essential that the group move in a single corporate entity to pursue with the potential
business. The corporate entity will enable smooth business, project and funds
implementation with clear scope of works, terms of references, manning and financial

2. The
government
of Somalia
through the
Central Bank
will establish
an initial
national
Asset
reference for
the
development
fund/ project.
(Analysis &
surveys for
oil & gas
reserves,
mineral
deposits,
commodities
and etc.)
3. After
setting the
reference,
the assets
are blocked
for the
issuance of
Islamic
sovereign
sukuk
(Islamic
sovereign
bonds) by the
central bank.
It is against
these
instrument
that the
investment
funds are
made
available. (as
arranged by
the
facilitating
organization
4. An Islamic
bank will need
to be
established.
Its function is
to provide
facilitation/
intermediary/
fiduciary
services for
the investment
fund to flow
into Somalia.
Apart from
this, the bank
will carried all
the daily
functions of a
normal Islamic
bank.
5. Once the
funds are
available in
country, the
facilitation
organization
will commence
all it other
functions as
asset
managers,
project
managers,
contracts
administrator,
compliance
administrator
until
completion.
The fees for
services
rendered is
covered under
a contract
between the
Government,
the facilitation
company and
the
contractors/
6. In other
instances
this
cooperation
might take
other forms
such as joint
venture
partners as
in the oil &
gas industry
or as
operators in
the utilities,
infocomm &
infrastructur
e activity
such as
highway
operations,
ports and
airports.
