Introduction
As the DPDCH power can be reduced in soft handover due to power control
command received from a non serving cell, the HS-DPCCH power offset must be
configured to a high value to ensure CQI and ACK/NACK decoding robustness in
soft handover
In case of only 1 RL is configured in the active set, less power is available for EDCH leading to uplink throughput decrease
