every airport must have
an Aerodrome Emergency Plan.
It is coordinated, involve agencies and tested to a
major aircraft yearly or after two years,
Reviewed, re-examined on success or failures for
future improvements.
Prepare airport staff and stakeholders to know their
roles and responsibilities during accident/incident
situation. How to apply written procedures while
responding in the most rapid way possible.

Aerodrome Regulations 2007 which under

The introduction of large wide bodied aircraft
which carries many passengers have high
risks.

Increase rate of unlawful interference
/terrorism acts i.e. hijacks.

incidents occurs at the airports while
landing / taking off.

What is an Emergency Plan?
A set of developed flexible and effective contingent
plans or procedures for handling aircraft emergencies
as per situation which are termed as codes . To date
we have developed procedures for 11 codes or types
of emergencies.

IT IS A LIVING DOCUMENT.
Keeps on Changing. Its purpose is to prepare the
airport staff to get used and not to be scared or reduce
shock during accidents.

Helicopters and ambulances are the preferred
means of transport.

Receiver of initial notification of actual or impending
emergency situation
Communicates/notifies primary responders and
provides situational updates on progressive and in
priority
Communicates/Notifies DGTCAA, RCC located at ACC
JNIA, Chief AIB at MoT.

Duties:
Controls movt of airborne aircraft in approach/vicinity
and TZ airspace overflights
Control movements of AC, vehicles and personnel on
and across the maneuvering area.
Issuance of appropriate NOTAM before, during and
after development.

Airport Manager/Duty Manager/Management:
Activate airport EOC
Secondary Notification thru Communications officer
Escort mutual aid fire, police, security, medical, etc to accident
site and staging area by security/police.
Notify affected aircraft operator and obtain all pertinent info
incl. pax manifest dangerous goods and relay to appropriate
agencies
Liaise with ATC on closure, emergency response corridors,
advisories and NOTAMs on reduced fire CAT

Notify TMA Manager on need for SPECI
Arrange for survey and photographing of affected
runway to identify and mark location of crash debris.
Secure the crash debris pending release by accident
investigators

restore fire CAT

Airport Police/Security Officer:
Record People, their Organization, Vehicles and
Time they responded to the accident.
Issue ARM BANDs to ALL responders.
Lead responders thru the route to the scene of

If they have to cross the runway then RVP officer
should seek permission from Tower Controller

Duties:

To request transport in priority order in
coordination with logistics officer

Maintain accurate list of casualties incl. names and
their final disposition
Coordinate transfer of uninjured to designated
holding area with the AC operator
Evaluate ambulatory and uninjured survivors
Organize with police and the clergy, reception

MILITARY RESPONSIBILITIES
Upon being notified, mobilizes personnel and
resources to RVP
Proceeds to Staging area and Triage area with tents
and erects to plans as directed by the On-Scene
Commander
Provide bomb experts as required
If available, provide additional medical, security and
field engineering services as required by on scene
Commander from time to time

Whatever is the size of the Airport,
or however little number of aircraft
movements: it MUST HAVE A LIVE
EMERGENCY PLAN, TESTED
YEARLY AND REVIEWED FOR
IMPROVEMENT.
