Prepare & Import Site and Antenna Details
Synchronize OSS and Optimizer database.

Preparation for Mobile Measurement

1.
Create a BAL list containing all BCCH ARFCNs used in the network. Eg.
BAL 1. in the target and buffer BSCs
2.
Attach BAL1 to all the BTSs
3.
Set idleStateBCCHAllocation ( IDLE ) to 1 ( defaul is 0, which means

adjacency list is used for cell reselection).
4.
Set measurementBCCHAllocation ( ACTIVE ) to IDLE ( default is ADJ, which

means only BCCH frequecy list of adjacent cells is reported).
5.
Enable Undefined Adjacency measurement.
6.
Use ND report number 073 to find any missing adjacency, add

adjacency if required.
7.
Disable Undefined Adjacency measurement.
8.
Enable Channel Finder (CF) and Defined Adjacent Channel (DAC)

measurements with DB1=-12 & DB2=0, for the busy hours of Target
and Buffer BSCs.
9.
To generate a good interference matrix 3-5 days measurement is

sufficient.
10. Ensure no changes in radio environment during the measurement

period.

Preparation for Site and Antenna details

Create a csv file for all BTS is the OSS.
