INTRODUCTION
With the protection of life and property being the
basic objective of policing, traffic safety should qualify
as a key priority. Worldwide, road traffic crashes are
estimated to kill approximately one million people a
year and by 2020, they are expected to be the second
leading cause of lost life years (WHO, 2002).
Road traffic safety refers to the methods and the
measures for reducing the risk of a person using the
road network being killed or seriously injured.
Community participation in traffic law enforcement
has been classified into four main types: consultation,
volunteering, partnership, and advocacy.

PROJECT OBJECTIVES
The basic objective of the scoping study is to identify
the potential for reducing the risk of road crashes,
especially those involving the poor, through increased
collaboration between traffic police and local
communities. It is based on the following three
premises:
Community participation has been promoted .
Traffic policing is rarely viewed a priority within the
police.
Priority has begun to be given to promoting the
access to justice by both victims of crime and
offenders, but this has not been extended to those

KEY ISSUES
These are identified in the Inception Report included how to:
Increase public confidence in the police and their
accountability.
Obtain senior police commitment .
Ensure that police feel supported rather than threatened.
Improve collaboration between police and other agencies
in the community.
Ensure the most vulnerable groups, i.e. poor and women,
are consulted.

National governments should make road safety a high political priority and
create a lead agency to guide road safety efforts . ROAD traffic injuries are
a major and growing public health and development to concern. If nothing
is done to change current trends, they will be the third leading contributor
to ill health in the world by the year 2020. The knowledge currently exists
to reverse these trends, provided that collective will is harnessed for action.

total vehicle numbers, for augmenting road safety activities during the
12thFive Year Plan (2012-17). "Fifty per cent of the amount collected...under
Motor Vehicles Act will be credited to this non-lapsable road safety fund, to

Road Safety Council and District Road Safety Councils

NEW DELHI: The accident that claimed the life of Union Minister
Gopinath Munde has again raised question marks on how serious is
India about vehicle and road safety issues. Most passenger vehicles
in India lack safety features that are common elsewhere and things
like seatbelts they do spot are rarely used. In cities such as Delhi,
traffic rules are often ignored, making the country's roads among
the most dangerous.

Rs.1 lakh crore funds for highway sector in a year: Nitin Gadkari
NEW DELHI: The Narendra Modi-led government will initiate
measures to turn-around the Highways sector in 2 years time by
garnering funds to the tune of Rs.1 lakh crore in a year, Road
Transport and Highways Minister Nitin Gadkari said here today. "I
will prepare a blue print for road sector reforms in a month. I will
arrange funds to the tune of Rs. one lakh crore in a year.

SURVEY REPORT
Our project topic was traffic safety. We looked upon locally
for various locations where traffic management was poor or
was not good. We chose four locations to examine the basic
problems faced by the people of Sundernagar.

EFFORTS
List of the works we had done for the welfare of
society in 28 days of community project

1.We placed the Banners and road signs related from


traffic safety at the major congestion points.

2.We met with our local NGO Mr. Jitender Verma who
encouraged and advised us.

3.We met with the local traffic police and collected


data.

4.Complained against the traffic congestion to SDM of


Sundernagar.
5.Put our future planning for road safety in suggestion box.

6.Given an article about traffic safety in newspaper.


7.Made presentation of our report.
8.Complain against road rage in police station. (an incident
taken place during survey).

9.A small Rally to aware the people.

10.Write a letter to Chief Justice of Himachal


Pradesh.

11.Made a Video of various congestion


points and discuss it with our friends .

12.Meeting with local people.

EFFECTS

1.No proper guidance for drivers due to which accidents are increasing day
by day.
2.Problem faced by students and local people due to No proper schedule of
rickshaw drivers.
3.Due to no specified parking place traffic jams and road rage problems are
increasing.
4.Due to poor parking management for local transport, traffic jams are often
there and several other people going for their important works are delayed
every day.
5.Contractors are passing their work to local contractors due to which the
construction work has been delayed.
6.Due to road pits drivers get to wrong side due to which several accidents
are taking place.

7.Wastage of time due to collapse of duty timing.

8.Risk of miss happening with children because no crossing signals


often seen.

9.People without helmets, seat belts are often seen which makes
this place an accident prone area.
10.The stopping and starting in the traffic jams burns fuel at higher
rate than that of smooth rate of travel on the national highway
which enhances pollution and increase in fuel consumption.

11.When someone calls for an ambulance during emergency then


sometimes it is unable to respond in an appropriate amount of time
due to traffic congestion.

OUR SUGGESTIONS FOR TRAFFIC


PROBLEMS
1.Speed controllers should be made mandatory for all heavy vehicles.
2.New gadgets are to be developed for collision prevention and should be
fitted on all vehicles
3.Most important method to bring down accidents is strict enforcement of
speed limits.
4.Proper supervision by government on construction work which control
corruption and reduce traffic problems.

5.Municipal Corporation must show interest for managing the wild cattle
roaming on highway.
6.Employing latest techniques such as camera sensors or speed cameras for
checking speed and proper traffic signal lights

7.Safety barriers on edges of the lake near to road should be there


which will help in prevention of life if any accident takes place.

8.Speed breakers should be made to slow down the vehicles


coming at higher speeds.

9.Road signs should be retro reflective so as when during night


light falls on them the instructions are easily visible.

10.Employing latest techniques such as camera sensors, traffic


signal lights etc. for better management.

11.Side walks of suitable widths should be made.
