HALAL ENFORCEMENT
AGENCIES IN
MALAYSIA

Roles of Various Agencies in


Implementation of Halal
1) DEPARTMENT OF ISLAMIC DEVELOPMENT MALAYSIA
(JAKIM)

I.

JAKIM is competent authority on Islamic matters in


Malaysia.

II. Introduce the Malaysian Halal Logo and Halal


Certification since 1994, where JAKIM has developed a
comprehensive Halal food certification process, a
total quality health and sanitary system that involve
specific procedures for slaughtering, processing and
other related operations as prescribed by Islamic
Shariah.
III. Established the Islamic Food and Consumer Goods
Research Division 2003.

IV. JAKIM Halal Certificate is an authoritative and


independent testimony supporting manufacturer or
producer in claiming that their food or products are
in compliance with Islamic Shariah.
V.

On 2nd April 2008, activities related to halal


certification under Halal Hub JAKIM were
implemented under HDC until its were given back in
July 2009, once the halal certification enhancement
process completed.

2) HALAL INDUSTRY DEVELOPMENT CORPORATION


(HDC)

I. Further boost the Halal agenda in terms of


standards development, branding
enhancement as well as commercial and
industry development.
II. Focusing on development of Halal standards,
audit and certification, plus capacity building
for Halal products and services.
III. HDC promotes participation and facilitates
growth of Malaysian companies in the global
Halal market.

3) MINISTRY OF DOMESTIC TRADE, COOPERATIVES & CONSUMERISM (MDTCC)


I. MDTCC provides enforcement and monitoring
programme to protect Halal integrity Halal logo
and consumer's interest.
II. The Ministry of Domestic Trade, Co-operatives And
Consumerism with the aim towards encouraging
ethical trade practices and to protect consumer
interest.
III. Licensing and controlling the manufacturing and
sales of such items.
IV. Managing matters related to consumer protection.

4) MINISTRY OF TRADE AND INDUSTRY (MITI)


I. MITI formulates strategies and provides incentives to
encourage trade and investment in Halal products
and services.
II.

MITI's focus is not only in the promotion of Halal


products and services.

III. The Ministry takes a holistic view and has worked


with the Ministry of Finance to design and provide
incentives and support along the whole chain of the
manufacturing process.

IV. At the international level, MITI assumes


an active role in promoting the Malaysian
Halal Standard to be used as a
benchmark for the International Halal
Standard.

5) MALAYSIA EXTERNAL TRADE


DEVELOPMENT CORPORATION
(MATRADE)
I. MATRADE, as the national trade
promotion agency under MITI, undertakes
various export promotion activities
including the promotion of the Halal
sector.
II. These activities include : Participation in international trade fairs overseas
Undertaking advertising and promotion of the Halal
sector
Disseminating information on market opportunities in
the Halal industry to Malaysian companies.

6) MALAYSIAN INDUSTRIAL DEVELOPMENT


AUTHORITY (MIDA)
I. MIDA assists companies which intend to invest in the
manufacturing and services sectors, as well as
facilitates the implementation of their projects.
II.

Providing information on the opportunities for


investments, as well as facilitating companies which
are looking for joint venture partners.

III. Advise investors on government policies and


procedures.

7) MALAYSIA PRODUCTIVITY CORPORATION (MPC)


I. Formerly known as the National Productivity
Corporation.
II.

Established in 1962

III. Identify potentials in Halal industry as well provides


training and consultancy to SMEs and industries to
meet Halal standards and requirements.

8) DEPARTMENT OF VETERINARY SERVICES


I.

Is an agency of the Federal Government under the


Ministry of Agriculture.

II.

Organization responsible for the welfare of animals


and livestock industry.

Vision
A competent veterinary authority serving the animal
industry for the sake of human welfare
Mission
Provide quality veterinary services as an assurance for
public health and sustainable livestock industry for the
sake of human welfare

III. Objective :
a. Strengthen and maintain animal health status conducive
to the animal industry
b. Public health assurance through the control of zoonotic
diseases and wholesome food production from animal
based products
c. Encourage sustainable livestock production and value
added industry
d. Explore, develop and encourage the use of technology and
optimum use of sources in animal based industry
e. Promote animal welfare practices in all aspect of rearing
and production system

9) ROYAL MALAYSIAN CUSTOMS


I.

Control over the import of milk and Dairy product.

II.

Poultry, Poultry fat.

III. Meat and meat products.

10) DEPARTMENT OF STATISTIC MALAYSIA


I. To collect and interpret statistics for the purpose of
formulation or implementation of government
policies in whatever fields as needed by the
government or for fulfilling the requirements of
trade, commerce, industry, agriculture or others.
II.

To disseminate statistics which have been collected


or interpretation based on statistics collected, not
only to government agencies but also to authorities
or persons where the information is useful to them.

11) STANDARDS AND INDUSTRIAL RESEARCH


INSTITUTE OF MALAYSIA (SIRIM)
I. Focus on discovering and developing new
technologies to enable industries move up the value
chain.
II.

Aimed to expand from simply using technology to


solve technical problems to discovering technology
that will help industries to reinvent their products and
business.

III. To promote the development of new sources for SMEs


to tap and collaborate with SIRIM in the quest for
growth in the manufacturing, technology and
services sectors.

12) DEPARTMENT OF STANDARDS MALAYSIA


I. Assisting Malaysia to accelerate Halal industry by
developing Malaysian Standard on Halal Food (MS
1500).
II.

Helps industry leaders in development and


promotion of Malaysia's Halal Standards and
continually to develop and update Malaysia Halal
Standards.

13) ECONOMIC PLANNING UNIT (EPU)


I. Support and helps in formulate Halal industry Master
plan to strengthen the role and function.
II.

Functions :
a) Formulate policies and strategies for socio-economic
development
b) Prepare medium and long-term plans
c) Prepare development programmes and project budget
d) Monitor and evaluate the achievement of development
programmes and projects
e) Advise Government on economic issues
f) Initiate and undertake necessary economic research
g) Coordinate Malaysia's involvement in the development of
the Growth Triangle Initiatives
h) Monitor and evaluate investment activities to ensure they
are in line with the corporate equity restructuring objective

14) SME CORPORATION MALAYSIA


I. Previously known as Small Medium Industries
Development Corporation (SMIDEC).
II.

Provides matching grants to SMEs for :

Acquisition of machinery and equipment
Renovation expenditure for compliance to certification
requirement
e) Other related costs for compliance to requirements of
Halal certification and promotional activities

15) DEPARTMENT OF CHEMISTRY


Department of Chemistry is the leader in Halal product
analysis and traceability. The specialized in meat
speciation/Halal DNA functions as well research and
product quality assurance.
