Diesel Training and General

Requirements

Pennsylvania Bureau of Deep Mine Safety

Training Plan Approval


All training course instructors and all plans
required by this section and sections 221-A
and 222-A shall be approved by the
department.

Training Plan Approval


Training Plan submittals are evaluated
against the prescriptive language contained
in the appropriate section of Article II-A.
Mine Operating Plan for Diesel Equipment
Courses are approved by section of the law
based upon the training plan.

Instructors for Diesel Training


Use of Non-Approved Instructors
Approval of Instructors

Use of Non-Approved Instructors


All training must be conducted by or under
the direct supervision of an approved
instructor.
Hands-on instruction can be given by a
qualified person with an approved instructor
present.

Instructor Approval
The Bureau may approve instructors to
teach specific diesel courses by one or more
of three methods.

Method A
Instructor trained by an approved organization.
Applicant can attend and complete a three-day
instructor course approved by the Bureau (MSHA,
OSHA, DEP and others).
Submit information to the Bureau on their mining
experience, training experience and subject matter
knowledge.

Method B
Submit an application to the Bureau requesting approval to
teach based on qualifications and teaching experience and
include a list of the specific courses the applicant intends
to teach.
Submit information to the Bureau on the applicants
mining experience, training experience and subject matter
knowledge.

Method C
The Bureau may designate persons as provisional
instructors to teach specific courses. Each such instructor
is subject to follow-up approval based on the Bureaus
monitoring the instructors classroom performance.
Submit in writing reasons why other approval methods
would impose an extreme hardship.
List competent persons they will use to teach specific
courses. These persons are provisional instructors until the
Bureau monitors them.

Make a determination of the applicants knowledge of the
subject matter.
Make a determination of the applicants teaching skills and
qualifications.
Approve the applicant to teach specific courses based upon
the above criteria.

Method C
Review reasons why A and B methods of instructor
approval would impose a hardship.
Determine the validity of the request and consider factors
such as mine size, number of employees, safety record,
availability and accessibility of training.
Approve the provisional instructor based on the above
criteria.
Notify the operator of the approval, in writing.
Arrange for monitoring of provisional instructors.

Specially Trained Person

At least one person specially trained in the


cleanup and disposal of diesel fuel spills shall be
on duty at the mine when diesel-powered
equipment or mobile fuel transportation
equipment is being used or when fueling of
diesel-powered equipment is being conducted.

criteria and procedures.

Respiratory protection.
Spill containment practices.

Selection and use of absorbent


materials.

Auxiliary hazard control
Personal decontamination

Minimum 8 hour
Section 220-A Classroom training on diesel
fundamentals.
Section 211-A Equipment- specific, hands-on,on the job
training.

Diesel Mechanic Training


Minimum 16 Hours
Section 222-A-.. Regarding the general
function, operation, maintenance and testing of
emissions control and conditioning components.
Annual Refresher Training.

Fire and Safety Training


This training may be included in Part 48.8
All underground employees at the mine
shall receive special instruction related to
fighting fires involving diesel fuel.
All miners shall be trained in precautions
for safe and healthful handling and disposal
of diesel-powered equipment filters.

Final AnalysisAdequate Training


BDMS interprets that those sections referencing training
are minimum training requirements of Article II-A
All training should be performance based and is
accomplished only when each employee demonstrates that
they know and comply with the Act.
