DAO 35: Effluent Standards


These are the maximum allowable limits
of water quality parameters for
discharge to water bodies. Like the
ambient water quality standards, the
effluent standards also depend on the
classification of the receiving body of
water.

Effluent
- a general term denoting any wastewater,
partially or completely treated, or in its
natural state, flowing out of a manufacturing
plant, industrial or treatment plant

The State shall pursue a policy of economic
growth in a manner consistent with the
protection, preservation and revival of the
quality of our fresh, brackish and marine
waters. To achieve this end, the framework
for sustainable development shall be
pursued.

Designation of Water Quality Management
Areas
The Department, in coordination with the
National Water Resources Board
(NWRB),
shall designate certain areas as water quality
management
areas,
using
appropriate
physiographic units such as watershed, river
basins, or water resources regions. Said
management
areas
shall
have
similar
hydrological, hydrogeological or geographic
conditions which affect the physicochemical,
biological, and bacteriological reactions and
diffusions of pollutants in the water bodies,
or otherwise share common interest or face

Management of WQMAs
WQMAs are to be managed by multisectoral Governing Boards chaired by the
Secretary of the DENR with representatives
from the local governments concerned
(province/city/ municipality), the private
sector, peoples organization, NGOs, and
concerned government agencies.

Objectives of Designating WQMA


WQMA is a significant tool in enforcing the CWA.

Aims for the improvement of water quality to meet the


guidelines (DAO 34, s 1990) under which they have been
classified or to improve their classification so that it
meets its projected or potential use.

Creation of GB who will be responsible in the preparation


of draft WQMA Action Plan. The Plan is prepared and
implemented that provides focused intervention/s to

All owners or operators of
facilities that discharge
wastewater are required to
get a permit to discharge or
wastewater discharge permit
from the DENR.

Rule 14.1: Who may apply for

Any person that shall discharge in any

wastewater into Philippine waters and/or
land shall secure a wastewater discharge
permit from the Regional Office of the
Bureau.

Rule 14.3: Renewal of Discharge

the immediately preceeding year;

duly issued by the Dept., or appointment/designation
as such by the Managing Head;
c) Official Receipts for the payment of the applicable
Permit Fee and the Wastewater Discharge Fee; and
d) Copy of the Water Billing Statement
