FEATURES OF REVISED APACC INSTRUMENT


The original seven criteria have been maintained. Although the total score
allocation was halved (1000 to 500), the proportion of criterion scores to
the total score is the same as the previous instrument
It incorporates the lessons learned during previous on-site visits
Ambiguities, redundancies and deficiencies have been taken into
considerations for adjustment
The scoring rubric has been made uniform and easy to understand. The
accreditors can assign score according to verified facts with more ease.
The objectivity of the instruments has increased as the questions for
inquiry are more relevant and reflective of the TVET institution processes
and functions

Improvements observed during the

Continual preparation of non-print instructional


material and teaching aids for different
programme offerings is recommended. Inputs
from industries concerning teaching and
learning materials may also be solicited.

Revisions of training materials and syllabi are


conducted every 2 years through industry
forums where relevance of contents of different
qualifications is deliberated upon, besides
other partnership issues. (e.g. Sheet Metal
Cladding NCIII)

KPVTC may think of scholarship grants (for


training or higher degree) to deserving
instructors and staff, which may also serve as
holding power of the institution.

The institution provided a thesis grant to Engr.


Constantino Panes to finish his Masters
degree. Engr. Panes also received a
scholarship grant from TESDA and the
Singapore Government.

To inculcate research and development


culture, an in-house training for both faculty
and staff on research techniques and methods
may be conducted.

Significant improvements in quality and


quantity are observed in pursuing R&D
activities. (e.g. development of smoke house,
ram pump, pick and place machine, and mini
conveyor system in mechatronics)

Improvements observed during the


Reaccreditation

To ensure assimilation by the clientele in


the service area, written translation of
institutions Vision, Mission, and Goals to
local dialect is highly recommended.

To disseminate their VM to the


grassroots, the statements were
translated into the dialect.

As an initiative of the institution, yearly


institutional Development Plan (e.g.
Institutional Development Plan 2007,
2008, and 2009) were prepared by the
institution. However, dissemination of the
same to stakeholders for their comments
and suggestions is recommended.

The Institutional Development Plan (IDP)


for 2011 was prepared in consultation
with stakeholders.

Putting up a Committee on Extension


Programs to study and monitor the same
is recommended.

The institution has established an


Extension Committee to plan, implement
and monitor such programs. Some of the
ANTS extension services, include Treeplanting activities, Beauty Care servicing,
etc.

Improvements observed during the


Reaccreditation

Overall improvement of documentation and


filing system is necessary. School may
prepare master lists of record and documents,
which would include the retention period and
disposal method of these. It is essential to
internalize quality records-keeping as part of
daily tasks.

Improvements were done in documentation


whereby it has created four offices to plan,
implement and monitor school programs,
projects and activities. Procedure in the
retention and disposal of documents was
internalized.

There are still some areas for expansion and is


recommended to be used optimally as the
present facilities. Further landscaping of school
grounds is encouraged.

Utilized a parcel of land for the construction of


a 2-storey dormitory building donated by the
Malampaya Foundation Incorporated (MFI).
The construction amounted to more than
Php.10 M to cater the 72 scholars of the MFI
who will be trained in this institution.

Monitoring and evaluation of extension


services in the community may be conducted
weekly, increasing the budget for extension
activities is also recommended

Extension services, such as trainings in


school,
nearby barangays and far-flung municipalities,
had been conducted in collaboration with
TESDA Provincial Office Palawan.

Accreditors Roles and Responsibilities
The APACC Accreditor shall evaluate applicant institutions against the
criteria set by APACC. The accreditors will be assigned as Team Leader or
Team Member with the following roles and responsibilities:

Evaluates the institutions thoroughly using the APACC criteria

Accreditors Code of Conduct
Accreditors Must.

Assure that they are adequately informed about TVET system and quality
assurance in the countries in which they are conducting reviews
Maintain cordial relationship with fellow accreditors and the constituents of the
institution where reviews are undertaken
Demonstrate integrity and must not be affected or influenced by any form of
extraordinary mode of hospitality accorded by the host institution
Never make any insinuation or veiled desire to be entertained as VIPs
Demonstrate decency and must not brag about their roles as accreditors nor
engage in any form of argument/debate
Avoid maligning or discrediting fellow accreditors or colleagues in his own
institution and the institution under review
Avoid comparing his institution with the institution under review
