2.2 UNDERSTAND THE ESTABLISHMENT

SECTION 30 OSHMS 1722


1) Employer to establish committee ifa) 40 or more person employees

2) The composition , election or appointment


of persons , the powers of the members
and any other matter shall be as
prescribed.
Chairman (manager) , secretary (Safety Officer),
employer member , employee member
< =100 employee , 2 member each
> 100 employee , 4 member each

3) Employer consult the committee to the


making and maintenance of arrangements
in promoting and developing measures
and checking the effectiveness of such
measures.
4) A person who contravenes shall be guilty,
to be fine not exceeding RM5k or
imprisonment not exceeding 6 months or
both

Determine composition of committee

A safety and health committee must consist of a chairman, a


secretary, representatives of employer and representatives of
employees.
Under the regulations the employer or his authorized manager shall
be the chairman of the safety and health committee.
Where 100 persons or less are employed, there should be at least 2
representatives each from employer and employees.
Where more than 100 persons are employed, there should be at
least 4 representatives each from employer and employee.
Those with managerial responsibilities may be included as employer
representatives while those who are not in managerial position could
be included as employee representatives.

POLICY , STANDARD AND SAFETY


GUIDELINE
POLICY

This is a statement of the principles governing decision


making . They can only be changed by the Management
and are mandatory

PROCEDURES

Describes the functional steps used to implement policies.


Examples are those used by Safety and Health to promote
adherence to management policy and are mandatory

GUIDELINES

Describes specific aspects of working to the requirements


of procedures where extended explanation is required
and provided by Safe and Health . They contain
recommended methods and statements with the
objective of achieving certain standards or outcome

SAFETY HANDBOOKS
AND MANUALS

These documents can provide both procedural


instuctions and guidance on a specific subject . They
are intended to describe a generic approach
(e.g.Contractor Safety Handbook) and may describe
activities which are routinely carried out as part of the
normal functioning of the are (e.g. Laboratory or
Workshop manuals).

SAFETY MANAGEMENT

This is a summary of the appropriate Safet and Health


policies , procedures and guidelines which govern all
aspects of task planning . It provies a framework within
which tasks or activities can occur.

JOB SAFETY

The area superviosr ensures that all task planning


accords with a Safety Management Plan detailing
applicable Safety Management Plan detailing
applicable Safety and Health Policies , Procedures and
Guidelines (including Handbooks and Manuals).

DEVELOP RULES AND WORKPLACE


Enforcement the safety procedure
The action plan must be implemented in a way that is
compatible with a professional rules and practices as
well as with existing procedures

Follow-up the safety management system


The effectiveness of the system implemented must be
checked and follow-up , and if a new risk or hazard
factor is identified there must be response . Audits
must be systematically carried out and analysed
in order to select corrective actions
