Obtain accurate gross weight of packed
containers prior to loading aboard the
ship
Responsibility obtaining and
documenting the verified gross weight
(VGW) rests with the shipper
VGW is for the terminal operator and
vessel operator for ship stowage
planning

Basic Principles of SOLAS Amendments


Packed containers shall not be loaded
onto a ship (to which the SOLAS
amendment apply) unless VGW is
provided by the shipper in advance prior
to loading
Parties must determine measures to
obtain VWG for those packed containers
with none prior to receipt at the port
Gross weight of packed inbound
container being delivered by a SOLAS
vessel to a port need not be re-weighed

MANDATORY WEIGHING OF
CONTAINERS AND RORO VEHICLES
a)

All outbound containers and RORO vehicles,


foreign and domestic, for loading onto a
carrying vessel shall be subject to mandatory
weighing at the port of loading to ensure
compliance with the Allowable Container
Weight and Prescribed Gross Vehicle Weight
(GVW). Weighing Tickets shall be honoured at
the port of destination.

b) Cargo Handling Operator (CHO)/Terminal


Operator (TO) shall ensure the
allowable/prescribed weights and safe
handling of all containers and RORO
vehicles at the port.
c) Overloaded containers and RORO vehicles
shall not be loaded onto the vessel unless
corrective measures have been done.
Measures such as stripping, attendant
special services and ultimate withdrawal of
said cargoes may be provided by the
CHO/TO for the account of the cargo/vehicle
owner.

d) The CHO/TO shall be responsible for


weighbridge operations within the
port. Weighbridge service providers
shall secure permits to operate from
PPA.
e) CHO/TO shall coordinate with PPA
any concern resulting from the
mandatory weighing of
cargoes/containers for the efficient
implementation of this Order.

GUIDELINES IN THE OPERATION OF


WEIGHBRIDGE FACILITIES AND
SERVICES AT PPA PORTS
a)

To standardize the requirements and procedures in


the operation and provision of weighbridge
facilities and services;

b)

To prescribe guidelines on the weighing of


outbound loaded containers and RORO vehicles;

c)

To deter the overloading of outbound containers


and RORO vehicles at PPA ports.

General Guidelines
a) Cargoes subject to mandatory weighing:
1. All loaded outbound containers
2. All RORO Vehicles registered for commercial
purposes and loaded with commercial cargoes

b)Exemptions:
1. All RORO Vehicles with registered fixed
weight and have no commercial cargo on
board
2. Empty containers

RECTIFICATION OF OVERLOADED CONTAINERS AND


RORO VEHICLES
If the overloaded container or Ro-Ro vehicle has
been denied loading onto the vessel by authorized
cargo handling or shipping line officials, the
container shall be withdrawn from the port or be
directed to a designated holding area where special
services or measures may be provided to strip the
container to comply with the prescribed gross
weight.

REQUEST FOR WEIGHING


Consignees, shippers, brokers or haulers of cargoes
not covered by this regulation that are required to be
weighed by the PPA, Bureau of Customs or other
government agencies and port entities shall
accomplish and submit a Weighing Request
supported by appropriate cargo documents or
certification from the requesting party as to the
purpose of weighing and the description of cargoes
being weighed.
