There are more than 150 recommendations in all divided mainly in four parts viz. Service Matters, Pay, Allowances and Pensionery Benefits. Attempt has been made to highlight the service conditions of CAFs and 7 th CPC has been requested to analyse the specific conditions of CAFs and consider the same while deciding the type and quantum of allowances applicable for CAF personnel.
3 Q3. Are the issue of NFU and Organized Services included in the recommendations?

Is there any coordinated effort from all CAFs? Though all CAFs have submitted their separate memorandums, there were many coordination meetings between Pay Commission Committees (PCCs) of these CAFs before finalizing their recommendations List of recommendations and views were shared/exchanged during these meetings with a purpose to be on same grid on issues of common concern 6 Q6. What is the recommendation regarding Basic Pay? That is not very important indeed. Pay Bands would be decided for all central government employees uniformly. CAF CPCs effort has been to address anomalies in existing pay scales and to ask for additional allowances to do justice to our service conditions. However general recommendations have been four times increase in basic pay structure and increment at the rate of 6%. 7 Q7. Are these Memorandums the only official interactions between CAFs and 7 th CPC? No. These memorandums are only one step. Before that DsG of all CAFs made a presentation before the Pay Commission in mid-June. After submission of Memorandum also a number of meetings have been called by 7 th CPC for discussing various issues. These meetings were attended by various officers from CAFs including members of respective PCCs and others. Meetings have also been held in connection with visit of 7 th CPC to field locations. 8 Q8. When is the 7 th CPC report expected? It is given 18 months to submit its report and is expected to submit the same by Sept next year. There could be an interim report before that with limited recommendations 9 Q9. 10 years was the general trend. But earlier the CPCs were constituted around those dates and the recommendations were made effective with retrospective effect.
The notification this time has made a change. A para has been included in the terms of reference related to date of effect. Para 2(h): To recommend the date of effect of its recommendations on all the above.
It has opened a window for an early date of its being effective It could be 1.1.15 or even 1.1.14 as some employees federations are demanding. 10 Q10. What are the chances of merging of DA with Basic Pay? The issue is settled. Since it was not there in recommendations of 6 th CPC or subsequent notifications, it will not be implemented during currency of 6 th CPC. We will have to bear with it for a little while more. 11 Q11. What about interim relief? That is a possibility. If the Pay Commission makes a recommendation regarding the date of its coming into effect before 1.1.16 and if that recommendation is accepted by the Govt, then there could be an interim relief from that date till actual implementation of the recommendations.
