A look at
in
the Philippines

Child labor refers to the illegal employment of

children below 18 years old in hazardous

occupations.
ILO defines child labor as, damage to
childrens health, hamper their education and
lead to further exploitation and abuse.

ILO also defines the worst child labour which

includes using children in armed forces (i.e. in

Africa), sexual exploitation like prostitution
and pornography, illegal activities like
trafficking of drugs etc.
The State, through the Department of Labour
and Employment, defines "child labour" as
"the illegal employment of children below the
age of fifteen (15).

The term "child" recently acquired a new

meaning upon the enactment of R.A. 7610 in

1992, otherwise known as the Child Protection
Law.
The new law, which devotes an entire chapter
on working children, expanded the definition
of children to mean "persons below eighteen
(18) years of age or those over but are unable
to fully take care of themselves or protect
themselves from abuse, neglect, cruelty,
exploitation or discrimination because of a
physical or mental disability or condition.c

About 2.06 million children all around the

Philippines are compelled to do labor, such as

in crop plantations, mining caves, rock
quarries and factories.
Every child has the right to the most basic of
necessities in life like a healthy environment,
formal education, and most importantly, a
loving family to come home.

THE REASONS WHY

CHILDREN WORK
Child labour is rooted in poverty and the lack

of economic opportunities
Children with unemployed parents or whose
parents do not have social security must work
to help in their family's struggle for survival.

Failures in the education

system
Philippine culture especially in
rural areas

Another major factor in the

increase in the number of

working children is the demand
for child workers.
Natural calamity like Tsunami,
cyclone, flood etc. Also drag
children towards child labour.

STRATEGIES IN ADDRESSING
THE CHILD LABOR PROBLEM

"There is one dream that all Filipinos

share: that our children may have a

better life than we have had . . . there is
one vision that is distinctly Filipino: the
vision to make this country, our country, a
nation for our children."
