SOLID WASTE PROFILE


Barangay Holy Spirit belongs to
the largest district of Quezon
City; generates an average of
66,000 kilos of waste every day.

IMPLEMENTATION
Section 17 of the Local
Government Code mandates
LGUs to provide an efficient and
effective solid waste collection
and disposal system under a
comprehensive environmental
management program.

IMPLEMENTATION
No Segregation, No Collection
Barangay Holy Spirit began its
zero waste management
program six years before the
enactment of RA 9003 or the
Ecological Solid Waste
Management Act of 2000.

IMPLEMENTATION
Recycling materials are either sold
directly to junkshops or turned into
products like straw mats, bags, and
candles in the facilitys MRF to be sold
later. The biodegradable materials are
milled and put into the automatic soil
composters and turned into organic
compost (BWRC). The compost is then
used in their vegetable garden where
ordinary and high value crops are being
grown (Bulaklakan at Gulayan).

Barangay Holy Spirit pioneered


the self-reliance in garbage
collections and management
through:
1. Acquisition of total nine units
garbage dump trucks servicing
the entire Barangay on twice a
week frequency

2. Establishment of the MRCF

2.1. Segregation of waste collected
based on biodegradable and nonbiodegradable categories

As per evaluation and assessment
in the implementation and
performance of the
Environmental Police
Personnel, waste segregation
was reduced to 76%: 75% in
Zone III, 80% in Zone I, 85% in
Zone II, and only 65% in the
Muslim area.

ISSUES/PROBLEMS

main issues:
Workers who are not fully
committed to their work
Outdated equipment: shredder
is currently less able to produce;

Difficulty in instilling discipline

authorities were interviewed.
Furthermore, reports and data
were all provided by the
barangay and none was
collected from the residents.

strategy in providing jobs as well
as in encouraging participative
governance.

Despite changing administration,
the barangay continues to
implement Zero Waste
management because of the
recognition it receives from
various institutions locally and
internationally.

ANSWER TO THE PROBLEM


As said earlier, the Zero Waste
Management Program of Brgy.
Holy Spirit began six years before
the enactment of RA 9003. With
its recycling and composting
initiatives, it was proved to be
an innovative program that
helped the Barangay reduce its
waste volume to about 60%.

RECOMMENDATIONS
The local enterprise could be
expanded and be made more
marketable through expanding
target market and partnerships.

increased mortality rate,
frequency of inundation in times
of typhoon)
