Introduction:
What is Penang Undersea Tunnel?
-A new tunnel under purposal in Penang, Malaysia.
-The 6.5 km tunnel connects Butterworth, Seberang Perai in the east to
George Town, Penang Island in the west.
-Will become the first undersea tunnel in Malaysia and the second in
Southeast Asia. The project is undertaken by the State Government of
Penang and a main contractor Consortium Zenith BUCG Sdn Bhd a member
of Zenith Group.
- Construction will start on 2016 and completed on 2025.
-The planned Penang Undersea Tunnel will be the largest privately funded
public works project in Penang. There will be a toll plaza at the undersea
tunnel.

OBJECTIVES PROJECT
1. Reduce Congestion.
Traffic congestion is a condition on road networks that occurs in
slower speeds, longer trip times, and increased vehicular queuing. If
the undersea tunnel managed to set up, the customers have three
choices road to use (Penang Bridge, Sultan Abdul Halim Muadzam
Shah Bridge and Penang Undersea Tunnel).
2. Improve equality in society.
Middle of Seberang Perai and South of Seberang Perai already
given two bridges that can help to improve the degree of
accessibility and enhance economic development in Georgetown,
Penang. But this equality left out the north of Seberang Perai
behind. So, the third hub routes will also ensure a balanced
development at north of Seberang Perai .

PROBLEM STATEMENT
Penang Bridge and Sultan Abdul Halim Muadzam
Shah Bridge, traffic congestion still happen
especially during peak times such as in the morning
and evening.

The purpose of this tunnel is to balance out the


inequality at north of Seberang Perai.
But, theres also have a lot of issues about the cost
of the construction and environmental effect if this
tunnel build up.

1. Construction cost
The cost of Penang undersea tunnel is
estimated around RM 6.3 billion about 6.5kilometre.
2. Maintenance cost
Maintenance cost is estimated around RM1.6
billion

1. Construction noise
Construction noise has the potential to disturb people at
home in their residences, in office building, retail
businesses or public institutional buildings
May affect peoples quality life
2. Non-human species
affect non-human species such as aquatic life, land and
airborne animals in a variety of ways.
3. Social effect
impact on fisheries
the price of seafood hurts ordinary people

Direct Benefits
1) Time saving
- Enables the traveller to save time
- This can sometimes be of direct monetary benefit as when a
quicker journey
- Help to ease traffic congestion dan reduce dwell times

Cost saving
- Time saving leads to cost saving
- Peoples daily activity will goes smoothly

Reduce congestion
- The number of vehicles on the road can be reduced

Indirect Benefits
1) Reduce accidents
- Most accidents are most likely to happen on the road during traffic jam
- Create a safer destination for people
- Free from traffic, congestion, pedestrians

Reduce pollution
- Bulding tunnels is better for the environment than bridges
- Help to reduce air and noise pollution residential areas will not be affected
by pollution
- Reduce cars on the road means reduce air and sound pollution

3) Improving the economic


- Job opportunities
- Transfer of technology and technical skill from reputable company

Estimate Cost:
Construction cost + maintenance cost+ New road construction
cost + Environmental cost + Maritime loss cost + others.
= 6.3 bil + 1.6 bil + 1.2 bil + Environmental cost*+ Maritime
loss cost* + others
= 9.1 bil + Environmental cost*+ Maritim loss cost* + others
Estimate Benefits:
Toll payment x number of vehicles per year + others
= RM 9.4 + 1 mil + others
= RM 9.4 mil + others
After 10 years = (RM 9.4 mil x 10) = 9.4 bil + others

Because:
1) The costs to make the tunnel is too high and
take a long time to be completed.
- Include a lot of costs like cost of construction,
security, maintenance, and environmental cost.
- Can use the money to upgrade the facilities at
north of Seberang Perai.

2) Not the best way to improve congestion.


- Already have two bridge but still face congestion problem.
- so, must find other alternative: improve public transport
system.
- Campaign: promote usage of public transport.
3) Environmental effect
- Water and soil pollution.
- Marin ecosystem will die.
4) Disturb maritime logistics development .
- Fishermen and cargo ships will be interrupt during the
construction.
- decrease income of the maritime.

Conclusion
Penangs 2nd bridge just completed, and
making another tunnel in 2016 might to
earlier and this rushing decision also might
drag our country to a loss. So, its better for
the Government to think for the second time
and find another alternative to develop the
north of Seberang Perai than take a risky and
high cost solution.
