BTS measurements
Reporting according slow cycle = 10 * radio resource indication period, if
there is no event
Reporting according fast cycle = radio resource indication period, if there is
one of the following events
Transmitted carrier power TCP exceeds threshold (20% load)
Received total wideband power RTWP exceeds threshold (20% load)
Change of TCP exceeds threshold (0.5 dB)
Change of RTWP exceeds threshold (0.2 dB)
RRIndPeriod; WBTS; 200..2000 ms; 100 ms; 400 ms

RU30 provides periodic reporting like in GSM, independent from the situation on the
air interface
The following properties already known from RU20 can be reported periodically for
HSPA calls (not R99 ones)

The following new properties introduced by RU30 can be reported periodically for any
call
Rx-Tx time difference (active cells only)

Role of ICSU load
With periodic reporting higher ICSU load
Number of UEs for which periodic reporting can be provided simultaneously
depends on reporting period
Long period More UEs can be handled
Short period Less UEs can be handled
If the ICSU load exceeds 90%, periodic reporting is disabled
