DECLARING THE MONTH OF FEBRUARY OF EVERY
YEAR AS PHILIPPINE HEART MONTH

WHEREAS, the heart is the seat of life, and the growing prevalence of heart cases among our people should be
attented to with urgency;
WHEREAS, there should be national awareness to this serious health problem through a program of emphasis and
continuing research and education; and

WHEREAS, the true wealth of a nation is the health of its people and a nation can stand only as strong and healthy as

its people are strong and healthy;

National Heart Month


Cardiovascular disease or CVD refers to a class of ailments that

affect the heart and the blood vessels connected to it. These
ailments actually account for a staggering17.5 million deaths
each year.

By 2014, experts were estimating a number of

19 Filipinos dying from heart disease each hour . By early


2016, the cardiovascular disease death rate has already been
measured at 161.43 per 100,000 members of the population.
With numbers like these, we need a Heart Month more than ever.

What was its purpose? To dedicate resources and focus

attention on the pressing issues of cardiac health and medical


research for the population.
Since then, National Heart Month has been celebrated in the

country

Nursing Roles and Implications


For more than 4 decades, nurses and advanced

practice nurses have taken on key roles in managing


single and multiple risk factors, including hypertension,
smoking, lipids, and diabetes; the sequelae of chronic
conditions, such as coronary artery disease and heart failure,

through specialized clinics; and programs in primary

care, worksites, and cardiac rehabilitation.

Nursing Roles and Implications


By taking on a primary role as team leaders in providing case

management, nurses have proven their capability to not only


reduce CVD risk factors, but to also adhere to treatment
guidelines and protocols, decrease hospitalization, and
reduce morbidity and mortality in those with established
disease.

Focus: National Dental Health

This annual observance started in 1951 as National Dental

Health Week but in February 24, 2004, it was expanded into a


month-long celebration, pursuant to Presidential Proclamation
No. 559 signed by then President Gloria Macapagal Arroyo.

Led by the Philippine Dental Association, the observance aims

to strengthen public awareness on the importance of the good


oral health.

It encourages dentists, students, relevant government

agencies, and professional organizations to reach out to more


people with no access to dental services, especially those who
are in countryside.

Oral disease continues to be a serious public health problem

in the Philippines.

The prevalence of dental caries on permanent teeth has

generally remained above 90% throughout the years.

About 92.4% of Filipinos have tooth decay (dental caries) and


78% have gum diseases (periodontal diseases)
Although preventable, these diseases affect almost every

Filipino at one point or another in his or her lifetime.

Nursing Roles and Implications


The Essence of Care(Department of Health, 2001) highlighted

oral hygiene as a priority, acknowledging it as an indicator of


the standard of patient care. The importance of oral care
for good communication and nutrition should not be
underestimated.

Oral care is a fundamental nursing activity and an

important aspect of client care. Nurses play an important


role in providing effective oral care and promotion of oral
hygiene (Satku, 2004). Brushing teeth twice daily is considered
a social norm; however, this recommendation is in direct
relationship to controlling the accumulation of plaque biofilm
and halitosis (Darby & Walsh 2003).

The greatest burden of oral disease is to disadvantaged and

poor population groups, both in developing, and developed


countries (Petersen et al., 2005). Loeppeky and Sigal (2007)
have identified people with special needs who are in most
need of meticulous oral hygiene.

Focus: Nation Health Insurance Month


SINCE 2007, the nation has been observing National Health

Insurance Program Month every February.

Thanks to Presidential Proclamation No. 1400, s.2007, the

value of social health insurance to every Filipino family has


been highlighted and reinforced at the start of each year.

Activities included press briefings, forums informing the public

on improvement of membership and benefits, and intensive


information campaigns through info desks set up in strategic
areas such as shopping malls.

Through the program, the government hopes that every

Filipino will have the chance to seek medical services without


the fear of financial constraints particularly during
emergencies.

Nursing Roles and Implications


As a nurse, there is an implication to take a role as a teacher

or educator. The nurse helps clients learn about their health


and the health care procedures they need to perform to
restore or maintain their health.

This includes giving information to clients on how to avail of

affordable and quality health services provided by the our the


health insurance, Philhealth.
