NOCCCD
The North Orange County Community College District,
located in Orange
County, California, offers associate
Background
degrees and adult education certificates through Cypress
College, Fullerton College and the School of Continuing
Education. The District became operational on July 1, 1965,
incorporating Fullerton College as well as planning for two
additional colleges.

The North Orange County Community College District


(NOCCCD) encompasses approximately 157 square miles.
The District boundaries include nearly one million residents,
16 school districts and the following cities: Anaheim, Brea,
Buena Park, Cypress, Fullerton, La Habra, La Palma, Los
Alamitos/ Rossmoor, Placentia, Stanton, Yorba Linda, and
portions of the following cities: Garden Grove, La Habra
Heights, La Mirada, Orange, Seal Beach, Whittier, and

LEGAL ISSUES AND OBSTACLES


Within any organization proper training of staff employed
in human resources, those serving on hiring committees,
and also managers serving as directors, deans and
department coordinators need to be aware of current law
regarding hiring and employment practices.
Current district practices require mandatory training
courses to be taken within a twenty four month period
prior to serving on a hiring committee.
A training refresher guide or handout needs to be provided
to all employees prior to participating in hiring
committees and employment related dealings.

LEGAL ISSUES AND OBSTACLES CONTINUED

The California Community College Board of


Governors has modified the title 5 section
53000 equal employment opportunity act to
ensure bias practices could not be used in
the employment process. Due to changes in
the interpretation of this law legal issues and
obstacles to the employment process could
arise.

Possible Solutions to Obstacles


Provide quick reference guides to those just prior to participating in the
employment process of new staff.
A representative from human resources communicates by phone or
email with staff participating in employment tasks to review right and
wrong questions to ask or answer.
Workshops are currently held for those applying for positions, in
addition to these workshops a mandatory online training for application
and interviewing procedures should be completed. This practice will
help applicants from asking or providing information that may

RECOMMENDATION
Review the make up of Human Resources to insure
equality in recruiting and hiring.
Team up with a other institutions to increase efforts of
identifying ways of recruiting qualified applicants.
Require mandatory training courses to be taken within a
twenty four month period prior to serving on a hiring
committee.
Use data to determine future corporate market needs to
enhance recruiting focus and retention among staff,
faculty and students.
Continue to keep students to allow students, staff and
faculty to provide input and suggestions for
improvement.
Continue to reward students, staff and faculty for their
suggestions and hard work to ensure diversity.
